The Department is soliciting public comments on the subject proposal. The Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Pub. L. 112-10, approved April 15, 2011) (Appropriations Act), provided a total of $100,000,000 to HUD for a Sustainable Communities Initiative to improve regional planning efforts that integrate housing and transportation decisions, and increase the capacity to improve land use and zoning. Of that total, $70,000,000 is available for the Sustainable Communities Regional Planning Grant Program, and $30,000,000 is available for the Community Challenge Planning Grant Program. The Department of Housing and Urban Development's Sustainable Communities Initiative (SCI) Planning Grant Programs, which comprise of the Sustainable Communities Regional Planning Grant Program and the Community Challenge Planning Grant Program, require the financial reporting by grantees. This tracking of grantee financial data is solely in regards to the HUD-OSHC SCI grant. Such tracking is obligatory during the prescribed reporting periods, reimbursement requests for award funds, proof of in-kind contributions toward grant match funding, and the close-out of the award.

Section 644 of the Housing and Community Development Act of 1992 (42 U.S.C. 13604) imposed on HUD the obligation to require housing providers participating in HUD's assisted housing programs to provide any individual or family applying for occupancy in HUD assisted housing with the option to include in the application for occupancy the name, address, telephone number, and other relevant information of a family member, friend, or person associated with a social, health, advocacy, or similar organization. The objective of providing such information, if this information is provided, and if the applicant becomes a tenant, is to facilitate contact by the housing provider with the person or organization identified by the tenant, to assist in providing any delivery of services or special care to the tenant and assist with resolving any tenancy issues arising during the tenancy of such tenant. This supplemental application information is to be maintained by the housing provider and maintained as confidential information.

This PRA package provides reporting burden for individuals to apply to be placed on the HECM counselor roster and to maintain their name on the HECM counseling roster. For initial application, individuals are required to successfully pass a standardized HECM exam, have received HECM-related education within the past two years and provide information collected on form HUD 92904. HUD uses the information provided to determine the applicants' eligibility to be placed on the HECM counselor roster. To remain on the HECM counselor roster, a counselor must complete continuing education on a HECM related topic every two years and pass the HECM exam every three years.

This notice announces HUD's intention to launch the Strong Cities, Strong Communities National Resource Network pilot program with its 19 federal agency and subagency partners of the White House Council on Strong Cities, Strong Communities (SC2). Through the SC2 National Resource Network, HUD and its partners will offer a central portal to connect America's most economically distressed local communities to national and local experts with wide-ranging experience and skills. The focus of the SC2 Network will be to strengthen the foundation for economic growth and resiliency in these communitiesnamely, local capacity, comprehensive planning, and regional collaboration. HUD will offer funding competitively through a Notice of Funding Availability (NOFA) for an intermediary to assist HUD with establishing and administering the program. As part of the Administration's efforts to increase transparency in government operations and to expand opportunities for stakeholders to engage in decision-making, HUD solicits comment through this notice on the proposed structure of the SC2 National Resource Network pilot program, and the criteria by which HUD and its interagency partners will select an intermediary for the pilot program. Feedback received in response to this notice will aid HUD and its partners in better understanding how this pilot program may help local communities respond to the strains of the current economic crisis. HUD is seeking input from local governments, philanthropic organizations, private companies, community development entities, and a broad range of other stakeholders on how the program should be structured in order to have the most meaningful impact in rebuilding and growing local government capacity for good governance and economic growth.

This notice advises public housing agencies (PHAs), as well as members of the public, that HUD intends to award 5 points for the occupancy sub-indicator of the Capital Fund indicator to all PHAs for the Capital Fund Indicator under the PHAS interim rule published February 23, 2011. The award of 5 points is a temporary measure to address the transition to the scoring system implemented by the PHAS interim rule, especially as relates to the indicator that assesses occupancy rate. The 5 points for the occupancy sub-indicator will be awarded for fiscal years ending March 31, 2011, June 30, 2011, September 30, 2011, and December 31, 2011. The score already assigned to the sub-indicator on occupancy rate will be designated as an advisory score, but only for a period of one year that commences with the date of publication of this notice.

The proposed information collection requirement described below has been submitted to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act. The Department is soliciting public comments on the subject proposal. HUD is revising the Actual Modernization Cost Certificate (AMCC) HUD Form 53001 contained within the Public Housing Capital Fund Program collection OMB Control Number 2577-0157. The AMCC reports on actual cost of modernization activities upon its completion. The grant type title on the AMCC of Comprehensive Improvement Assistance Program and Comprehensive Grant Program will be changed to Capital Fund Program (CFP). The PHA certification section will have two check mark boxes added for the PHA to certify if the Single Audit Act (SAA) A-133 requirement applies to the CFP grant specified on the AMCC (1-check box for SAA requirement applicable, 1-check box for SAA requirement not applicable). The ``HUD Use Only section'' will remove ``the audited costs agree with the costs shown above'' due to numerous PHAs that are not subject to Independent Public Accountant (IPA) audit requirements.

Revision to the Section 8 Management Assessment Program Lease-Up Indicator

This final rule amends HUD's regulations for the Section 8 Management Assessment program (SEMAP), by revising the process by which HUD measures and verifies performance under the SEMAP lease-up indicator. Specifically, HUD amends the existing regulation to reflect that assessment of a public housing agency's (PHA) leasing indicator will be based on a calendar year cycle, rather than a fiscal year cycle, which would increase administrative efficiencies for PHAs. This rule also clarifies that units assisted under the voucher homeownership option or occupied under a project-based housing assistance payments (HAP) contract are included in the assessment of PHA units leased.

The Department is soliciting public comments on the subject proposal. The Department of Housing and Urban Development Appropriations Act, as approved on November 18, 2011 (Pub. L. 112-55, 125 Stat. 552) authorizes HUD to award training and technical assistance contracts on a competitive basis. HUD intends to competitively award training and technical assistance contracts to national and regional nonprofit and for profit entities with demonstrated experience and expertise in the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA). The purpose of the ONAP Training and Technical Assistance program is to improve the quality and quantity of low-income housing in Native American, Alaska Native, and native Hawaiian communities, as funded by Indian Housing Block Grants (IHBG) and Native Hawaiian Housing Block Grants (NHHBG) and authorized by NAHASDA. The regulations for the IHBG program are at 24 CFR part 1000, and for the NHHBG program at 24 CFR part 1006. Successful applicants will have demonstrated training and technical assistance experience and expertise in NAHASDA; low-income housing development, inspection, maintenance, modernization, and operation; admissions and occupancy; procurement; financial and fiscal management; program income; governance and organizational development; leveraged financing, including Low Income Housing Tax Credits; healthy home environments, including mold and air quality issues; homebuyer education; crime prevention; youth activities, including Boys and Girls Clubs; and other topics responsive to low- income housing issues in native communities. Training and technical assistance services will be provided onsite and remotely, on a one-on- one and classroom basis. Respondents to the NOFA will be required to submit a single proposal regardless of the number of programs or areas of expertise for which they offer to provide training and technical assistance. Factors for award include Factor 1: Capacity and Experience, Factor 2: Soundness of Approach, Factor 3: Leveraging, and Factor 4: Achieving Results and Program Evaluation. Narratives addressing Factors 1-4 must be formatted so that the total number of pages submitted is equal to or no more than 25 single-sided pages. The one-page application summary, organizational chart, budget discussion, and required forms are not included in the 25 page limit. Required forms include HUD-2880 (Applicant/Recipient Disclosure Update), HUD- 2993 (Acknowledgement of Application Receipt), HUD-96011 (HUD Facsimile Transmittal), SF-424 (Application for Federal Assistance), and SF-LLL (Disclosure of Lobbying Activities). Applicants must submit their applications electronically to Grants.Gov or request a waiver from HUD. HUD expects to receive 25 applications and select ten awardees to enter in 24-month cooperative agreements, with a 12-month option period.
