SAFE Mortgage Licensing Act: Minimum Licensing Standards and Oversight Responsibilities
This final rule sets forth the minimum standards for the state licensing and registration of residential mortgage loan originators, requirements for operating the Nationwide Mortgage Licensing System and Registry (NMLSR), and HUD's Federal oversight responsibilities pursuant to the Secure and Fair Enforcement Mortgage Licensing Act of 2008 (SAFE Act or Act), to ensure proper monitoring and enforcement of states' compliance with statutory requirements. This 2008 law directs states to adopt loan originator licensing and registration requirements that meet the minimum standards specified in the SAFE Act. In addition to codifying the minimum licensing standards and HUD's oversight responsibilities under the SAFE Act, this rule also clarifies or interprets certain statutory provisions that pertain to the scope of the SAFE Act's licensing requirements, and other requirements that pertain to the implementation, oversight, and enforcement responsibilities of the states.
Notice of Submission of Proposed Information Collection to OMB; Public Housing Assessment System (PHAS) Appeals, Technical Reviews and Database Adjustments
The proposed information collection requirement described below has been submitted to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act. The Department is soliciting public comments on the subject proposal. Under the Public Housing Assessment System (PHAS), public housing agencies (PHAs) may submit a request for a technical review, database adjustment or appeal. The granting of such a request would result in a PHA's PHAS score and/or designation being changed, or a project's physical condition, financial condition, or management operations score being changed. The right of appeal is statutory and the right to request a technical review or database adjustment is regulatory.
Notice of Submission of Proposed Information Collection to OMB; Public Housing Financial Management Template

Notice of Submission of Proposed Information Collection to OMB; Fellowship Recruitment for the Fellowship Placement Program
The proposed information collection requirement described below has been submitted to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act. The Department is soliciting public comments on the subject proposal. The purpose of this notice is to recruit potential fellows for the Fellowship Placement Pilot Program under the Office of Policy Development and Research (PD&R) of the Department of Housing and Urban Development (HUD). HUD is in the process of putting out a notice to receive preliminary applications to select a third party to administrate the Fellowship Placement Pilot Program. When a third party is selected to administer the fellowship program, the third party will be responsible for recruiting and selecting fellows for the program. The attached document is an application that will allow the third party to recruit fellows for the fellowship program.

Notice of Submission of Proposed Information Collection to OMB Housing Counseling Program- Application for Approval as a Housing Counseling Agency
The proposed information collection requirement described below has been submitted to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act. The Department is soliciting public comments on the subject proposal. National, regional, Multi-State intermediaries and Local public and private nonprofit agencies that provide housing counseling services directly or through their affiliates or branches regarding home buying, homeownership and rental housing programs submit an application for designation as a HUD-approved housing counseling agency. HUD uses the information to evaluate the agency and to populate Agency profile data in the Housing Counseling System (HCS) database. This data populates HUD's Web site and automated 1-800 Hotline.
Notice of Submission of Proposed Information Collection to OMB; Housing Counseling Program-Biennial Agency Performance Review
The proposed information collection requirement described below has been submitted to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act. The Department is soliciting public comments on the subject proposal. HUD-approved agencies are non-profit and government organizations that provide housing services. The information collected allows HUD to monitor and provide oversight for agencies approved to participate in the Housing Counseling Program. Specifically, the information collected is used to ensure that participating agencies comply with program policies and regulations and to determine if agencies remain eligible to maintain an approval status. Housing counseling aids tenants and homeowners in improving their housing conditions and in meeting the responsibilities of tenancy and homeownership.

Section 106 of the Department of Housing and Urban Development Reform Act of 1989 (the HUD Reform Act) requires HUD to publish quarterly Federal Register notices of all regulatory waivers that HUD has approved. L. 111-05, approved February 17, 2009) (Recovery Act), and implementing guidance of the Office of Management and Budget (OMB), this notice advises that certain exceptions to the Buy American requirement of the Recovery Act have been determined applicable for work using Capital Fund Recovery Formula and Competition (CFRFC) grant funds. Adjustment of Civil Money Penalty Amount for Inflation

Notice of Single Family Loan Sales (SFLS 2011-2)
This notice announces HUD's intention to competitively sell certain unsubsidized single family mortgage loans in a sealed bid sale offering called SFLS 2011-2, without Federal Housing Administration (FHA) mortgage insurance. This notice also generally describes the bidding process for the sale and certain persons who are ineligible to bid. This second sale of Fiscal Year (FY) 2011 is scheduled for June 22, 2011. HUD's third sale in FY 2011, SFLS 2011-3, is scheduled for September 14, 2011.

The purpose of the Choice Neighborhoods Initiative-Planning Grant Program is to support the development of comprehensive neighborhood revitalization plans which, when implemented, may be expected to achieve the following three core goals: 1. Housing: Transform distressed public and assisted housing into energy efficient, mixed-income housing that is physically and financially viable over the long-term; 2. People: Support positive outcomes for families who live in the target development(s) and the surrounding neighborhood, particularly outcomes related to residents' health, safety, employment, mobility, and education; and 3. Neighborhood: Transform distressed, high-poverty neighborhoods into viable, mixed-income neighborhoods with access to well-functioning services, high quality public schools and education programs, high quality early learning programs and services, public assets, public transportation, and improved access to jobs. To achieve these core goals, communities must develop and implement a comprehensive neighborhood revitalization strategy, or Transformation Plan. This Transformation Plan will become the guiding document for the revitalization of the public and/or assisted housing units, while simultaneously directing the transformation of the surrounding neighborhood and positive outcomes for families. Notice of Funding Availability (NOFA) for HUD's Fiscal Year 2011; Housing Opportunities for Persons With AIDA (HOPWA)
HUD announces the availability on its Web site of the applicant information, submission deadlines, funding criteria, and other requirements for HUD's FY2011 Housing for Persons with AIDS (HOPWA) Program NOFA. Specifically, this NOFA announces the availability of approximately $9.1 million made available under the Department of Defense and Full-Year Continuing Appropriations Act, 2011, Public Law 112-10, approved April 15, 2011 for the Housing for Persons with AIDS (HOPWA) Program. The purpose of the HOPWA program is to advance HUD's implementation of the National HIV/AIDS Strategy (NHAS). HOPWA NOFA also addresses the Department's Fiscal Year 2010-2015 Strategic Plan and the Opening Doors Federal Strategic Plan To Prevent and End Homelessness. These actions address goals to: Prevent and end homelessness; increase the supply of affordable housing; and increase the coordination of mainstream housing resources and other health and human services. The HOPWA NOFA announces funds available for projects that address both: (1) Direct housing assistance and service delivery to low income persons and families living with HIV/AIDS, including homeless individuals and families; and (2) comprehensive planning and coordination of local resources in meeting housing and service needs of the population. As a result of project efforts, communities will be assisted in the development and use of an Integrated HIV/AIDS Housing Plan (IHHP) to be issued at the end of the third year of operation. The IHHP is an administrative function and should demonstrate local system changes in the delivery of housing and services. Grantees are expected to provide housing assistance to eligible persons in their communities while concurrently examining and comprehensively integrating local services for coordinating and streamlining where possible the delivery of those services in your community. Notice of Submission of Proposed Information Collection to OMB Section 3 Business Self-Certification Application
The proposed information collection requirement described below has been submitted to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act. The Department is soliciting public comments on the subject proposal. The information collected from the Section 3 Business Self- Certification Application will allow HUD and recipients of covered HUD funding to identify Section 3 Businesses within their communities. The overriding purpose of this information collection is to ensure that contracting opportunities are provided to Section 3 businesses in fulfillment of the regulatory requirements set forth at 24 CFR part 135, and to increase the capacity of covered agencies to comply with the requirements of Section 3. HUD will use the information to identify firms that self-certify that they meet the regulatory definition of a Section 3 Business. The information collected from the Section 3 Business Self-Certification Application will be posted in a registry of Section 3 Businesses which will be posted on HUD's webpage. Agencies that receive covered HUD funding in the five pilot locations will be encouraged to notify the Section 3 Businesses contained in HUD's registry about the availability of covered contracting opportunities.

Credit Risk Retention
On April 29, 2011, the OCC, Board, FDIC, Commission, FHFA and HUD (collectively, the ``Agencies'') published in the Federal Register a joint notice of proposed rulemaking for public comment to implement the credit risk retention requirements of section 15G of the Securities Exchange Act of 1934, as added by the Dodd-Frank Wall Street Reform and Consumer Protection Act (``Credit Risk NPR'' or ``proposed rule''). Due to the complexity of the rulemaking and to allow parties more time to consider the impact of the Credit Risk NPR on affected markets, the Agencies have determined that an extension of the comment period until August 1, 2011, is appropriate. This action will allow interested persons additional time to analyze the proposed rules and prepare their comments.

This notice follows Federal Register notices published on August 4, 2010, and October 4, 2010, that proposed and established, respectively, Fiscal Year (FY) 2011 SAFMRs for the Housing Choice Voucher (HCV) program in the Dallas, TX, HUD Metropolitan Fair Market Rent Area (MHFA). The October 4, 2010, notice provides that all public housing agencies (PHAs) in the 8-county Dallas, TX, MHFA are required to use SAFMRs for the voucher program. Today's notice clarifies the use of the SAFMRs by PBV projects located in the 8-county Dallas, TX, MHFA.
