Drawbridge Operation Regulation; Upper Mississippi River, Dubuque, IA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Illinois Central Railroad Drawbridge, across the Upper Mississippi River, mile 579.9, at Dubuque, Iowa. The deviation is necessary to allow the bridge owner time to perform preventive maintenance that is essential to the continued safe operation of the drawbridge. Maintenance is scheduled in the winter when there is less impact on navigation, instead of scheduling work in the summer when river traffic increases. This deviation allows the bridge to open on signal if at least 24-hours advance notice is given. It further allows the bridge to remain closed for up to 72 hours in duration occasionally to replace larger components as long as 72-hours notice is given to the USCG District Eight Western Rivers Bridge Branch.
Port Access Route Study: In the Chukchi Sea, Bering Strait and Bering Sea
This study is a continuation of and an expansion of scope to the Port Access Route Study (PARS) the Coast Guard announced in 2010. Based on comments received from the 2010 notice the Coast Guard has developed a potential vessel routing system for the area. The Coast Guard requests comments on how consolidating vessel traffic into a defined vessel routing system may impact or benefit the region. The goal of the study is to help reduce the risk of marine casualties and increase the efficiency of vessel traffic in the region. The recommendations of the study may lead to future rulemaking action or appropriate international agreements.
Drawbridge Operation Regulation: Illinois Waterway, Joliet, IL
The Coast Guard announces a public meeting to receive comments on a notice of proposed rulemaking (NPRM) entitled ``Drawbridge Operation Regulation; Illinois Waterway, Joliet, IL'' that was published in the Federal Register on August 27, 2014. As stated in the NPRM, the Coast Guard proposes to modify the operating regulations for six drawbridges, located between river mile 285.8 and river mile 288.7, across the Illinois Waterway, at Joliet, Illinois. The NPRM proposes to consolidate the current operating regulation, which includes five on-site bridge tender control stations, into one centralized control point for all five drawbridges. The NPRM also proposes to add a sixth drawbridge that will also operate under the centralized control point. The proposed action is intended to improve navigational safety and operational efficiency in the Joliet area.
Safety Zone: Gallant Channel, Beaufort, NC
The Coast Guard proposes to establish a temporary safety zone on the waters of the Gallant Channel at Beaufort, North Carolina. The safety zone is necessary to provide for the safety of mariners on navigable waters during construction of the new U.S. 70 Fixed Bridge crossing the Gallant Channel, mile 203.8, at Beaufort, North Carolina. The safety zone will temporarily restrict vessel movement within the designated area.
Drawbridge Operation Regulation; Gulf Intracoastal Waterway, Belle Chasse, LA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Louisiana State Route 23 (LA 23) vertical lift span bridge, also known as the Judge Perez Bridge, across the Gulf Intracoastal Waterway (Algiers Alternate Route), mile 3.8, at Belle Chasse, Plaquemines Parish, Louisiana. This deviation is necessary to provide for the safe movement of vehicular traffic during major plant reconstruction on one side of the waterway and the resulting change in work schedule and increase in workforce transiting the bridge. This deviation allows the bridge to remain temporarily closed to navigation for an additional one hour in the evening during weekdays for five weeks.
Anchorage Regulations: Anchorage Grounds, Los Angeles and Long Beach Harbors, California
The Coast Guard is disestablishing Commercial Anchorage ``A'' and is revising the permission and notification requirements in the regulations for the anchorage grounds of Los Angeles and Long Beach Harbors, California. Commercial Anchorage ``A'' has become the location of a Submerged Material Storage Site and is no longer usable. Revised permission and notification requirements affect the six commercial anchorages within the breakwater of the Ports of Los Angeles and Long Beach that can accommodate vessels with lengths exceeding 800 feet overall and drafts greater than 40 feet. This revision requires vessels using these deep draft anchorages for more than 48 hours to obtain extended anchorage permission from the Captain of the Port (COTP) Los Angeles-Long Beach. This action will assist the COTP and the Pilots for the Ports of Los Angeles and Long Beach to reduce congestion in the deep draft anchorage grounds within the harbor breakwater.
Towing Safety Advisory Committee; Vacancies
The Coast Guard seeks applications for membership on the Towing Safety Advisory Committee. The Towing Safety Advisory Committee advises the Secretary of the Department of Homeland Security on matters relating to shallow-draft inland and coastal waterway navigation and towing safety. Applicants selected for service on the Towing Safety Advisory Committee via this solicitation will not begin their respective terms until September 30, 2015.
Great Lakes Pilotage Rates-2015 Annual Review and Adjustment-Extension of Comment Period
The Coast Guard is extending the comment period for the notice of proposed rulemaking (NPRM) entitled ``Great Lakes Pilotage Rates 2015 Annual Review and Adjustment,'' published on September 4, 2014, for 30 days. We have decided to extend the comment period as we have received new financial data that could affect the discretion provided by Step 7 of the Appendix A methodology and the final rate.
Security Zone; USCGC Hamilton Commissioning Ceremony, Charleston Harbor, Charleston, SC
The Coast Guard is establishing a temporary security zone in the navigable waters of the Charleston Harbor, Charleston, SC within Coast Guard Sector Charleston's Captain of the Port Zone. The security zone is necessary to prevent damage or injury to vessels and to safeguard Charleston Harbor during the USCGC HAMILTON commissioning ceremony. Persons and vessels will be prohibited from entering, transiting through, anchoring in, or remaining within the security zone unless authorized by the Captain of the Port Charleston or a designated representative.
Safety Zone; Upper Mississippi River Between Mile 44 and 46; Thebes, IL
The Coast Guard is establishing a temporary safety zone for all waters of the Upper Mississippi River, extending the entire width from mile 44 and 46. This safety zone is needed to protect persons, property, and infrastructure from potential damage and safety hazards associated with the removal of two 16 inch Enterprise pipelines in the navigation channel. Entry into this zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Ohio Valley or a designated representative.
Requirements for MODUs and Other Vessels Conducting Outer Continental Shelf Activities With Dynamic Positioning Systems
The Coast Guard proposes to establish minimum design, operation, training, and manning standards for mobile offshore drilling units (MODUs) and other vessels using dynamic positioning systems to engage in Outer Continental Shelf activities. Establishing these minimum standards is necessary to improve the safety of people and property involved in such operations, and the protection of the environment in which they operate. This notice of proposed rulemaking would decrease the risk of a loss of position by a dynamically- positioned MODU or other vessel that could result in a fire, explosion, or subsea spill, and supports the Coast Guard's strategic goals of maritime safety and protection of natural resources.
Special Local Regulation; Bradenton Area Riverwalk Regatta; Manatee River, Bradenton, FL
The Coast Guard is proposing to establish a special local regulation on the waters of the Manatee River in Bradenton, Florida during the Bradenton Area Riverwalk Regatta. The race is scheduled to take place annually from 11:00 a.m. to 4:30 p.m. on the first Saturday of February. The proposed special local regulation is necessary to protect the safety of race participants, participant vessels, spectators, and the general public on the navigable waters of the United States during the event. The special local regulation would restrict vessel traffic in the waters of the Manatee River in the vicinity of Bradenton, Florida. It would establish the following two areas: Enforcement areas #1 and #2, where all persons and vessels, except those persons and vessels participating in the high speed boat races and those vessels enforcing the areas, are prohibited from entering, transiting through, anchoring in, or remaining within.

Drawbridge Operation Regulation; Trent River, New Bern, NC
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Norfolk Southern Railroad Drawbridge, across Trent River, mile 0.2, at New Bern, NC, to facilitate a rehabilitation project. This bridge presently opens on demand for navigation and is usually left in the open position only to close twice a day for train crossings. This deviation allows the bridge to remain closed to navigation from 8 a.m. Monday, December 15, 2014 until 7 p.m. Friday, December 19, 2014, so that necessary maintenance may be made. The deviation is necessary to facilitate removal and replacement of the rail lift joints.

Safety Zone; Salvage Operations, Lake Michigan, Navy Pier,
The Coast Guard is establishing a temporary safety zone on Lake Michigan north of Navy Pier, Chicago, IL. This safety zone is intended to restrict vessels from a designated portion of Lake Michigan for salvage operations of a sunken barge. This temporary safety zone is necessary to protect the surrounding public and vessels from the hazards associated with salvage operations.
Safety Zone; Connectquot River Fall Fireworks; Connectquot River; Oakdale, NY
The Coast Guard will enforce the safety zone for Connectquot River Fall Fireworks on Connectquot River in Oakdale, NY from 6:30 p.m. to 7:30 p.m. on November 29, 2014. In the event of inclement weather the safety zone will be enforced from 6:30 p.m. to 7:30 p.m. on November 30, 2014. This action is necessary and intended to ensure safety of life on the navigable waters immediately prior to, during, and immediately after the fireworks event. During the aforementioned period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after the fireworks event. During the enforcement period, no person or vessel may enter the safety zone without permission of the Captain of the Port.
Drawbridge Operation Regulation; Three Mile Creek, Mobile, AL
The Coast Guard has issued a temporary deviation from the operating schedule that governs the CSX Transportation Railroad Swing Span Bridge across Three Mile Creek, mile 0.3, at Mobile, Baldwin County, Alabama. This deviation is necessary to conduct maintenance to the bridge. This deviation allows the bridge to remain temporarily closed to navigation for twelve hours during one day and then operate during daylight hours only for eight consecutive days within a span of nine days.

The United States Coast Guard proposes to establish a permanent security zone within Sector Boston's Captain of the Port (COTP) Zone on the waters in the vicinity of John Joseph Moakley United States Courthouse, Boston, MA. Enforcement of this permanent security zone during high profile court proceedings at the Moakley Courthouse is necessary to protect people, property, and the port of Boston from subversive acts.
Drawbridge Operation Regulation; Darby Creek, Essington, PA
The Coast Guard is changing the operating regulation that governs the Conrail railroad bridge over Darby Creek at mile marker 0.25 in Essington, PA. The bridge owner, Conrail, is modifying the existing remote operating system which controls the bridge operations. Cameras will be installed and the remote operating site will move from its current location in Delair, NJ to Mt. Laurel, NJ. The train crew is no longer required to stop and check the waterway for approaching vessel traffic prior to initiating a bridge closure and mariners requesting an opening for the bridge will have to contact the new remote location.
Changes to the Inland Navigation Rules, Technical, Organizational, and Conforming Amendments
The Coast Guard is issuing this final rule to make non- substantive changes to its regulations. This final rule makes conforming amendments and technical corrections to the Coast Guard's Inland Navigation Rules. These changes will have no substantive effect on the regulated public.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the Washington State Route 529 (SR 529) twin bridge south bound across the Snohomish River, mile 3.6, at Everett, WA. The deviation is necessary to facilitate adjustment of newly installed bridge joints. This deviation allows the bridges to remain in the closed position during adjustment and maintenance activities.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the S168 Bridge (Battlefield Boulevard) across the Atlantic Intracoastal Waterway, Albemarle and Chesapeake Canal, mile 12.0, Chesapeake (Great Bridge), VA. The deviation is necessary to safely accommodate the annual Christmas parade. This deviation allows the bridge to remain in the closed position for the set up of the event and the duration of the Christmas parade.
Regulated Navigation Area, Lake Michigan; Chicago Harbor Lock, Chicago, IL to Calumet Harbor, Chicago, IL
The Coast Guard is establishing a Regulated Navigation Area (RNA) for the waters of Lake Michigan within 5 nautical miles from shore from the Chicago Harbor Lock, Chicago, Illinois to Calumet Harbor, Chicago, Illinois. This RNA is intended to allow barges to transit on an alternate route on a portion of Lake Michigan due to the temporary closure of the Thomas J. O'Brien Lock on RM 326.5 on the Calumet River. This RNA is necessary to ensure vessel safety and facilitate commerce.

This document provides required notice of substantive rules issued by the Coast Guard and that were made temporarily effective between July 2014 and September 2014, and that expired before they could be published in the Federal Register. This notice lists temporary safety zones, security zones, special local regulations, drawbridge operation regulations and regulated navigation areas, all of limited duration and for which timely publication in the Federal Register was not possible.
Lifesaving Devices-Uninspected Commercial Barges and Sailing Vessels
The Coast Guard published a final rule in the Federal Register on September 10, 2014, requiring the use of wearable personal flotation devices for individuals on board uninspected non-passenger commercial barges and sailing vessels. In the final rule, the Coast Guard amended several tables to reflect this requirement. However, in a subsequent final rule regarding non-substantive changes, the Coast Guard removed the same tables in an effort to consolidate the regulations by referencing to a common table instead. The original final rule's amendatory instructions can no longer be amended as the tables were removed prior to the original final rule's effective date by the subsequent effective final rule. This correction removes the amendatory instructions in the original final rule for the affected tables.
Drawbridge Operation Regulation; Long Island, New York Inland Waterway From East Rockaway Inlet to Shinnecock Canal, Nassau, NY
The Coast Guard has issued a temporary deviation from the operating schedule that governs the operation of the Meadowbrook State Parkway Bridge, across Sloop Channel, mile 12.8, at Nassau, New York. This deviation is necessary to replace electrical components at the bridge. This deviation will allow the bridge to remain in the closed position for three partial days to facilitate scheduled bridge maintenance, the replacement of the electrical umbilical cords.
Drawbridge Operation Regulation; Lake Washington Ship Canal, Seattle, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Seattle Department of Transportation (SDOT) double leaf bascule Ballard Bridge across the Lake Washington Ship Canal, mile 1.1, at Seattle, WA. The requested deviation is to accommodate evening detoured commuter traffic during road construction. This deviation allows the bridge to remain in the closed position for an extra hour during evening traffic.
2013 Liquid Chemical Categorization Updates
The Coast Guard announces an additional two-year delay of the effective date of its 2013 interim rule, which updates and revises tables that list liquid hazardous materials, liquefied gases, and compressed gases that have been approved by the Coast Guard and the International Maritime Organization for maritime transportation in bulk. These tables also indicate how the pollution potential of each substance has been categorized. The Coast Guard received comments to our 2013 interim rule regarding technical errors in the revised tables and is working to correct those errors. The additional delay will allow the Coast Guard to complete its work to correct technical errors and solicit additional comments in a supplemental notice of proposed rulemaking, prior to finalizing the rule. This rulemaking promotes the Coast Guard's maritime safety and stewardship missions.
Special Local Regulation; Southern California Annual Marine Events for the San Diego Captain of the Port Zone
The Coast Guard will enforce the Hanohano Ocean Challenge special local regulations on January 24, 2015. This marine event occurs on the navigable waters of Mission Bay, in San Diego, California. This action is necessary to provide for safety of the participants, crew, spectators, safety vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Safety Zone: Carquinez Strait Cable Repair Operation, Martinez, CA
The Coast Guard is establishing a temporary safety zone in the navigable waters of Carquinez Strait near Martinez, CA in support of a cable repair operation. This temporary safety zone is established to ensure the safety of the mariners and vessels from the dangers associated with the cable repairs being done in Carquinez Strait. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without the permission of the Captain of the Port or a designated representative.
Safety Zone; Natchez Specialties New Year's Eve Firework Display, Lower Mississippi River, Mile Marker, (MM) 363.5 to 364.5
The Coast Guard is establishing a temporary Safety Zone for all waters of the Lower Mississippi River, from MM 363.5 to MM 364.5. This safety zone is needed to protect persons and vessels from the potential safety hazards associated with a fireworks display. Entry into this zone is prohibited to all vessels, mariners, and persons unless specifically authorized by the Captain of the Port (COTP), Lower Mississippi River or a designated representative.
Announcement of Public Meetings Regarding the Florida East Coast Railroad Bridges, St. Lucie River, Stuart; Loxahatchee River, Jupiter; and New River, Fort Lauderdale, FL
The Coast Guard will hold three public meetings for citizens to provide oral and written comments relating to the current and future operations of the Florida East Coast Railroad Bridges across the St. Lucie River in Stuart, Florida, the Loxahatchee River, Jupiter, Florida, and the New River in Fort Lauderdale, Florida. The Coast Guard is soliciting public comment relating to navigation through these bridges. Specific interests include the current and future impact of bridge closings on navigation. These meetings will be open to the public.
Letter of Recommendation for Washington State Ferries Liquefied Natural Gas Conversion; Seattle, WA
Coast Guard Sector Puget Sound received a Letter of Intent (LOI) and Waterway Suitability Assessment (WSA) from Washington State Ferries for a proposal to convert six Issaquah Class Ferries to Liquefied Natural Gas (LNG) propulsion. By statute, the Captain of the Port (COTP), Coast Guard Sector Puget Sound, will be reviewing and validating the WSA in cooperation with key port stakeholders and issue a Letter of Recommendation (LOR) to the State of Washington Department of Transportation regarding the suitability of the waterway for LNG marine traffic. As it conducts this review, the Coast Guard solicits public comments that may inform the COTP's recommendation. Safety Zone, Elizabeth River; Portsmouth, VA
The Coast Guard is establishing a safety zone on the navigable waters of the Elizabeth River in Portsmouth, VA for 12 periods of 48 hours beginning at midnight on January 5, January 12, January 19, January 22, January 27, February 9, March 2, March 5, March 10, March 23, March 30 and April 6, 2015. This action will restrict vessel traffic movement in the designated area during construction of the new Midtown Tunnel. This action is necessary to protect the life and property of the maritime public due to the number of work vessels in the designated area and their lack of maneuverability while engaged in construction operations.

The Coast Guard is establishing safety zones for all waters of the Upper Mississippi River (UMR) from mile 38.0 to 46.0 and from mile 78.0 to 81.0. These safety zones are needed to protect persons, property, and infrastructure from potential damage and safety hazards associated with subsurface rock removal in the Upper Mississippi River. Any deviation from the conditions and requirements put into place are prohibited unless specifically authorized by the cognizant Captain of the Port (COTP) Ohio Valley or his designated representatives.

Anchorage Regulations: Special Anchorage Areas, Marina del Rey Harbor, California
The Coast Guard announces a November 20, 2014 public meeting to receive comments on a notice of proposed rulemaking entitled ``Anchorage Regulations: Subpart ASpecial Anchorage Areas, Marina del Rey Harbor, California '' that was published in the Federal Register on May 28, 2014. As stated in that document, the Coast Guard proposes to disestablish the special anchorage area at the north end of the main channel in Marina del Rey Harbor, California. This proposed action would remove the anchorage area from Coast Guard regulations. This proposed rule would not prevent vessels from anchoring in the harbor during storms, stress, or other emergency situations. We have reopened the comment period which will now end November 28, 2014.

Merchant Marine Personnel Advisory Committee
The Merchant Marine Personnel Advisory Committee will meet, via teleconference, to discuss Task Statement 87, concerning review of the policy documents providing guidance on the Coast Guard final rule entitled, ``Implementation of the Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, and Changes to National Endorsements.'' This meeting will be open to the public.
Safety Zone; Kent Narrows Draw Bridge Repairs, Kent Island Narrows; Queen Anne's County, MD
The Coast Guard proposes to establish a temporary safety zone encompassing certain waters of Kent Island Narrows in Queen Anne's County, MD. This action is necessary to provide for the safety of mariners and their vessels on navigable waters during bridge repairs at the Kent Narrows (MD-18B) Draw Bridge. This action is intended to restrict vessel traffic movement to protect mariners from potential safety hazards associated with the bridge project scheduled to occur in the federal navigation channel between December 15, 2014 and February 16, 2015. Entry into this zone is prohibited unless specifically authorized by the Captain of the Port Baltimore or his designated representative.
Safety Zone; Allegheny River; Mile 45.7; Kittanning, PA
The Coast Guard is establishing a temporary safety zone on the Allegheny River at mile 45.7. This safety zone is needed to protect vessels transiting the area and event spectators from the hazards associated with a barge-based fireworks display. Entry into this zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Pittsburgh or a designated representative.
Special Local Regulation; Seminole Hard Rock Winterfest Boat Parade, Fort Lauderdale, FL
The Coast Guard is proposing to establish a special local regulation during the Seminole Hard Rock Winterfest Boat Parade scheduled to occur on December 13, 2014, between the hours of 2 p.m. and 11:30 p.m. on the waters of the New River and Intracoastal Waterway in Fort Lauderdale, Florida. This special local regulation is necessary to protect the public from hazards associated with the boat parade. The special local regulation will consist of a moving zone around participant vessels as the parade transits the navigable waters of the United States during the event. Persons and vessels that are not participating in the boat parade are prohibited from entering, transiting through, anchoring in, or remaining within the regulated area unless authorized by the Captain of the Port Miami or a designated representative.
