Safety Zone; Lower Mississippi River, Natchez, MS
The Coast Guard is establishing a temporary safety zone for navigable waters on the Lower Mississippi River from mile marker 364.5 to mile marker 365.5. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by waterborne fireworks display with a fallout zone of approximately 560 feet around the barge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Lower Mississippi River.
Safety Zone; Sabine River, Orange, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters of the Sabine River, extending the entire width of the river adjacent to the public boat ramp located in Orange, TX. The safety zone is necessary to protect persons and vessels from hazards associated with a high-speed drag boat race competition in Orange, TX. Entry of vessels or persons into this zone is prohibited unless authorized by the Captain of the Port Marine Safety Unit Port Arthur or a designated representative.
Special Local Regulations; Marine Events Within the Fifth Coast Guard District
The Coast Guard will enforce special local regulations for certain waters of the Choptank River. This action is necessary to provide for the safety of life on these navigable waters located at Cambridge, MD, during a high-speed power boat demonstration event on May 18, 2024, and May 19, 2024. This regulation prohibits persons and vessels from entering the regulated area unless authorized by the Captain of the Port, Sector Maryland-National Capital Region or the Coast Guard Event Patrol Commander.
Special Local Regulation; Back River, Baltimore County, MD
The Coast Guard is proposing to establish special local regulations to provide for the safety of life on certain waters of the Back River, in Baltimore County, MD. These regulations would be enforced during a high-speed power boat event and air show which will be held annually, on the 2nd, 3rd or 4th weekend (Friday, Saturday, and Sunday) in July. This proposed rulemaking would prohibit persons and vessels from being in the regulated area unless authorized by the Captain of the Port, Maryland-National Capital Region, or the Coast Guard Event Patrol Commander. Annual Fireworks Displays and Other Events in the Eighth Coast Guard District Requiring Safety Zones; Riverfest Fireworks Display
The Coast Guard will enforce a safety zone for the Riverfest Fireworks display on the Neches River in Port Neches, TX from 8:30 through 10 p.m. on May 4, 2024, to provide for the safety of life on navigable waterways during this event. Our regulation for fireworks displays and other events within the Eighth Coast Guard District identifies the regulated area for this event in Port Neches, TX. During the enforcement period, the operator of any vessel in the regulated area must comply with directions from the Captain of the Port or designated representative.
Special Local Regulations; Annual Marine Events Within the Eighth Coast Guard District; Riverfest Power Boat Races
The Coast Guard will enforce special local regulations for the RiverFest Power Boat Races on the Neches River in Port Neches, TX, from May 3, 2024 through May 5, 2024, to provide for the safety of life on navigable waterways during this event. Our regulation for annual marine events within the Eighth Coast Guard District identifies the regulated area for this event in Port Neches, TX. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander.
Security Zone; Port Valdez and Valdez Narrows, Valdez, AK
The current Trans-Alaska Pipeline Valdez Terminal complex (Terminal) security zone encompasses a waterside portion and 2000 yards inland, which includes the shoreside portion of the terminal and adjacent land. The Coast Guard is amending the TAPS Terminal security zone to exclude the land portion from the security zone. The Coast Guard has never exercised any legal authority, nor has it enforced regulations within the inland portion of the security zone.
Operational Adjustments Resulting From Workforce Shortages
We are requesting your comments on planned actions that will allow the Coast Guard to prioritize lifesaving missions and protection of the Marine Transportation System in light of current personnel shortages. Like other military services, the Coast Guard is facing an unprecedented workforce shortage that is impacting Service readiness. The current and forecasted extent of the shortage is prompting significant actions to best protect the American public and maintain Service readiness. If actions are not taken to adjust operations, we can anticipate longer-term impacts to mission effectiveness and increased risk to our service members, as well as to commercial mariners and private boaters. In addition to leveraging technology and enhancing recruitment and retention efforts, operational adjustments must be executed within the existing response system while maintaining standards and an adherence to core mission execution. These adjustments fall into two categories: First, in regions where multiple units could respond if they were resourced appropriately, boats and people will be consolidated at one or more units to ensure a robust response. Secondly, in areas where the Coast Guard operates limited, or seasonal units that do not have sufficient personnel to respond, operations will be temporarily paused as resources are moved to higher priority areas. These adjustments will remain in effect until the Coast Guard has sufficient personnel to reconstitute these units.

The Coast Guard is establishing a temporary safety zone for certain waters of the San Diego Bay. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards during the XPONENTIAL 2024 demonstration. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector San Diego.
Anchorage Regulations; Los Angeles and Long Beach Harbors, California
The Coast Guard is proposing to amend the regulations for Los Angeles and Long Beach Harbors. This action would amend Anchorages F and G, and update anchorage usage and communication requirements. The purpose of this proposed rule is to improve navigation safety by modifying Anchorage F and G to accommodate an increased volume of vessel traffic and larger vessels calling on the Ports of Los Angeles and Long Beach and alleviate vessels anchoring near a subsea pipeline. Special Local Regulation; Sail Grand Prix, Upper Bay, New York City, NY
The Coast Guard is proposing to establish a temporary special local regulation in the Upper Bay of New York Harbor in support of Sail Grand Prix 2024 from June 21, 2024, through June 23, 2024. This special local regulation is necessary to provide for the safety of life from the dangers associated with high-speed sailing during the event. This proposed rulemaking would temporarily prohibit persons and vessels from entering, transiting through, blocking, or loitering within the event area, unless authorized by the Captain of the Port New York or a designated representative. Safety Zone; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters of the Corpus Christi Ship Channel. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by the removal of pipeline from the floor of the Corpus Christi Ship Channel near mile markers 55 and 56. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Corpus Christi or a designated representative.
Special Local Regulations; Marine Events Within the Fifth Coast Guard District
The Coast Guard will enforce special local regulations for a recurring marine event in the Fifth Coast Guard District to provide for the safety of life on navigable waterways from June 7 to 9, 2024. Our regulation for marine events within the Fifth Coast Guard District identifies the regulated area for this event (the Ocean City Offshore Grand Prix) in Ocean City, MD. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
Safety Zone; Gordie Howe Bridge Construction, Detroit River; Detroit, MI
The Coast Guard is establishing a temporary safety zone for navigable waters on the Detroit River, Detroit, MI. The safety zone is necessary and intended to protect personnel, vessels, and the marine environment from potential falling hazards created by the construction of the Gordie Howe Bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Detroit, or his designated representative.
Special Local Regulations; Marine Events in the Coast Guard Sector Detroit Captain of the Port Zone-April to September 2024
The Coast Guard will enforce various special local regulations for annual regattas and marine parades on dates between April 27, 2024, and September 1, 2024, in the Captain of the Port Detroit zone. Enforcement of these regulations is necessary and intended to ensure safety of life on the navigable waters immediately prior to, during, and after these regattas or marine parades. During the aforementioned period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and after regattas or marine parades.
Cooperative Research and Development Agreement: pLEO Satellite Systems for at Sea Global Coverage Including High Latitudes
The Coast Guard is announcing its intent to enter into a Cooperative Research and Development Agreement (CRADA) with Hughes Network Systems to build a Proof of Concept (POC) to understand the capabilities, benefits, risks, technical limitations, and performance associated with operating a proliferated low earth orbiting (pLEO) satellite system on Coast Guard ships at sea. The pLEO satellite system provides global broadband coverage, to include the extreme northern and southern latitudes, which have traditionally been limited to geostationary satellites. While the Coast Guard is currently considering partnering with Hughes Network Systems, we are soliciting public comment on the possible nature of and participation of other parties in the proposed CRADA. In addition, the Coast Guard also invites other potential non-Federal participants, who have the interest and capability to bring similar contributions to this type of research, to consider submitting proposals for consideration in similar CRADAs.
Safety Zone; Seneca Lake, Romulus, NY
The Coast Guard is proposing to establish a temporary safety zone for certain waters of Seneca Lake near Sampson State Park, Romulus, NY. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a fireworks display. This proposed rulemaking would prohibit persons and vessels from being in the safety zone from 9:30 p.m. through 10:30 p.m., July 3, 2024 unless authorized by the Captain of the Port Eastern Great Lakes or a designated representative. Safety Zone; Presque Isle Bay, Erie, PA
The Coast Guard is establishing a temporary safety zone for navigable waters within a 583-foot radius of the northern tip of Dobbins Landing in Erie, PA. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by the fireworks display. During the enforcement period, no person or vessel may enter the respective safety zone without the permission of the Captain of the Port Eastern Great Lakes or a designated representative.
Port Access Route Study: Approaches to the Port of Cape Canaveral and Vessel Transit Offshore Jacksonville, Daytona, and Canaveral, Florida
The Coast Guard is conducting a Port Access Route Study (PARS) to evaluate safe routes for vessel traffic transiting to and from the Port of Cape Canaveral and within the offshore waters of Jacksonville, Daytona, and Canaveral, Florida. The Cape Canaveral PARS is necessary to maintain and improve navigational safety by determining if shipping safety fairways and/or routing measures should be established, adjusted, or modified due to a variety of factors including continued growth in the aerospace industry and operations. The recommendations of the study may subsequently be implemented through rulemakings or in accordance with international agreements.
Special Local Regulations; Conch Republic Navy Parade and Battle, Key West, FL
The Coast Guard will enforce the special local regulations for the Conch Republic Navy Parade and Battle, in Key West, Florida. The Coast Guard proposes to amend the regulations establishing safety zones for annual fireworks displays in the Captain of the Port Zone Columbia River. This action would include updating 12 existing safety zones, adding 2 safety zones for fireworks displays that were previously published under temporary regulations, and reordering the table alphabetically. Area Maritime Security Advisory Committee Sector Honolulu
The Coast Guard requests individuals interested in serving on the Hawaii and American Samoa Area Maritime Security Committee (AMSC) submit their applications for membership to the Captain of the Port Sector Honolulu (COTP). The Committee assists the COTP as the Federal Maritime Security Coordinator (FMSC), Honolulu, in developing, reviewing, and updating the Area Maritime Security Plan (AMSP) for their area of responsibility.

Regulated Navigation Area; Port of Miami, Miami, FL
The Coast Guard is seeking information and comments on a potential regulated navigation area for certain waters surrounding the Port of Miami. The current proposal in consideration would establish a slow speed zone throughout Fisherman's Channel and the Main Ship Channel for vessels less than 150 meters in length. Fixed and Moving Safety Zone; Vicinity of the M/V HAPPY DIAMOND, Houston Ship Channel and Seabrook, TX
The Coast Guard is establishing two temporary safety zones, a moving safety zone and a fixed safety zone, around the M/V HAPPY DIAMOND in the navigable waters of the Houston Ship Channel and its vicinity. The temporary safety zones are necessary to protect persons, property, and the marine environment from potential hazards associated with the transfer of large gantry cranes. Persons and vessels are prohibited from entering, transiting through, anchoring in, or remaining within the safety zones unless specifically authorized by the Captain of the Port Houston-Galveston or a designated representative.
Establish Anchorage Ground; Crims Island Anchorage, Columbia River, Oregon and Washington
The Coast Guard is reopening the comment period for the notice of proposed rulemaking (NPRM) entitled "Establish Anchorage Ground; Crims Island Anchorage, Columbia River, Oregon and Washington," published on December 28, 2023. Reopening the comment period will allow additional time for the public to review and submit comments on the proposed rule.
Drawbridge Operation Regulation; Umpqua River, Reedsport, OR
The Coast Guard proposes to change the name and operating schedule that governs the Central Oregon and Pacific railroad bridge across the Umpqua River, mile 11.5, at Reedsport, OR. Coos Bay Rail Line, the bridge owner, requested to change the name of the bridge to a locally recognized name and to change the current operating schedule due to reduced marine traffic using the waterway. The modified rule would change the name of the bridge, allow the bridge to be maintained in the closed to navigation position and remove the requirement for fog signals at the bridge. We invite your comments on this proposed rulemaking.
Special Local Regulations; Desert Storm Poker Run Shootout, Lake Havasu, AZ
The Coast Guard will enforce the Desert Storm Poker Run Shootout special local regulations on the waters of Lake Havasu, Arizona on April 26, 2024, through April 28, 2024. These special local regulations are necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Special Local Regulations; Blue Water Resort and Casino Spring Classic; Parker, Arizona
The Coast Guard will enforce the Blue Water Resort and Casino Spring Classic special local regulations on the waters of Parker, AZ from April 13, 2024, to April 14, 2024. These special local regulations are necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Cybersecurity in the Marine Transportation System
On February 22, 2024, the Coast Guard published a proposed rule in the Federal Register proposing to update maritime security regulations by adding regulations specifically focused on establishing minimum cybersecurity requirements for U.S.-flagged vessels, facilities on the Outer Continental Shelf, and U.S. facilities subject to regulations under the Maritime Transportation Security Act of 2002. The Coast Guard is extending the comment period for the proposed rulemaking for an additional 30 days through May 22, 2024, in response to requests for additional time. We invite comments on our proposed rulemaking.

Safety Zone; Cape Fear River, Wilmington, NC
The Coast Guard is establishing a temporary safety zone for navigable waters of the Cape Fear River. This action is necessary for the safety of life on these navigable waters, in Wilmington, NC, during a fireworks display to be executed by Zambelli Fireworks. This rulemaking will prohibit persons and vessel from being in the safety zone (which is near downtown Wilmington, adjacent to the USS North Carolina) unless authorized by the Captain of the Port, Sector North Carolina, or a designated representative.
Drawbridge Operation Regulation; Black River, Lorain, OH
The Coast Guard is altering the operating schedule that governs the Charles Berry Bridge, mile 0.6, and the Norfolk Southern Railroad Bridge, mile 1.2, both over the Black River. The regulation has remained primarily unchanged since 1986 and needs to be updated to ensure the needs of all modes of transportation are being met.
Drawbridge Operation Regulation; Maumee River, Toledo, OH
The Coast Guard is modifying the operating schedule that governs the CSX Railroad Bridge, mile 1.07, the Wheeling and Lake Erie Railroad Bridge, mile 1.80, the Craig Memorial Bridge, mile 3.30, the Martin Luther King Jr. Memorial Bridge, mile 4.30, and the Norfolk Southern Railroad Bridge, mile 5.76, all over the Maumee River at Toledo, Ohio. The original regulation was published in 1986 and was amended over the years. The new operating schedule simplifies and clarifies operations and will reduce confusion for recreational vessels and drawtenders.
Drawbridge Operation Regulation; Milwaukee, Menomonee, and Kinnikinnic Rivers, and South Menomonee and Burnham Canals
The Coast Guard proposes to temporarily modify the operating schedule that governs the Cherry Street Bridge, mile 2.29, over the Milwaukee River. The City of Milwaukee has requested this temporary deviation to allow contractors to complete an extensive rehabilitation of the bridge. We invite your comments on this proposed rulemaking.
Safety Zone; Chesapeake Bay, Approaches to Baltimore Harbor, MD
The Coast Guard is establishing a temporary safety zone for navigable waters within a 2000-yard radius of the center span of the Francis Scott Key Bridge, in Baltimore, MD. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with salvage work on the bridge, which partially collapsed when it was hit by the M/V DALI, and on the M/V DALI itself. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Maryland-National Capital Region.
Safety Zone; Heavy Weather and Natural or Other Disasters in San Juan Captain of the Port Zone, Sector San Juan
The Coast Guard is establishing a safety zone to be enforced in the event of hurricanes, tropical storms, and other disasters in the San Juan Captain of the Port (COTP) Zone. This action is necessary to ensure the safety of the waters of the San Juan COTP zone. This regulation establishes actions to be completed by parties operating on and around the navigable waterways of the San Juan COTP zone. This may include the owners and operators, and those in management and control positions of regulated facilities, waterfront facilities, and vessels, prior to landfall of hurricanes, tropical storms, and other disasters threatening the San Juan COTP Zone.
National Boating Safety Advisory Committee; Vacancy; Correction
The Coast Guard published a notice on April 1, 2024, regarding a vacancy on the National Boating Safety Advisory Committee (Committee). This Committee advises the Secretary of Homeland Security, via the Commandant of the U.S. Coast Guard, on matters relating to national recreational boating safety. The April 1 notice contained typographical errors that listed multiple vacancies rather than one vacancy. This document corrects those errors.

The Coast Guard is establishing a temporary security zone for navigable waters of the Cooper River, in the vicinity of the Arthur Ravenel Jr. Bridge, in Mount Pleasant, SC. This security zone is necessary to provide for the security and protection of life of participants and spectators during the Cooper River Bridge Run event. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Charleston or a designated representative.

Safety Zone; Kokosing ROV Survey Operation, Straits of Mackinac, MI
The Coast Guard is establishing a temporary safety zone for navigable waters within a 500-yard radius of Tug Nancy Anne, Tug Champion, Tug General, Tug WM Boyd, Tug Shirley Ann and crew boat Timmy V. The safety zone is needed to protect the remotely operated vehicle survey operations from other vessels. Entry of vessels into this zone is prohibited unless specifically authorized by the Captain of the Port Northern Great Lakes.
