Security Zones; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard is establishing two 500-yard radius temporary moving security zones around Liquefied Natural Gas Carriers M/V GASLOG WARSAW and M/V CELSIUS CANBERRA within the Corpus Christi Ship Channel and La Quinta Channel. The security zones are needed to protect personnel, vessels, and facilities from sabotage or other subversive acts, accidents, or other events of a similar nature. Entry of vessels or persons into these zones is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.
Safety Zone; Key West Paddle Classic, Key West, FL
The Coast Guard is establishing a temporary safety zone on certain navigable waters surrounding Key West, Florida, during the Key West Paddle Classic event. The safety zone is necessary to ensure the safety of event participants and spectators. Persons and non- participant vessels are prohibited from entering, transiting through, anchoring in, or remaining within the safety zone unless authorized by the Captain of the Port (COTP) Key West or a designated representative.
Safety Zone; Rio Vista Bass Derby Fireworks, Sacramento River, Rio Vista, CA
The Coast Guard will enforce the safety zone for the Rio Vista Bass Derby Fireworks Display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM) or other federal, state, or local law enforcement agencies on scene to assist the Coast Guard in enforcing the regulated area.

The Coast Guard is establishing a safety zone near Ship Rock, Catalina Island, in support of the Ocean Cup Pacific Rum Run. This action is necessary to protect the area near Ship Rock, Catalina Island, public vessels, and the high speed vessels participating in the event. National Maritime Security Advisory Committee
The National Maritime Security Advisory Committee (Committee) will meet via teleconference, to review and discuss on matters relating to national maritime security, including on enhancing the sharing of information related to cybersecurity risks that may cause a transportation security incident, between relevant Federal agencies and (a) State, local, and tribal governments, (b) relevant public safety and emergency response agencies, (c) relevant law enforcement and security organizations, (d) maritime industry, (e) port owners and operators, and (f) terminal owners and operators. The Coast Guard is establishing a temporary safety zone for the navigable water within a 500-yard radius of several tugs and barges in the Straits of Mackinac. The safety zone is needed to protect personnel, vessels, and the marine environment from the potential hazards created by the work, inspection, surveying and the removal and replacement of cables for the Straits of Mackinac. Entry of vessels or persons into the zone is prohibited unless specifically authorized by the Captain of the Port Sault Sainte Marie or their designated representative.
Drawbridge Operation Regulation; Milwaukee, Menomonee, and Kinnickinnic Rivers and Burnham Canals, Milwaukee, WI
The Coast Guard is altering the operating schedules of the bridges over the Milwaukee, Menomonee, and Kinnickinnic Rivers and Burnham Canals. The City of Milwaukee requested the regulations to be reviewed and updated to allow for a more balanced flow of maritime and land based transportation.
Drawbridge Operation Regulation; Rainy River, Rainy Lake and Their Tributaries, Rainier, MN
The Coast Guard is altering the regulation for the Canadian National Railroad Bridge, mile 85.0, across the Rainy River to allow it to operate remotely. The request was made by the bridge owner. The bridge will continue to open on signal.
Port Access Route Study: Seacoast of New Jersey Including Offshore Approaches to the Delaware Bay, Delaware
On May 5, 2020, the Coast Guard published a notice of study and request for comments (85 FR 26695), announcing a Port Access Route Study (PARS) for the Seacoast of New Jersey Including Offshore Approaches to the Delaware Bay, Delaware. This notice announces the availability of a draft report for public review and comment. We seek your comments on the content, proposed routing measures, and development of the report. The recommendations of the study may lead to future rulemakings or appropriate international agreements.
Regulated Area; San Francisco Bay Navy Fleet Week Parade of Ships and Blue Angels Demonstration, San Francisco, CA
The Coast Guard will enforce the limited access area in the navigable waters of the San Francisco Bay for the San Francisco Bay Navy Fleet Week Parade of Ships and Blue Angels Demonstration from October 8 through October 10, 2021. This action is necessary to ensure the safety of event participants and spectators. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the regulated area, unless authorized by the Patrol Commander (PATCOM).
Waterways Commerce Cutter Acquisition Program; Preparation of a Programmatic Environmental Impact Statement
The United States Coast Guard (Coast Guard), as the lead agency, announces the availability of the Draft Programmatic Environmental Impact Statement (PEIS) for the Waterways Commerce Cutter (WCC) Program's acquisition and operation of a planned 30 WCCs. This PEIS is being prepared in compliance with the National Environmental Policy Act (NEPA; and the regulations implemented by the Council on Environmental Quality (CEQ). The Coast Guard has determined that a PEIS is the most appropriate type of NEPA document for this action because of the scope and complexity of the proposed acquisition and operation of a planned 30 WCCs. This notice of availability (NOA) announces the start of the public review and comment period on this PEIS. After the Coast Guard addresses comments provided, Coast Guard will publish a final PEIS.
Safety Zone; Potomac River, Between Charles County, MD and King George County, VA
The Coast Guard is establishing a temporary safety zone for certain waters of the Potomac River. This action is necessary to provide for the safety of persons, and the marine environment from the potential safety hazards associated with construction operations at the new Governor Harry W. Nice/Senator Thomas ``Mac'' Middleton Memorial (US-301) Bridge, which will occur from 7 a.m. on September 20, 2021, through 8 p.m. on December 31, 2021. This rule will prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port, Sector Maryland-National Capital Region or a designated representative. Due to the lengthy duration of the safety zone, the Coast Guard is accepting and reviewing public comments until October 15, 2021. While the rule is being enforced, beginning September 20, 2021, the Coast Guard reserves the right to modify the safety zone if an issue is raised by the public comments that requires a modification.
Uniform Certificate of Title Act for Vessels
The Coast Guard proposes changes to its regulations for certifying a State's titling system for undocumented vessels to increase States' participation in the Vessel Identification System (VIS). The proposed changes would allow States that have adopted the recommendations of the model Uniform Certificate of Title Act for Vessels to certify their titling provisions with the Coast Guard. Once certified and participating in the VIS, a State is able to confer preferred mortgage status on financial instruments that apply to undocumented vessels, which benefits the owners of those vessels. While many of the proposed changes to the certification guidelines relate to the technical requirements of recording and maintaining titling documentation, the most significant change would be to implement a system of ``branding'' (permanently marking) titles for vessels that have sustained structural damage. This would help prevent a process known as ``title washing,'' where severe vessel damage is concealed by transferring the title to a different State.

This action is intended to protect personnel, vessels, and the marine environment from potential hazards created by the fireworks display. During the enforcement period listed below, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Lake Michigan or a designated representative.
Offshore Patrol Cutter Acquisition Program; Draft Programmatic Environmental Impact Statement/Overseas Environmental Impact Statement
The United States (U.S.) Coast Guard (Coast Guard), as the lead agency, announces the availability of the Draft Programmatic Environmental Impact Statement (PEIS)/Overseas Environmental Impact Statement (POEIS) for the Offshore Patrol Cutter (OPC) Program's Stage 2 acquisition of up to 21 OPCs and for the operation of up to 25 total OPCs. The complete OPC Program of Record comprises 25 OPCs. OPC Stage 1 is already under contract to provide the first 4 OPCs. OPC Stage 2 is the focus of this PEIS/POEIS and will provide the remaining 21 OPCs. This PEIS/POEIS is being prepared in compliance with the National Environmental Policy Act and the regulations implemented by the Council on Environmental Quality (CEQ) and the Executive order titled ``Environmental Effects Abroad of Major Federal Actions.'' The Coast Guard has determined that a PEIS/POEIS is the most appropriate type of NEPA document for this action because of the scope and complexity of the proposed acquisition and operation of up to 25 OPCs. This Notice of Availability (NOA) announces the start of the public review and comment period on this PEIS/POEIS. Regulated Navigation Area; Offshore, Cape Canaveral, Florida
The Coast Guard is proposing to replace the existing safety zone in Captain of the Port Zone Jacksonville, Offshore Cape Canaveral, Florida with a regulated navigation area (RNA). The existing safety zone is composed of four large regulated areas and was established in 2009 with the intent of protecting vessels from risks posed from rockets launching from facilities on Cape Canaveral. Changes in the type and size of launch vehicles, rocket component recovery methods, and the increased frequency of launches pose variable risks to marine traffic and require a more flexible regulatory tool. The proposed RNA would encompass all waters within typical rocket flight trajectories originating from launch complexes on and around Cape Canaveral, FL and out to 12 nautical miles. We invite your comments on this proposed rulemaking.
Special Local Regulation; Marine Events Within the Eleventh Coast Guard District-Swim for Special Operations Forces
The Coast Guard will enforce the special local regulation on the waters of San Diego Bay, San Diego, California during the Honor Foundation Swim for Special Operations Forces (SOF) on September 18, 2021. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels of the swim event, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering into, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Special Local Regulation; Marine Events Within the Eleventh Coast Guard District-San Diego Bayfair
The Coast Guard will enforce the San Diego Bayfair special local regulation on the waters of Mission Bay, California from September 17, 2021, through September 19, 2021. This special local regulation is necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.
Special Local Regulations; Choptank River, Cambridge, MD
The Coast Guard is withdrawing its proposed rule to establish temporary special local regulations for certain waters of the Choptank River. The rulemaking was initiated to establish a special local regulation during the ``Cambridge Classic Power Boat Regatta,'' a marine event to be held on certain waters of the Choptank River at Cambridge, MD. The proposed rule is being withdrawn because it is no longer necessary, as the event sponsor has cancelled the power boat racing event.
Safety Zones; Hampton Roads Bridge-Tunnel Expansion Project, Hampton/Norfolk, VA
The Coast Guard is establishing safety zones for certain waters of the Hampton Flats, Willoughby Bay, a defined area between Phoebus Channel and the North Trestle Bridge, and 3 zones around the North Trestle Bridge including the North Island, the South Trestle Bridge including the South Island, and the north and south side of the Willoughby Bay Bridge. This action is necessary to provide for the safety of life on these navigable waters in support of the Hampton Roads Bridge-Tunnel Expansion Project that will take place from 2021 through 2025. This rule prohibits persons and vessels from being in the safety zones unless authorized by the Captain of the Port Sector Virginia or a designated representative or under conditions specified in this rule.

The Coast Guard is establishing a temporary safety zone in the navigable waters of the Suisun Bay, off Concord, CA, in support of explosive off and on-loading to Military Ocean Terminal Concord (MOTCO). This safety zone is necessary to protect personnel, vessels, and the marine environment from potential explosion within the explosive arc. The safety zone is needed to protect personnel, vessels, and the marine environment on these navigable waters near Cherry Hill, in Prince William County, VA, on September 18, 2021, (with alternate date of September 19, 2021) from potential hazards during a fireworks display to commemorate the the permanent closing of the Tim's Rivershore Restaurant and Crabhouse of Dumfries, VA, after operating for many years. Great Lakes Pilotage Rates-2022 Annual Review and Revisions to Methodology
In accordance with the statutory provisions enacted by the Great Lakes Pilotage Act of 1960, the Coast Guard is proposing new base pilotage rates for the 2022 shipping season. This proposed rule would adjust the pilotage rates to account for changes in district operating expenses, an increase in the number of pilots, and anticipated inflation. In addition, this proposed rule would make a policy change to always round up in the staffing model. The Coast Guard is also proposing methodology changes to factor in an apprentice pilot's compensation benchmark for the estimated number of apprentice pilots with a limited registration. The Coast Guard estimates that this proposed rule would result in a 12-percent increase in pilotage operating costs compared to the 2021 season.
Special Local Regulations; Recurring Marine Events, Sector St. Petersburg
The Coast Guard will enforce special local regulations for the Clearwater Offshore Nationals on September 26, 2021, to provide for the safety of life on navigable waterways during this event. Our regulation for recurring marine events within Sector St. Petersburg identifies the regulated area for this event in Clearwater, FL. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any designated representative.
Port Access Route Study: Northern New York Bight
The U.S. Coast Guard is reopening the comment period to further its outreach efforts and solicit additional comments concerning its Northern New York Bight Port Access Route Study (NNYBPARS) draft version of the study report.

The Coast Guard announces the availability of Change 3 to Navigation and Vessel Inspection Circular (NVIC) 24-14: Guidelines on Qualification for STCW Endorsements as Electro-Technical Rating (ETR) on Vessels Powered by Main Propulsion Machinery of 750 kW/1,000 HP or More. This NVIC provides guidance to mariners concerning STCW endorsements for ETR, including training and qualifications. This change notice revises NVIC 24-14 to indicate that the Coast Guard will allow mariners to qualify for an STCW endorsement as ETR without completing approved training for high voltage systems or computer systems and maintenance.
Safety Zones; Fireworks Displays, Air Shows and Swim Events in Captain of the Port Long Island Sound Zone
The Coast Guard will add one safety zone for the Dolan Family Labor Day Fireworks event on Oyster Bay, NY, and remove six other annual recurring marine events in Coast Guard Sector Long Island Sound's Captain of the Port Zone. This rule is intended to expedite public information and to ensure the protection of the maritime public and event participants from the hazards associated with certain marine events. When enforced, the safety zones would restrict vessels from transiting the regulated area during annually recurring events.
Safety Zones; Fireworks Displays, Air Shows and Swim Events in the Captain of the Port Long Island Sound Zone
The Coast Guard will enforce safety zones for marine events in the Long Island Sound Captain of the Port Zone on the dates and times provided in the tables below. This action is necessary to provide for the safety of life and property along the navigable waterways. During the enforcement periods, all vessels that transit in the locations listed must adhere to the regulations unless specified by the Captain of the Port (COTP) or designated representative.

The Coast Guard is establishing temporary safety zones on the waters of the Delaware River in portions of Marcus Hook Range and Anchorage 7 off Marcus Hook Range. The safety zones will temporarily restrict vessel traffic from transiting or anchoring in portions of the Delaware River while maintenance dredging is being conducted within the Delaware River. The safety zones are needed to protect personnel, vessels and the marine environment from hazards created by dredging operations. The Coast Guard is establishing a temporary special local regulation of certain navigable waters of Huntington Bay, Long Island, NY, for the Lighthouse Musicfest marine event. This action is necessary to provide the safety of life on these navigable waters during the event scheduled for Saturday, September 4, 2021. The Coast Guard announces the availability of change 2 to Navigation and Vessel Inspection Circular (NVIC) 02-18, Guidelines on Qualification for STCW Endorsements as Officer in Charge of a Navigational Watch of Vessels of Less Than 500 GT. This NVIC provides guidance to mariners concerning regulations governing endorsements to Merchant Mariner Credentials for service on vessels of less than 500 Gross Tons (GT) (i.e., not limited to near-coastal waters). This change notice revises NVIC 02-18 to indicate that the Coast Guard will not enforce the 3 month maximum allowable substitution for credible sea service in a rating capacity.

The Coast Guard is establishing a temporary safety zone for all navigable waters of the Kanawha River from mile marker 58.1 to mile marker 59.1. This temporary safety zone is necessary to protect persons, vessels, and the marine environment from potential hazards associated with the Live on the Levee fireworks display. Entry into this safety zone is prohibited unless specifically authorized by the Captain of the Port Sector Ohio Valley or a designated representative.

This action is necessary to relieve vehicular traffic congestion and enhance safety along SR 22 in Madisonville, LA.
Towing Vessel Firefighting Training
The Coast Guard is proposing to revise the training requirements for national Merchant Mariner Credential endorsements as master of towing vessels (limited) or mate (pilot) of towing vessels on inland waters or Western Rivers routes. The proposal would provide mariners seeking these endorsements the option to take a modified basic firefighting course that eliminates training on equipment that is not required to be carried on towing vessels operating on inland waters or Western Rivers. Applicants who take the modified basic firefighting course would reduce their costs due to the courses being shorter and less expensive than the longer basic firefighting courses.
