Safety Zone; Delaware River, Philadelphia, PA
The Coast Guard will enforce a safety zone regulation for an annual fireworks event on the Delaware River, Philadelphia, PA from 9:30 p.m. to 11:30 p.m. on June 30, 2017 and July 1, 2017. Enforcement of this safety zone is necessary and intended to ensure safety of life on navigable waters immediately prior to, during, and immediately after these fireworks events. During the enforcement periods, no vessel may transit this regulated area without approval from the Captain of the Port or a designated representative.
Drawbridge Operation Regulation; Delaware River, Pennsauken Township, NJ
The Coast Guard proposes to modify the operating regulation that governs the DELAIR Memorial Railroad Bridge across the Delaware River, mile 104.6, at Pennsauken Township, NJ. This proposed regulation will allow the bridge to be remotely operated from the Conrail South Jersey dispatch center in Mount Laurel, NJ, instead of being operated by an on-site bridge tender. This regulation will not change the operating schedule of the bridge.
Safety Zone; Navy Underwater Detonation (UNDET) Exercise, Apra Outer Harbor, GU
The Coast Guard is establishing a temporary safety zone for navigable waters within Apra Outer Harbor, Guam. The safety zone will encompass a U.S. Navy underwater detonation (UNDET) exercise. The Coast Guard believes this safety zone regulation is necessary to protect the public and exercise participants within the affected area from possible safety hazards associated with the exercise. This safety zone will impact a small designated area of navigable waters in Apra Harbor for 8 hours or less. With the exception of exercise participants, entry of vessels or persons into the zone is prohibited unless specifically authorized by the Captain of the Port Guam.

The Coast Guard will enforce several recurring safety zones on navigable waterways within Sector Ohio Valley. This regulatory action is necessary to provide for the safety of life and protection of vessels from the hazards associated with fireworks displays, festivals, and events. Drawbridge Operation Regulation; Lewis Creek Channel, Chincoteague, VA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the SR 175 Bridge that carries the SR 175 across the Lewis Creek Channel, mile 0.0, at Chincoteague, VA. The deviation is necessary to facilitate the Annual Pony Run. This deviation allows the bridge to remain in the closed-to-navigation position.
Drawbridge Operation Regulation; Swinomish Channel, Whitmarsh, WA
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Northern Santa Fe Railroad Company (BNSF) Railroad Swing Span Drawbridge 12A across Swinomish Channel, mile 8.4, near Whitmarsh, WA. This deviation is necessary to accommodate replacement of the bridge protective fendering system. The deviation allows the bridge to remain in the closed-to-navigation position at various times based on low tide predictions; and also allows the swing span to not completely open at various times detained herein.
Safety Zones; Annual Firework Displays Within the Captain of the Port, Puget Sound
The Coast Guard will enforce five safety zones for annual firework displays in the Captain of the Port, Puget Sound Zone during the dates and times noted under SUPPLEMENTARY INFORMATION. This action is necessary to prevent injury and to protect life and property of the maritime public from the hazards associated with the firework displays. During the enforcement periods, entry into, transit through, mooring, or anchoring within these safety zones is prohibited unless authorized by the Captain of the Port, Puget Sound or their Designated Representative.
Safety Zone; Commencement Bay, Tacoma, WA
The Coast Guard will enforce the safety zone regulations for the Tacoma Freedom Fair Air Show on Commencement Bay from 1:30 p.m. July 4, 2017, until 12:30 a.m. on July 5, 2017. This action is necessary to ensure the safety of the public from inherent dangers associated with these annual aerial displays. During the enforcement period, no person or vessel may enter or transit this safety zone unless authorized by the Captain of the Port or her designated representative.
Safety Zone: Vengeance Sunken Barge, San Francisco, CA
The Coast Guard is establishing a temporary safety zone in support of the environmental and salvage response operation to the sunken barge Vengeance in the San Francisco Bay, east of Yerba Buena Island and north of the Oakland Outer Harbor Entrance Channel near Oakland, CA. All vessel traffic is prohibited from transiting the area to allow safe response operations to be conducted. All vessels are prohibited from entering into, transiting through, or remaining in the safety zone without permission of the Captain of the Port or their designated representative.

Special Local Regulation; Washburn Board Across the Bay, Lake Superior; Chequamegon Bay, WI
The Coast Guard will establish a permanent special local regulation on Lake Superior within Chequamegon Bay for the annual Washburn Board Across the Bay racing event. This annual event historically occurs within the last 2 weeks of July and lasts for 1 day. This action is necessary to safeguard the participants and spectators on the water in a portion of Chequamegon Bay between Washburn, WI and Ashland, WI. This regulation would functionally restrict all vessel speeds while within a designated no-wake zone, unless otherwise specifically authorized by the Captain of the Port (COTP) Duluth or a designated representative. The area forming the subject of this permanent special local regulation is described below.
Safety Zone; United Illuminating Company, Housatonic River Crossing Project; Milford and Stratford, CT
The Coast Guard is amending a temporary safety zone on the Housatonic River near Milford and Stratford, CT. Amending the safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by the United Illuminating Company Housatonic River Crossing Project. This regulation prohibits entry of vessels or people into the safety zone unless authorized by the Captain of the Port Sector Long Island Sound. The safety zone will only be enforced during cable pulling operations or other instances which may create a hazard to navigation.

These safety zones are established to ensure the safety of participants and spectators from the dangers associated with pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zones without permission of the Captain of the Port or their designated representative.
Application for Recertification of Cook Inlet Regional Citizens' Advisory Council
The Coast Guard announces the availability of, and seeks comments on, the application for recertification of the Cook Inlet Regional Citizen's Advisory Council (CIRCAC) for September 1, 2017, through August 31, 2018. Under the Oil Pollution Act of 1990 (OPA 90), the Coast Guard may certify the CIRCAC on an annual basis. This advisory group monitors the activities of terminal facilities and crude oil tankers under the Cook Inlet program established by the statute. The Coast Guard may certify an alternative voluntary advisory group in lieu of the CIRCAC. The current certification for the CIRCAC will expire August 31, 2017.
Safety Zone; Southern California Annual Firework Events for the San Diego Captain of the Port Zone.
The Coast Guard will enforce a safety zone for the San Diego, CA POPS Fireworks Display on the waters of San Diego Bay, CA on specific evenings from June 30, 2017 to September 3, 2017. This safety zone is necessary to provide for the safety of the participants, spectators, official vessels of the events, and general users of the waterway. Our regulation for the Southern California Annual Firework Events for the San Diego Captain of the Port Zone identifies the regulated area for the events. During the enforcement period, no spectators shall anchor, block, loiter in, or impede the transit of official patrol vessels in the regulated area without the approval of the Captain of the Port, or designated representative.
Safety Zones; Ashland 4th of July Fireworks Display, Chequamegon Bay, Ashland, WI
The Coast Guard will enforce the safety zone for the Ashland 4th of July Fireworks Display in Ashland, WI from 9:30 p.m. through 11:30 p.m. on July 4, 2017. This action is necessary to protect participants and spectators during the Ashland 4th of July Fireworks Display. During the enforcement period, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Duluth or her designated on-scene representative.
Safety Zone; Cleveland Construction Super Boat Grand Prix, Lake Erie, Fairport, OH
The Coast Guard is establishing a temporary safety zone on Lake Erie, Fairport, OH. This safety zone is intended to restrict vessels from a portion of Lake Erie during the Cleveland Construction Super Boat Grand Prix on July 22nd and 23rd, 2017. This temporary safety zone is necessary to protect personnel, vessels, and the marine environment from the potential hazards associated with a high speed boat race. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Buffalo.
Safety Zones; Annual Fireworks Events in the Captain of the Port Buffalo Zone
The Coast Guard will enforce a safety zone for the City of Cleveland 4th of July, on Lake Erie and the Cleveland Harbor from 9:30 p.m. through 11 p.m. on Tuesday, July 4th, 2017. This action is necessary to provide for the safety of life and property on navigable waters during this event. Our regulation for Annual Fireworks Events in the Captain of the Port Buffalo Zone identifies the safety zone for this event. During the enforcement period, no person or vessel may enter the respective safety zone without the permission of the Captain of the Port Buffalo.

The Coast Guard is establishing a temporary safety zone on the Lake Ontario, Oswego, NY. This safety zone is intended to restrict vessels from a portion of Lake Ontario during the Independence Day Celebration fireworks display. This temporary safety zone is necessary to protect mariners and vessels from the navigational hazards associated with a fireworks display.

The safety zone will cover all navigable waters between mile marker 444.0 and mile marker 444.5 in the Verdigris River This rulemaking will prohibit persons and vessels from entering the safety zone unless authorized by the Captain of the Port Memphis (COTP) or a designated representative.

The Coast Guard will enforce a safety zone for the ``Three Rivers Regatta Fireworks/EQT 4th of July Celebration'' on the Allegheny River, Monongahela River, and Ohio River. The safety zone is necessary to provide for the safety of life and to protect vessels from the hazards associated with the ``Three Rivers Regatta Fireworks/EQT 4th of July Celebration'' barge fireworks displays. The Coast Guard will enforce the subject safety zone for the Oakmont Yacht Club/Oakmont Yacht Club Fireworks on the Allegheny River on July 22, 2017, to provide for the safety of persons and vessels on navigable waters during the fireworks display. Our regulation for Recurring Safety Zones in Captain of the Port Ohio Valley Zone identifies the regulated area for this regatta. Drawbridge Operation Regulation; Cerritos Channel, Long Beach, CA
The Coast Guard is removing the operating schedule that governs the Commodore Schuyler F. Heim highway bridge, mile 4.9, across the Cerritos Channel, at Long Beach, California. The drawbridge has been removed from the waterway making the operating regulation no longer necessary.
Certificate of Alternative Compliance for the TUG INDEPENDENCE
The Coast Guard announces that a Certificate of Alternative Compliance (COAC) was issued for the TUG INDEPENDENCE. We are issuing this notice because its publication is required by statute.
Merchant Marine Personnel Advisory Committee
The Merchant Marine Personnel Advisory Committee working group will meet via teleconference to work on Task Statement 96, review and comment on course and program approval requirements and NVIC 03-14 guidelines for approval of training courses and programs, to complete the discussions from its March 22-23 and May 16, 2017 meetings. The teleconference will be open to the public.

The Merchant Marine Personnel Advisory Committee working group will meet via teleconference to work on Task Statement 98, review of the progress made by the military services towards meeting the goals on the use of Military Education, Training, and Assessment for STCW and National Mariner Endorsements as identified in the Howard Coble Coast Guard and Maritime Transportation Act of 2014 and subsequent legislation, and to complete the discussions from its March 22-23 and May 16, 2017 meetings. Safety Zone; Danvers River, Beverly, MA
The Coast Guard is establishing a temporary safety zone for the navigable waters within a 300-yard radius of the swing span portion of the Massachusetts Bay Transportation Authority (MBTA)/AMTRAK Bridge, at mile 0.05 on the Danvers River, between Salem and Beverly, Massachusetts. The safety zone is needed to protect personnel, vessels and the marine environment from potential hazards created during removal and replacement of the swing span portion of the MBTA Railroad Bridge. When enforced, this regulation prohibits entry of vessels or people into the safety zone unless authorized by the Captain of the Port (COTP) Boston or a designated representative.
Safety Zone, Delaware River; Pipe-Removal
The Coast Guard is proposing to establish temporary safety zones in portions of Billingsport Range, on the Delaware River, to facilitate the removal of existing pipelines along the river bed of the Federal Navigation Channel. The safety zones would be established for the waters of Billingsport Range, on the Delaware River, in the vicinity of working vessels and associated equipment. At times the working vessels and equipment may be in close proximity or impede the navigation channel. This regulation is necessary to provide for the safety of life on navigable waters of the Delaware River, in the vicinity of pipeline-removal operations, and is intended to protect mariners from the associated hazards.
Drawbridge Operation Regulation; Long Creek, Hempstead, NY
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Loop Parkway Bridge across Long Creek, mile 0.7, at Hempstead, New York. This action is necessary in order to facilitate an annual fireworks display. The deviation allows the bridge to remain in the closed position for approximately two and one half hours.
Special Local Regulation; Zimovia Strait, Wrangell, AK
The Coast Guard proposes to establish a temporary special local regulation to enable vessel movement restrictions for certain waters of the Zimovia Strait. This action is necessary to provide for the safety of life on these navigable waters near Wrangell Harbor during power boat races on July 4, 2017. This regulation would prohibit persons and vessels from transiting through, mooring, or anchoring within the specified race area unless authorized by the Captain of the Port Southeast Alaska or a designated representative.

The Coast Guard proposes to establish a safety zone on the waters of Beach Thorofare in Ocean City, NJ on July 22, 2017. The safety zone will restrict vessel traffic from operating on a portion of Beach Thorofare while a fireworks event is taking place. This safety zone is necessary to protect the public, spectators and vessels from the hazards associated with a fireworks display. The safety zone restricts vessels from transiting the zone during the effective period, unless authorized by the Captain of the Port Delaware Bay or a designated representative.
Drawbridge Operation Regulation; Thames River, New London, CT
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Amtrak Bridge across Thames River, mile 3.0, at New London, CT. This action is necessary to complete installation of an emergency generator. This deviation allows the bridge to require a two hour advance notice for openings during nighttime hours.

Safety Zone, Delaware River; Dredging
The Coast Guard is establishing temporary safety zones in portions of Marcus Hook Range, Deepwater Point Range, and New Castle Range, on the Delaware River, to facilitate the annual maintenance dredging of the Federal Navigation Channel. The safety zones will be established for the waters in the vicinity of the dredge and associated pipeline, including dredge pipe which is located in Marcus Hook Anchorage No. 7 and Pea Patch Island Anchorage No. 5. This regulation is necessary to provide for the safety of life on navigable waters of the Delaware River, in the vicinity of dredging activity, and is intended to protect mariners from the hazards associated with pipe- laying and dredging operations.

The Coast Guard will enforce a safety zone for a fireworks display taking place over Chesapeake Bay, Virginia Beach, VA, on July 3, 2017. This safety zone is intended to restrict vessels from a portion of Lake Erie during the Dunkirk Lakeshore Air Show on July 1, 2017 and July 2, 2017. This temporary safety zone is necessary to protect participants, spectators, and vessels from the hazards associated with aerial stunts, low flying aircraft, and aircraft maneuvers. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Buffalo (COTP).
