The Coast Guard has issued a temporary deviation from the operating schedule that governs the SR 401 Drawbridges, mile 5.5 at Port Canaveral, Florida. The deviation is necessary to reduce vehicular traffic congestion and to ensure the safety of roadways while passengers are transiting to and from the cruise ship terminals. Since the arrival of additional cruise ships to the Port of Canaveral, massive traffic back-ups have been caused by the on demand drawbridge openings. This deviation allows the bridges to not open to navigation during prime cruise ship passenger loading and unloading times on Saturdays and Sundays.

On April 3, 2017, the Coast Guard published a notice of proposed rulemaking to establish a permanent safety zone surrounding the entry of lava from the Kilauea volcano into the Pacific Ocean on the southeast side of the Island of Hawaii, HI. The safety zone is needed to protect persons and vessels from the potential hazards associated with molten lava entering the ocean. After considering comments received from the public, the Coast Guard analyzed the economic impact of the proposed rule and made minor modifications to the proposed rule. This supplemental notice requests comments on the analysis and revised proposal.

The active deviation allows for opening of the bridge with two-hours of advance notice and expires at the 180th day. Existing federal regulations do not allow back-to-back deviations.

On October 10, 2017, the commercial fishing vessel PACIFIC PARADISE ran aground approximately 400 yards southwest of Kaimana Beach, in the navigable waters of Mamala Bay, Oahu, Hawaii. The Coast Guard established a temporary safety zone extending 500 yards in all directions around the grounded vessel to facilitate vessel salvage operations. To date, the vessel remains aground. The Coast Guard announces its intent to enter into a Cooperative Research and Development Agreement (CRADA) with TriaSys Technologies Corp, to investigate the potential operational use of cellular phone direction finding technology. The intent to enter in a potential CRADA with TriaSys Corp is based on market research and visits to vendors with advertised expertise in this unique application of technology in the maritime environment for Search and Rescue. While the Coast Guard is currently considering partnering with TriaSys Technologies Corp, the agency is soliciting public comment on the possible nature of and participation of other parties in the proposed CRADA. The Coast Guard is canceling the temporary deviation concerning the Marine Parkway (Gil Hodges) Bridge across the Rockaway Inlet, mile 3.0, at Queens, NY. The deviation cancellation is necessary to accommodate Metropolitan Transportation Authority's (MTA) (the bridge owner) unexpected emergency repairs requiring a complete closure of the Bridge and an extension of time for their completion. This cancellation is necessary so a temporary interim rule may be approved due to the requested extension exceeding the 180 day limit for deviations. Existing federal regulations do not allow back-to-back deviations.
