Notice of Availability for the Grant Programs Directorate Programs, Supplemental Programmatic Environmental Assessment
The Federal Emergency Management Agency (FEMA) has prepared a Supplemental Programmatic Environmental Assessment (SPEA) to reevaluate the analysis provided in the 2010 Final Programmatic Environmental Assessment (PEA) for Grant Programs Directorate (GPD) Programs and Finding of No Significant Impact (FONSI). Application of Certain Mandatory Bars in Fear Screenings
The Department of Homeland Security (DHS or Department) is amending its regulations to allow asylum officers (AOs) to consider the potential applicability of certain bars to asylum and statutory withholding of removal during credible fear and reasonable fear screenings, including credible fear screenings where the Circumvention of Lawful Pathways or Securing the Border rules apply. The rule is intended to enhance operational flexibility and help DHS more swiftly remove certain noncitizens who are barred from asylum and statutory withholding of removal.
Modernizing H-1B Requirements, Providing Flexibility in the F-1 Program, and Program Improvements Affecting Other Nonimmigrant Workers
The U.S. Department of Homeland Security (DHS) is issuing this final rule to modernize and improve the efficiency of the H-1B program, add benefits and flexibilities, and improve integrity measures. These provisions mainly amend the regulations governing H-1B specialty occupation workers, although some of the provisions narrowly impact other nonimmigrant classifications, including: H-2, H-3, F-1, L-1, O, P, Q-1, R-1, E-3, and TN.
Modernizing H-2 Program Requirements, Oversight, and Worker Protections

Mariner Credentialing Program Transformation
The Coast Guard is issuing this final rule to permit the electronic submission of required mariner credentialing information to allow for the future implementation of a new Merchant Mariner Credentialing information technology system. This rule also requires the electronic payment of mandatory merchant mariner credentialing fees, removes the requirement for prospective mariners to take an oath before an authorized official, and changes the requirements for the Certificate of Discharge to Merchant Mariners. Finally, this rule makes technical amendments to update addresses and websites, remove antiquated terminology, and adopt gender-neutral terms.
Safety and Security Zones: Pilgrim Nuclear Power Plant, Plymouth Massachusetts
The Coast Guard is disestablishing the existing safety and security zone for Pilgrim Nuclear Power Plant, Plymouth, Massachusetts. Since the implementation of the regulation, the facility has permanently ceased power operations making the provisions of the security zone no longer applicable. The waterfront facility's safety and security zone will be removed from all charts, publications, and other navigational references. All related private aids to navigational marking the boundaries of the security zone will also be removed.
Safety Zone; West Passage Narragansett Bay, Jamestown, RI
The Coast Guard is amending the current temporary safety zone in the vicinity of the West Passage Narraganset Bay, Jamestown, RI, in two ways. First, we are extending the effective period by 30 days to January 31, 2025. Second, by updating the name of the cable laying vessel. The temporary safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by cable laying operations being conducted. When enforced, entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Southeastern New England.

Safety Zone; Lake Erie, Avon Lake, OH
The Coast Guard is establishing a temporary safety zone for navigable waters of Lake Erie within a 750-yard radius of the Avon Lake Power Plant (located at position 41[deg]30'15" N 082[deg]03'14" W). The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by demolition activities at the Avon Lake Power Plant in Avon Lake, Ohio. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Eastern Great Lakes.
Safety Zone; New Years Eve Fireworks on the Patapsco River, Baltimore, MD
The Coast Guard is establishing a temporary safety zone for certain waters of the Patapsco River. This action is necessary to provide for the safety of life on these navigable waters in Baltimore, MD from potential hazards during a fireworks display to commemorate the New Years Eve. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Maryland- National Capital Region or a designated representative.
Safety Zone; Military Ocean Terminal Concord Safety Zone, Suisun Bay, Concord, CA
The Coast Guard will enforce a safety zone in the navigable waters of the Suisun Bay, off Concord, CA, in support of explosive handling operations at Military Ocean Terminal Concord (MOTCO) on December 12, 2024, through December 19, 2024. This safety zone is necessary to protect personnel, vessels, and the marine environment from potential explosions within the explosive arc. The safety zone is open to all persons and vessels for transitory use, but vessel operators desiring to anchor within the safety zone must obtain the permission of the Captain of the Port (COTP) San Francisco or a designated representative.
Establish Anchorage Ground; Rice Island Anchorage, Columbia River, Oregon and Washington
The Coast Guard is establishing an anchorage ground near Rice Island, Oregon on the Lower Columbia River. The purpose of this rule is to improve navigation safety by establishing an area to provide for the safe anchoring of commercial vessels in the navigable waters of the Lower Columbia River.
Special Local Regulations; Marine Events Within the Seventh Coast Guard District
The Coast Guard will enforce the special local regulations for the San Juan Harbor Christmas Boat Parade on December 14, 2024, to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Seventh Coast Guard District identifies the regulated area for this event in San Juan, PR. During the enforcement period, no person or vessel may enter, transit through, anchor in, or remain within the regulated area unless authorized by the Coast Guard Patrol Commander or a designated representative.
Updated Document Submission Process for Compliance With Electronic Records Mandate
The Coast Guard is issuing a final rule to update regulations that reflect the Coast Guard National Vessel Documentation Center's processes and capabilities, as well as align regulations with statutory reporting timelines. The processes noted pertain to electronic file submissions, requirements for submission of original build evidence, and return of existing Certificates of Documentation (CODs). In addition, the time period related to reporting changes to COD information is updated to align with statute.

These safety zones will continue to be temporarily activated during high pressure testing of the piping systems to protect persons and vessels on these navigable waters from potential blast and fragmentation hazards associated with high pressure piping testing. Entry of vessels or persons into these zones is prohibited unless specifically authorized by the Captain of the Port, Marine Safety Unit Port Arthur.

The Coast Guard will enforce a special local regulation for the Gasparilla parade on January 25, 2025, to provide for the safety of life on navigable waterways during this event. Increase of the Automatic Extension Period of Employment Authorization and Documentation for Certain Employment Authorization Document Renewal Applicants
This final rule amends DHS regulations to permanently increase the automatic extension period for expiring employment authorization and/or Employment Authorization Documents (Forms I-766 or EADs) for certain renewal applicants who have timely filed Form I-765, Application for Employment Authorization, from up to 180 days to up to 540 days. After two temporary rules, DHS is finalizing the recent temporary rule and making the increase permanent to help prevent eligible renewal EAD applicants from experiencing a lapse in employment authorization and/or the validity of their EAD as a result of lengthy USCIS processing times.
Great Lakes Pilotage Rates-2025 Annual Review
In accordance with the statutory provisions enacted by the Great Lakes Pilotage Act of 1960, the Coast Guard is issuing new pilotage rates for 2025. This rule adjusts the pilotage rates to account for changes in district operating expenses, an increase in the number of pilots, and anticipated inflation. These changes, when combined, result in a 7-percent net increase in pilotage costs compared to the 2024 season.
Safety Zone, Lower Mississippi River, Natchez, MS
The Coast Guard is establishing a temporary safety zone for navigable waters on the Lower Mississippi River from mile marker 364.4 to mile marker 365.5. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by waterborne fireworks display with a fallout zone of approximately 350 feet around the barge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Lower Mississippi River.
Intent To Request Extension From OMB of One Current Public Collection of Information: Transportation Worker Identification Credential (TWIC®) Program

The Federal Emergency Management Agency (FEMA), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public to take this opportunity to comment on an extension, without change, of a currently approved information collection. In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning a list of hotels, motels, and similar places of public accommodations meeting minimum fire-safety requirements. The information collected is voluntary and if approved for listing, the lodging establishment may be used by Federal employees on government related travel and for Federal agency conferences. As the list is open to use by the public, non-government travelers may use the list to identify lodging meeting minimum life-safety criteria from fire.

Final Programmatic Environmental Impact Statement for the Expansion and Modernization of Base Seattle
The Coast Guard is extending the waiting period for the Final Programmatic Environmental Impact Statement (PEIS) for the proposed Expansion and Modernization of Base Seattle. We published a Notice of Availability of the Final PEIS on November 15, 2024. That notice marked the start of a 30-day waiting period. We are extending the wait period. January 10, 2025, is the earliest date that the Coast Guard would issue a final decision.
Safety Zone; Los Angeles County Annual New Years Eve Fireworks Event
The Coast Guard will enforce safety zones for the Los Angeles County Holiday Fireworks on December 14, 2024, and the Los Angeles County New Years Eve Fireworks on December 31, 2024 through January 1, 2025. These safety zones are to provide for the safety of life and property on the navigable waterways during these events. Our regulation for firework events within the Los Angeles Long Beach Captain of the Port Zone identifies the regulated areas for these firework events in Marina del Rey, CA. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
Safety Zone; Santa Barbara Harbor, Santa Barbara, CA
The Coast Guard is establishing a temporary safety zone for the navigable waters of Santa Barbara Harbor. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Los Angeles-Long Beach.
Special Local Regulations; Marine Events Within the Eleventh Coast Guard District
The Coast Guard will enforce multiple special local regulations codified in federal regulations for recurring marine events taking place in December 2024 located in the Los Angeles Long Beach Captain of the Port Area. This action is necessary and intended to provide for the safety of life and property on navigable waterways during these events. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any official patrol vessel displaying a Coast Guard ensign.
