The Coast Guard is proposing to disestablish the existing security zone for Pilgrim Nuclear Power Plant, Plymouth, Massachusetts. Since the implementation of the regulation, the facility has permanently ceased power operations making the provisions of the security zone no longer applicable. The waterfront facility's security zone will be removed from all charts, publications, and other navigational references. All related private aids to navigational marking the boundaries of the security zone will also be removed. We invite your comments on this proposed rulemaking.

The Coast Guard announces the availability, online and in the docket, of Office of Commercial Vessel Compliance Policy Letter 24-02, titled "Application of Fishing Vessel Construction Requirements." This policy letter communicates Coast Guard thinking as it relates to construction requirements for commercial fishing vessels.

The Department of Homeland Security, U.S. Customs and Border Protection (CBP) will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995 (PRA). The information collection is published in the Federal Register to obtain comments from the public and affected agencies.

The Coast Guard is establishing a special local regulation for certain waters of the Detroit River, Grosse Ile, MI. This action is necessary to protect safety of life on navigable waters immediately prior to, during, and after the Find Your Way Home Swim. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Detroit or a designated representative.

The Commercial Customs Operations Advisory Committee (COAC) will hold its quarterly meeting on Wednesday, September 18, 2024, in Washington, DC. The meeting will be open for the public to attend in- person or via webinar. The in-person capacity is limited to 50 persons for public attendees.

Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the preliminary FIRM, and where applicable, the FIS report that the Federal Emergency Management Agency (FEMA) has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP).

The Transportation Security Administration (TSA) administers the Hazardous Materials Endorsement (HME) vetting program. TSA conducts a security threat assessment (STA) of HME applicants in accordance with statutory requirements and collects fees to recover TSA's costs to conduct the STA and administer the program. Some States have elected to collect the information and fees from the applicant directly, and transmit such information and fees to TSA for the STA. In this notice, TSA announces that the fee to conduct the STA for these States will be increased to fully recover the costs to administer the program.

The Coast Guard announces that the Chief of the Prevention Division, Fifth Coast Guard District, has issued a certificate of alternative compliance from the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), for the CHARYBDIS, O.N. 1346442. We are issuing this notice because its publication is required by statute. Due to the unique construction of this vessel CHARYBDIS cannot fully comply with the light, shape, or sound signal provisions of the 72 COLREGS without interfering with the vessel's design and construction. This notification of issuance of a certificate of alternative compliance promotes the Coast Guard's marine safety mission.

The Coast Guard will enforce the safety zone regulation for the Mukilteo Lighthouse Festival to provide for the safety of life on navigable waters on the Possession Sound, Seattle, Washington during an annual fireworks display. This safety zone will consist of all navigable waters within a 450-yard radius surrounding the event's launch site. Our regulation for safety zones within the Captain of the Port Puget Sound (COTP) Area of Responsibility identifies the specific location for this launch site and the corresponding safety zone for the event.

In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting an extension of its approval for the following collection of information: 1625-0022, Application for Tonnage Measurement of Vessels; without change. Our ICR describes the information we seek to collect from the public. Before submitting this ICR to OIRA, the Coast Guard is inviting comments as described below.

In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting an extension of its approval for the following collection of information: 1625-0064, Plan Approval and Records for Subdivision and Stability Regulations; without change. Our ICR describes the information we seek to collect from the public. Before submitting this ICR to OIRA, the Coast Guard is inviting comments as described below.

The Coast Guard will enforce a special local regulation for the Olympia Harbor Days Tugboat Races from 12 until 3 p.m. on September 1, 2024, to ensure the safety of life on the navigable waters of Budd Inlet during the event. During the enforcement period, no person or vessel may enter the regulated area without permission from the on- scene patrol craft.

The National Towing Safety Advisory Committee (Committee) will meet in person along with the four subcommittees: The Rulemaking Improvements to Subchapter M Subcommittee, The Statutory Information Requirements Within Accommodations Spaces on Merchant Vessels Subcommittee, The Master Key Control Requirements Aboard Merchant Vessels Subcommittee, and The Maritime Administration (MARAD) Maritime Workforce Group Report on the Maritime Workforce Subcommittee. The Committee and the four Subcommittees will meet in public over two days in Portland, Maine, to review and discuss matters relating to shallow- draft inland navigation, coastal waterway navigation, and towing safety. These meetings will be open to the public.

The Coast Guard will enforce the San Diego Bayfair special local regulation on the waters of Mission Bay, California from September 13, 2024, through September 15, 2024. This special local regulation is necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.

DHS CISA Cybersecurity Division (CSD) submits the following information collection request (ICR) to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995.

The National Commercial Fishing Safety Advisory Committee (Committee) will conduct a series of meetings over two days to review, discuss, and make recommendations to the Secretary on matters relating to marine investigation cases and other relevant initiatives pertaining to commercial fishing vessels (CFVs). For more detailed information see section VI below.

The National Offshore Safety Advisory Committee (Committee) will meet in-person along with the SEACOR POWER and Dynamic Positioning subcommittees over two days in Spring, Texas to discuss matters relating to activities directly involved with, or in support of, the exploration of offshore mineral and non-mineral energy resources, to the extent that such matters are within the jurisdiction of the United States Coast Guard. These three meetings will be open to the public.

New or modified Base (1-percent annual chance) Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, and/or regulatory floodways (hereinafter referred to as flood hazard determinations) as shown on the indicated Letter of Map Revision (LOMR) for each of the communities listed in the table below are finalized. Each LOMR revises the Flood Insurance Rate Maps (FIRMs), and in some cases the Flood Insurance Study (FIS) reports, currently in effect for the listed communities.

The Coast Guard will enforce the Lake Michigan at Chicago Harbor and Burnham Park Harbor safety and security zone on a portion of Lake Michigan in Chicago, IL. This action is intended to protect spectators and dignitaries associated with the Democratic National Convention. During the enforcement period listed below, entry into, transiting, or anchoring within the safety and security zone is prohibited unless authorized by the Captain of the Port Lake Michigan or a designated Coast Guard or U.S. Secret Service representative.

The Coast Guard is establishing specific areas of the Hudson and East Rivers where safety zones will be enforced on the navigable waters beneath aerial drone shows. This action is necessary to protect personnel, vessels, and the marine environment from potential hazards created by aerial drone displays. This final rule would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Sector New York or a designated representative.

Flood hazard determinations, which may include additions or modifications of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or regulatory floodways on the Flood Insurance Rate Maps (FIRMs) and where applicable, in the supporting Flood Insurance Study (FIS) reports have been made final for the communities listed in the table below. The FIRM and FIS report are the basis of the floodplain management measures that a community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the Federal Emergency Management Agency's (FEMA's) National Flood Insurance Program (NFIP).

The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) will be submitting the following information collection request to the Office of Management and Budget (OMB) for emergency review and approval in accordance with the Paperwork Reduction Act of 1995 (PRA). CBP is requesting OMB approve this emergency revision by Friday, August 23, 2024.

The Coast Guard, as the lead agency, announces its intent to prepare the Viability Testing Method Consideration for Acceptance Programmatic Environmental Impact Statement. Through this document, we will evaluate the potential environmental impact of the Coast Guard's Proposed Action to use the best available science to evaluate one or more viability testing methods submitted for consideration. Through this document, we will also evaluate, and potentially accept, methods that demonstrate that ballast water discharge meets U.S. ballast water discharge performance standards currently under development by the Environmental Protection Agency.

The National Merchant Marine Personnel Advisory Committee (Committee) will meet in-person over two days in Washington, DC to discuss issues relating to personnel in the United States Merchant Marine including the training, qualifications, certification, documentation, and fitness of mariners.
