The Coast Guard is establishing a temporary safety zone in the navigable waters of Richardson Bay 500 feet west of Belvedere Island in support of the Belvedere Island Birthday Fireworks on June 1, 2019. This safety zone is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without permission of the Captain of the Port or a designated representative.

This document provides notice that U.S. Customs and Border Protection (``CBP'') has issued a final determination concerning the country of origin of Rhythmlink International L.L.C'.s, Electroencephalogram (EEG) Cutaneous Electrodes. Based upon the facts presented, CBP has concluded in the final determination that the last substantial transformation of the Electroencephalogram (EEG) Cutaneous Electrode Product occurs in the United States.

This Notice is published to provide public awareness of the decision of both U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security (DHS), and Joint Task Force North (JTF-N), a joint command of the Department of Defense (DoD), to withdraw the Records of Decision for the joint Programmatic Environmental Impact Statement (PEIS) of 1994 and the Supplemental PEIS (SPEIS) of 2001. The documents were titled ``Programmatic Environmental Impact Statement for JTF-6 Activities Along the U.S./Mexico Border'' and ``Supplemental Programmatic Environmental Impact Statement for INS and JTF-6 Activities.'' These documents were created by entities which no longer exist. These documents are no longer used to provide compliance with the National Environmental Policy Act (NEPA) for any actions of entities within either Department. Actions currently taken by either CBP or JTF-N comply with NEPA through analysis of individual projects. The successor to the Immigration and Naturalization Service (INS) is CBP, and the successor to JTF-6 is JTF-N.

The Coast Guard will enforce the special local regulation on the waters of the Atlantic Ocean, near Point Pleasant Beach, New Jersey, from 10 a.m. through 5 p.m. on June 15, 2019 and June 16, 2019. This action is necessary to ensure safety of life on the navigable waters of the United States during high speed boat racing. The purpose of this notice is to announce a change in the date in which the event is being held.

This rule identifies communities where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP) that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date. Also, information identifying the current participation status of a community can be obtained from FEMA's Community Status Book (CSB). The Department of Homeland Security (DHS), U.S. Citizenship and Immigration (USCIS) invites the general public and other Federal agencies to comment upon this proposed extension of a currently approved collection of information. In accordance with the Paperwork Reduction Act (PRA) of 1995, the information collection notice is published in the Federal Register to obtain comments regarding the nature of the information collection, the categories of respondents, the estimated burden (i.e. the time, effort, and resources used by the respondents to respond), the estimated cost to the respondent, and the actual information collection instruments.

The U.S. Coast Guard seeks applications for membership on the Commercial Fishing Safety Advisory Committee. The Commercial Fishing Safety Advisory Committee provides advice and makes recommendations to the Coast Guard and the Department of Homeland Security on various matters relating to the safe operation of commercial fishing industry vessels.

In compliance with the Paperwork Reduction Act of 1995, the U.S. Coast Guard intends to submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB), Office of Information and Regulatory Affairs (OIRA), requesting an extension of its approval for the following collection of information: 1625-0037, Certificates of Compliance, Boiler/Pressure Vessel Repairs, Cargo Gear Records, Shipping Papers, and NFPA 10 Certificates; without change. Our ICR describes the information we seek to collect from the public. Before submitting this ICR to OIRA, the Coast Guard is inviting comments as described below.

The Coast Guard is establishing a temporary safety zone between mile marker (MM) 99.5 and MM 100.5 Above Head of Passes, Lower Mississippi River, New Orleans, LA. This action is necessary to provide for the safety of life on these navigable waters near New Orleans, LA, during a fireworks display on June 20, 2019. This rule prohibits persons and vessels from entering the safety zone unless authorized by the Captain of the Port New Orleans or a designated representative.

As required by the Federal Advisory Committee Act (FACA), CISA announces a meeting of the President's National Security Telecommunications Advisory Committee (NSTAC). The meeting will be a joint session with the President's National Infrastructure Advisory Council (NIAC) and will allow NIAC and NSTAC members to discuss and coordinate critical infrastructure activities and pertinent Government cybersecurity initiatives and national security and emergency preparedness priorities with DHS leadership and other senior Government officials. The meeting will also allow NSTAC and NIAC members to engage in a collaborative discussion and provide feedback on each committee's examinations. This will be the first time that the committees have held a joint meeting. The NIAC has issued a separate, contemporaneous Federal Register notice announcing its participation in the joint meeting. CISA invites public comment on the agenda items to be considered by both committees at the meeting.

The Coast Guard will enforce special local regulations at eight locations in the Sector Columbia River Captain of the Port zone during the dates and times noted in this document. This action is necessary to prevent injury and to protect life and property of the maritime public from the hazards associated with special marine events. These regulations prohibit persons and vessels from entry into, transit through, mooring, anchoring, or loitering within the regulated area unless authorized by the Captain of the Port, Sector Columbia River or their designated representative.

The Coast Guard will enforce certain safety zones located in federal regulations for Annual Events in the Captain of the Port Buffalo. This action is necessary and intended to protect the safety of life and property on navigable waters prior to, during, and immediately after these events. During each enforcement period, no person or vessel may enter the respective safety zone without the permission of the Captain of the Port Buffalo.

This rule adjusts the Student and Exchange Visitor Program (SEVP) school certification petition fees and the application fees for nonimmigrants seeking to become academic (F visa) or vocational (M visa) students, or exchange visitors (J visa). The rule sets the following fees: $3,000 for a school certification petition; $655 for each school site visit; $1,250 to submit a school recertification petition; and $675 to submit an appeal or motion following a denial or withdrawal of a school petition. The rule also sets new fees for filing the Form I-901 at $350 for each F or M nonimmigrant student applicant and a $220 for most J exchange visitor applicants; however, the existing $35 fee for each J nonimmigrant exchange visitor seeking admission as an au pair, camp counselor, or summer work/travel program participant will remain the same. All fee payments addressed in this final rule must be made in the amounts established by this rule beginning June 24, 2019.

The Coast Guard will enforce the annual safety zone for the PUSH Beaver County Fireworks, to provide for the safety of persons, vessels, and the marine environment on the navigable waters of Ohio River during this event. Our regulation for marine events within the Eighth Coast Guard District identifies the regulated area for this event in Beaver, PA. During the enforcement period, entry into this zone is prohibited unless authorized by the Captain of the Port Marine Safety Unit Pittsburgh or a designated representative.

The Coast Guard is establishing a temporary safety zone for navigable waters of the Ohio River from mile 0.0 to mile 0.6. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a barge based fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by Captain of the Port Marine Safety Unit Pittsburgh.

The Coast Guard is establishing a temporary safety zone on the Cumberland River at Mile Marker (MM) 190.7 to 191.1, from the Woodland Street Bridge to the Sparkman Street Pedestrian Bridge, extending 100' out from the left descending bank, from June 6, 2019 through June 9, 2019. This safety zone is needed to protect the participants of the Country Music Awards, before, during, and after the Country Music Awards in Nashville, TN. Entry into the safety zone is prohibited unless specifically authorized by the Captain of the Port Sector Ohio Valley (COTP) or a designated representative.

The Coast Guard is removing the existing drawbridge operation regulation for the S46 (New Jersey Department of Transportation) Bridge across Hackensack River, mile 14.0, at Little Ferry, New Jersey. The drawbridge was replaced with a fixed bridge in 2018 and the operating regulation is no longer applicable or necessary.

The Coast Guard is establishing a temporary special local regulation on the Clinch River from mile 48.5 to mile 52.0 extending from bank to bank to protect the participants of the Dogwood Masters Classic Regatta, vessels, and waterfront facilities from destruction, loss, or injury from sabotage or other subversive acts, accidents, or other causes of a similar nature during the regatta in Oak Ridge, TN. Deviation from the special local regulation is prohibited unless specifically authorized by the Captain of the Port (COTP) Sector Ohio Valley or a designated representative.

The Coast Guard is establishing a temporary safety zone for navigable waters within a 280 foot radius of a fireworks barge near Village of Alexandria Municipal Docks. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by the Country Kickoff to Summer Fireworks Display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Buffalo.

The Coast Guard is establishing special local regulations for certain waters of the Upper Potomac River. This action is necessary to provide for the safety of life on the navigable waters located at National Harbor, MD, during a swim event on the morning of June 23, 2019. This regulation prohibits persons and vessels from entering the regulated area unless authorized by the Captain of the Port Maryland- National Capital Region or the Coast Guard Patrol Commander.

This notice announces that the Transportation Security Administration (TSA) has forwarded the Information Collection Request (ICR), Office of Management and Budget (OMB) control number 1652-0046, abstracted below to OMB for review and approval of an extension of the currently approved collection under the Paperwork Reduction Act (PRA). The ICR describes the nature of the information collection and its expected burden. The information collection involves passenger information that certain United States aircraft operators and foreign air carriers (collectively referred to in this document as ``covered aircraft operators'') submit to Secure Flight for the purposes of identifying and protecting against potential and actual threats to transportation security. The information collection also involves individuals who are a lower risk to transportation security and therefore may be eligible for expedited screening.

The Coast Guard will enforce a safety zone for a fireworks display taking place over the Washington Channel, adjacent to The Wharf DC, Washington, DC on June 8, 2019, (with an alternate date on October 18, 2019). This action is necessary to ensure the safety of life on navigable waterways during the fireworks display. Our regulation for recurring fireworks displays at this location from January 12, 2019, through December 31, 2019 identifies the safety zones for these fireworks display events. During the enforcement period, persons and vessels are prohibited from entering the safety zone unless authorized by the Captain of the Port Maryland-National Capital Region or a designated representative.

The Coast Guard is establishing a temporary safety zone for all navigable waters of the Kanawha River from mile marker 58.1 to mile marker 59.1. This temporary safety zone is necessary to protect persons, vessels, and the marine environment from potential hazards associated with the Live on the Levee fireworks display. Entry into this safety zone is prohibited unless specifically authorized by the Captain of the Port Sector Ohio Valley or a designated representative.

The Coast Guard will enforce the safety zone regulations for the Tacoma Freedom Fair Air Show on Commencement Bay from noon until 4 p.m. on both July 3, 2019 and July 4, 2019. This action is necessary to ensure the safety of the public from inherent dangers associated with these annual aerial displays. During the enforcement period, no person or vessel may enter or transit this safety zone unless authorized by the Captain of the Port or her designated representative.

Flood hazard determinations, which may include additions or modifications of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or regulatory floodways on the Flood Insurance Rate Maps (FIRMs) and where applicable, in the supporting Flood Insurance Study (FIS) reports have been made final for the communities listed in the table below. The FIRM and FIS report are the basis of the floodplain management measures that a community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the Federal Emergency Management Agency's (FEMA's) National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report are used by insurance agents and others to calculate appropriate flood insurance premium rates for buildings and the contents of those buildings.
