Drawbridge Operation Regulations; Atlantic Intracoastal Waterway (AIWW); Wrightsville Beach, NC
The Commander, Fifth Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the S.R. 74 Bridge, across the AIWW mile 283.1 at Wrightsville Beach, NC, to accommodate the annual race.
Privacy Act of 1974: USCIS; Verification Information System (VIS) System of Records Notice
The Department of Homeland Security is republishing the Privacy Act system of records for the Verification and Information System (VIS) previously published on April 9, 2007 (72 FR 17569) in order to: (1.) Add two new categories of records one derived from the Computer Linked Application Information Management System (CLAIMS 4) (62 FR 11919), and the other derived from the Redesigned Naturalization Automated Caseworker Systems (RNACS) (67 FR 20996); (2.) update the category of records derived from Treasury Enforcement Communication Systems (TECS) (66 FR 52984) to include Real Time Arrivals (RTA) data; (3.) correct the categories of individuals to include United States (U.S.) citizens; (4.) reflect changes to the verification process of expanded use of the Photo Screening Tool to make it mandatory for all employers that are verifying employment eligibility of their non-U.S. citizen employees if the individual's photo is on file with United States Citizenship and Immigration Service (USCIS) in the Biometric Storage System (72 FR 17172); and (5.) update the routine uses to remove routine use L. for the sharing of VIS data because the other routine uses cover the allowable extent of sharing from VIS. These changes are more thoroughly spelled out in an accompanying Privacy Impact Assessment (PIA) update and a PIA update that was published on September 5, 2007, both of which can be found on the DHS Privacy Web site (https://www.dhs.gov/privacy).
Special Local Regulations for Marine Events; Severn River, College Creek, Weems Creek and Carr Creek, Annapolis, MD
The Coast Guard is suspending the special local regulations for an event in our regulation for Severn River, College Creek, Weems Creek and Carr Creek, Annapolis, Maryland and establishing a new temporary date for that event. This rulemaking is intended to accommodate a change in event date for the year 2008. The marine event set out in this temporary rule includes the Safety at Sea Seminar sponsored by the U.S. Naval Academy. This rule is intended to restrict vessel traffic in portions of the Severn River during the period of this marine event and is necessary to provide for the safety of life on navigable waters during the event.

Extension of Agency Information Collection Activity Under OMB Review: Security Threat Assessment for Individuals Applying for a Hazardous Materials Endorsement for a Commercial Drivers License
This notice announces that the Transportation Security Administration (TSA) has forwarded the Information Collection Request (ICR) abstracted below to the Office of Management and Budget (OMB) for review and approval of an extension of the currently approved collection under the Paperwork Reduction Act. The ICR describes the nature of the information collection and its expected burden. TSA published a Federal Register notice, with a 60-day comment period soliciting comments, of the following collection of information on December 28, 2007, 72 FR 73865. The collection involves applicant submission of biometric and biographic information for TSA's security threat assessment in order to obtain the hazardous materials endorsement (HME) on a commercial drivers license (CDL) issued by the U.S. States and the District of Columbia.
Suspension of Community Eligibility
This rule identifies communities, where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP), that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date.
Inflation Adjustment for Civil Monetary Penalties Under Sections 274A, 274B, and 274C of the Immigration and Nationality Act
As required by the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996, the Department of Homeland Security and the Department of Justice are publishing these rules adjusting for inflation the civil monetary penalties assessed or enforced by those two Departments under sections 274A, 274B, and 274C of the Immigration and Nationality Act (INA). The adjusted civil money penalties are calculated according to the specific formula laid out by law, and will be effective for violations occurring on or after the effective date of these rules.

Chemical Transportation Advisory Committee; Vacancies
The Coast Guard is seeking applications for appointment to membership on the Chemical Transportation Advisory Committee (CTAC). CTAC advises, consults with, and makes recommendations to the Coast Guard on matters relating to the safe and secure transportation and handling of hazardous materials in bulk on U.S.-flag vessels in U.S. ports and waterways.
Notification of the Imposition of Conditions of Entry for Certain Vessels Arriving to the United States; Indonesia
The Coast Guard announces that effective anti-terrorism measures are not in place in certain ports of Indonesia and that it will impose conditions of entry on vessels arriving from that country.
Proposed Flood Elevation Determinations; Correction
This document corrects the table to a proposed rule published in the Federal Register of July 25, 2007. This correction clarifies the table representing the flooding source(s), location of referenced elevation, the effective and modified elevation in feet and the communities affected for Henderson County, North Carolina, and Incorporated Areas; specifically, for flooding source ``Boylston Creek,'' than was previously published.

The BFEs and modified BFEs are a part of the floodplain management measures that the community is required either to adopt or show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, these elevations, once finalized, will be used by insurance agents, and others to calculate appropriate flood insurance premium rates for new buildings and the contents in those buildings.

Great Lakes Pilotage Advisory Committee; Vacancies
The Coast Guard seeks applications for membership on the Great Lakes Pilotage Advisory Committee (GLPAC). GLPAC provides advice and makes recommendations to the Secretary on a wide range of issues related to pilotage on the Great Lakes, including the rules and regulations that govern the registration, operating requirements, and training policies for all U.S. registered pilots. The Committee also advises on matters related to ratemaking to determine the appropriate charge for pilot services on the Great Lakes.
Drawbridge Operation Regulations; Taunton River, Fall River and Somerset, MA
The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the old Brightman Street bascule bridge across the Taunton River at mile 1.8, between Fall River and Somerset, Massachusetts. Under this temporary deviation, in effect from 6 a.m. on February 16, 2008 through 5 p.m. on March 2, 2008, the bridge shall open on signal after a one- hour advance notice is given by calling (508) 672-5111, or VHF channel 13 and 16. This deviation is necessary to facilitate scheduled bridge maintenance.

Administrative Process for Seizures and Forfeitures Under the Immigration and Nationality Act and Other Authorities
This interim rule amends Department of Homeland Security regulations, to consolidate the procedures for administrative seizure and forfeiture process. The interim rule also permits earlier consideration of petitions for the remission of seized assets in cases that would otherwise be brought under the procedures in title 8 of the Code of Federal Regulations. The interim rule also makes technical and conforming changes to update the regulations.
