This rule requires all credentialed merchant mariners and individuals with unescorted access to secure areas of a regulated facility or vessel to obtain a TWIC. In this final rule, on page 3510, TSA and Coast Guard stated that a phased enrollment approach based upon risk assessment and cost/benefit would be used to implement the program nationwide, and that TSA would publish a notice in the Federal Register indicating when enrollment at a specific location will begin and when it is expected to terminate. This notice provides the start dates for TWIC initial enrollment at the Ports of Anacortes, WA on February 22, 2008, and in Norfolk, VA on February 29, 2008. The Coast Guard will publish a separate notice in the Federal Register indicating when facilities within the Captain of the Port Zone Seattle, including those in the Port of Anacortes, and Captain of the Port Zone Hampton Roads, including those in the Port of Norfolk must comply with the portions of the final rule requiring TWIC to be used as an access control measure. That notice will be published at least 90 days before compliance is required. ACTION: Notice of accreditation and approval of Intertek USA, Inc., as 
a commercial gauger and laboratory.

SUMMARY: Notice is hereby given that, pursuant to 19 CFR 151.12 and 19 
CFR 151.13, Intertek USA, Inc., 505 North Craft Highway, Chickasaw, AL 
36611, has been approved to gauge and accredited to test petroleum and 
petroleum products, organic chemicals and vegetable oils for customs 
purposes, in accordance with the provisions of 19 CFR 151.12 and 19 CFR 
151.13. Anyone wishing to employ this entity to conduct laboratory 
analyses and gauger services should request and receive written 
assurances from the entity that it is accredited or approved by the 
U.S. Customs and Border Protection to conduct the specific test or 
gauger service requested. Alternatively, inquires regarding the
