Document Number: E6-10584
Type: Rule
Date: 2006-07-07
Agency: Coast Guard, Department of Homeland Security
This rule temporarily suspends the permanent special local regulations for the Suncoast Offshore Challenge and the Suncoast Offshore Grand Prix in the Gulf of Mexico near Sarasota, Florida. By existing permanent special local regulations, these two race events have nearly identical course and time characteristics, however one event is held annually on the first Saturday of July and the other event is held annually on the first Sunday of July. This year, the sponsor has decided to combine the events into a single day, reduce the length of the racecourse, and modify the times of the event. Therefore, this rule also adds new temporary special local regulations to account for the changes and provide for the safety of life for the participating vessels, spectators, and mariners on the navigable waters of the United States during the event.
Special Local Regulation; Annual Gasparilla Marine Parade, Hillsborough Bay, Tampa, FL
Document Number: E6-10583
Type: Proposed Rule
Date: 2006-07-07
Agency: Coast Guard, Department of Homeland Security
The Coast Guard proposes to amend the permanent special local regulation for the Annual Gasparilla Marine Parade, Hillsborough Bay, and Tampa Bay, FL. This proposed rule would change the date of the event by moving it up one week, from the first weekend in February to the last weekend in January. Additionally, this regulation will create a parade staging area and a 50 foot safety zone around officially entered parade boats during the parade. This action is necessary because the date on which the parade is held annually has changed. Restricting access to the parade staging area box is necessary to ensure the official parade boats are properly lined up to begin the parade. A 50 foot safety zone around officially entered parade boats is necessary to ensure the safety of the parade participants due to safety concerns caused by an increasing number of spectator vessels that gather to watch the parade.

Document Number: 06-5975
Type: Notice
Date: 2006-07-03
Agency: Department of Homeland Security, U.S. Citizenship and Immigration Services
This Notice alerts the public that Employment Authorization Documents (EADs) issued under the designation of El Salvador for TPS and bearing an expiration date of either July 5, 2006 or September 9, 2006 are automatically extended until March 9, 2007. Prior to the most recent extension of El Salvador for Temporary Protected Status (TPS), the designation of El Salvador for TPS was set to expire on September 9, 2006. On June 15, 2006, a Notice was published in the Federal Register to inform the public that the Secretary extended the designation of El Salvador for TPS for 12 months until September 9, 2007. The June 15, 2006 Notice set forth procedures for nationals of El Salvador (or aliens having no nationality who last habitually resided in El Salvador) with TPS to re-register and to apply for an extension of their EADs. The June 15, 2006 Notice also automatically extended until March 9, 2007 the validity of EADs issued under the designation of El Salvador for TPS that bear an expiration date of September 9, 2006. Certain El Salvadoran TPS beneficiaries, however, received EADs with an expiration date of July 5, 2006, and thus are not covered by this automatic extension provision. This Notice alerts the public that EADs issued under the designation of El Salvador for TPS and bearing an expiration date of either July 5, 2006 or September 9, 2006 are automatically extended until March 9, 2007 and explains how TPS beneficiaries and their employers may determine which EADs are automatically extended.
