The Coast Guard is establishing a temporary safety zone encompassing the navigable waters of Lake Erie during the Ferrier Wedding Fireworks on July 1, 2006. The Coast Guard is establishing a temporary safety zone in all navigable waters within a one thousand (1000) foot radius of the fireworks launching platform, located in Onset Harbor, Onset, Massachusetts on July 1, 2006. The safety zone is needed to safeguard the public from possible hazards associated with a fireworks display. Entry into this zone will be prohibited unless authorized by the Captain of the Port, Southeastern New England.

The Coast Guard is establishing a temporary safety zone encompassing the navigable waters of the St. Lawrence River during the Hydroplane Races on July 1, 2006 and July 2, 2006. This safety zone is necessary to ensure the safety of spectators and vessels from the hazards associated with high speed boat races. Critical Infrastructure Partnership Advisory Council
The Department of Homeland Security announced the establishment of the Critical Infrastructure Partnership Advisory Council (CIPAC) by Notice published in the Federal Register on March 24, 2006 (``First CIPAC Notice''). That Notice identified the purpose of the committee as well as its membership. This Notice identifies the institutions currently serving as CIPAC members. This Notice also identifies the government entities that comprise the Government Coordinating Council for each sector.
Nationwide Automatic Identification System, Draft Programmatic Environmental Impact Statement
The U.S. Coast Guard (USCG) announces the availability of the draft programmatic environmental impact statement (PEIS) addressing the proposed implementation of the Nationwide Automatic Identification System (NAIS) project. The proposed implementation of the NAIS project would involve installing receivers, transmitters, transceivers, repeaters, and other equipment on towers or other structures at up to 450 sites at locations along 95,000 miles of coastline and inland waterways, as well as the use of selected remote platforms. The USCG requests public comments on the draft PEIS.
Agency Information Collection Activities; Protest
Customs and Border Protection (CBP) of the Department of Homeland Security has submitted the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995: Protest. This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended without a change to the burden hours. This document is published to obtain comments form the public and affected agencies. This proposed information collection was previously published in the Federal Register (71 FR 19197) on April 13, 2006, allowing for a 60-day comment period. This notice allows for an additional 30 days for public comments. This process is conducted in accordance with 5 CFR 1320.10.
Quarterly IRS Interest Rates Used in Calculating Interest on Overdue Accounts and Refunds on Customs Duties
This notice advises the public of the quarterly Internal Revenue Service interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties. For the calendar quarter beginning July 1, 2006, the interest rates for overpayments will increase from 6 to 7 percent for corporations and from 7 to 8 percent for non-corporations, and the interest rate for underpayments will increase from 7 to 8 percent. This notice is published for the convenience of the importing public and Customs and Border Protection personnel.
Modification of the CBP NCAP Test Regarding Reconciliation for Entries Under the Dominican Republic-Central America-United States Free Trade Agreement
This document announces a modification to the Customs and Border Protection Automated Commercial System (ACS) Reconciliation prototype test that adds to the issues subject to the Reconciliation process those arising under the Dominican Republic-Central America-United States Free Trade Agreement. Other than this modification, the test remains the same as set forth in previously published Federal Register notices.

Drawbridge Operation Regulation; Broward County Bridges, Atlantic Intracoastal Waterway, Broward County, FL
The Coast Guard is changing the regulations governing the operation of all Broward County drawbridges across the Atlantic Intracoastal Waterway, Broward County, Florida. This rule will require these drawbridges to open twice an hour. This schedule will meet the reasonable needs of navigation while accommodating increased vehicular traffic flow throughout the county.

The Coast Guard proposes to establish special local regulations during the ``Ocean City Maryland Offshore Challenge'', a power boat race to be held on the waters of the Atlantic Ocean adjacent to the shoreline at Ocean City, MD. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in the regulated area during the power boat race.
Drawbridge Operation Regulations; New Jersey Intracoastal Waterway (NJICW), Grassy Sound Channel, Great Channel, and Townsend Inlet, NJ
The Coast Guard proposes to change the drawbridge operation regulations of four Cape May County Bridge Commission (CMCBC) bridges: the Townsend Inlet Bridge, at mile 0.3 in Avalon; the County of Cape May Bridge, at mile 0.7, across Great Channel between Stone Harbor and Nummy Island; the Ocean Drive Bridge, at mile 1.0, across Grassy Sound Channel in North Wildwood; and the Two-Mile Bridge, at NJICW mile 112.2, across Middle Thorofare in Wildwood Crest, in NJ. This proposal will allow the bridges to remain in the closed position at particular dates and times to accommodate the Ocean Drive Marathon. Vessels that can pass under the bridges without a bridge opening may do so at all times.
Drawbridge Operation Regulations; Broad Creek, Cedar Creek, and Nanticoke River, DE
The Coast Guard proposes to change the drawbridge operation regulations of four Delaware Department of Transportation (DelDOT) bridges: The Poplar Street Bridge, at mile 8.2, and the US 13A Bridge, at mile 8.2, both across Broad Creek in Laurel, DE; the SR 36 Bridge, at mile 0.5, over Cedar Creek in Cedar Beach; and SR 13 Bridge, at mile 39.6, across Nanticoke River in Seaford, DE. This proposal would allow the bridges to open on signal if advance notice is given at different times from 4 to 48 hours. This proposal will eliminate the continual attendance of draw tender services during the non-peak boating periods while still providing the reasonable needs of navigation.

Drawbridge Operation Regulations; Atlantic Intracoastal Waterway (AICW), Elizabeth River, Southern Branch, Virginia
The Coast Guard is changing the regulations that govern the operation of the Dominion Boulevard (US 17) Bridge across the Southern Branch of the Elizabeth River, at Atlantic Intracoastal Waterway (AICW) mile 8.8, at Chesapeake, Virginia. The final rule will provide for hourly openings of the draw which will now start at 6 a.m. on weekdays and weekends and will not change the morning and evening rush hours, which are from 7 a.m. to 9 a.m. and from 4 p.m. to 6 p.m., respectively. The Dominion Boulevard (US 17) Bridge will continue to open on signal at any time for commercial vessels carrying liquefied flammable gas or other hazardous materials, and for commercial vessels that provide a two-hour advance notice. At all other times, the draw shall open on signal. These changes are necessary in order to relieve increased vehicular traffic congestion on weekends and between the weekday morning and evening rush hour periods while still providing for the reasonable needs of navigation.

Letter of Recommendation, Proposed LNG Project, Jordan Cove Energy Project, LP, Coos County, OR
The U.S. Coast Guard Captain of the Port (COTP) Portland, Oregon is preparing a Letter of Recommendation (LOR) as to the suitability of Coos Bay for liquefied natural gas (LNG) marine traffic. This LOR will encompass the marine safety and security aspects associated with the proposed Jordan Cove Energy Project, L.P. (Jordan Cove) LNG facility. The COTP Portland, OR is soliciting written comments and related material, and will join FERC in holding a public meeting seeking comments, pertaining specifically to maritime safety and security aspects of the proposed LNG facility. This process will assess the safety and security aspects of the facility, adjacent port areas, and navigable waterways.
Towing Safety Advisory Committee; Notice of Open Teleconference Meetings
This notice announces a teleconference of the Towing Safety Advisory Committee (TSAC). The purpose of this teleconference is for TSAC to present its comments to the Coast Guard on the joint Transportation Security Administration's (TSA) and Coast Guard's Transportation Worker's Identification Credential (TWIC) proposed rule and on the Coast Guard's Merchant Mariner Credential (MMC) proposed rule.

That document contains a detailed history of the Coast Guard's previous regulatory efforts regarding the SR 175 Bridge. The Coast Guard is reopening the period for public comment concerning the drawbridge operation regulations that govern the SR 175 Bridge, mile 3.5, across Chincoteague Channel at Chincoteague, Virginia, because an Accomack County official communicated to the Coast Guard those residents of Chincoteague have additional comments concerning the operating regulations of the drawbridge.

Drawbridge Operation Regulation; Illinois Waterway, IL
The Coast Guard proposes that the procedures found in Sec. 117.393 for operation of the Pekin Railroad Drawbridge, Mile 151.2, across the Illinois Waterway at Pekin, Illinois, be revised to reflect the actual procedures that have always been followed. The present regulation in Sec. 117.393 was intended to be temporary, for test purposes only, and was inadvertently permanently included. The revision would eliminate the ``Specific Requirements'' for remote operation and the bridge would continue to operate, as required by the Coast Guard, under the ``General Requirements''.

The Coast Guard is temporarily changing the regulations governing the operation of the Pinellas Bayway Structure ``E'' (SR 679) Bridge, Gulf Intracoastal Waterway mile 113, St. Petersburg Beach, Pinellas County, Florida. This rule is needed to provide vehicular traffic relief during heavy vehicular traffic periods flowing into a nearby county park, as well as meeting the reasonable needs of mariners. This bridge will open on the hour and half hour, Friday, 2 p.m. until 6 p.m., Saturday, Sunday and Federal holidays from 9 a.m. until 7 p.m. until October 29, 2006.

This action is necessary to provide for the safety of life on navigable waters during the tow of the vessel from its berth at the Inner Harbor in Baltimore, Maryland, to a point on the Patapsco River near the Fort McHenry National Monument and Historic Shrine in Baltimore, Maryland, and return. This action will restrict vessel traffic in portions of the Patapsco River, Northwest Harbor, and Inner Harbor during the event.
Coast Guard Organization; Activities Europe
This rule makes non-substantive changes in Coast Guard regulations that describe the agency's organization for marine safety functions, and how decisions can be appealed within the agency. The changes are necessitated by a recent organizational change that placed Activities Europe under the operational and administrative control of the Coast Guard's Atlantic Area Command. This rule will have no substantive effect on the regulated public.

The temporary safety zone extends 1000 feet in all directions from the center of the spud barge located at 32[deg]51[min]57[sec] N 079[deg]57[min]35[sec] W. This rule prohibits entry, anchoring, mooring or transiting within the safety zone without the permission of the Captain of the Port Charleston or his designated representative. This rule is necessary to protect life and property on the navigable waters of the Upper Cooper River from the hazards associated with the launching of fireworks.
Fireworks Safety Zone; Skull Creek, Hilton Head, SC
The Coast Guard is establishing a safety zone extending from a radius of 1000 feet around the barge located in Skull Creek, Hilton Head, South Carolina in (32[deg]13.95[min] N 080[deg]45.1[min] W). This regulation is necessary to protect life and property on the navigable waters of Skull Creek due to possible danger associated with fireworks. No vessel or person may enter the safety zone without permission of the Captain of the Port Charleston.

Customs and Border Protection (CBP) of the Department of Homeland Security has submitted the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995: Petroleum Refineries in Foreign Trade. This is a proposed extension of an information collection that was previously approved. CBP is proposing that this information collection be extended with a change to the burden hours. This document is published to obtain comments from the public and affected agencies. This proposed information collection was previously published in the Federal Register (71 FR 12383-12384) on March 10, 2006, allowing for a 60-day comment period. This notice allows for an additional 30 days for public comments. This process is conducted in accordance with 5 CFR 1320.10.
Affidavits of Support on Behalf of Immigrants
This final rule adopts, with specified changes, an interim rule published by the former Immigration and Naturalization Service on October 20, 1997. This final rule clarifies several issues raised under the interim rule regarding who needs an affidavit of support, how sponsors qualify, what information and documentation they must present, and when the income of other persons may be used to support an intending immigrant's application for permanent residence. These changes are intended to make the affidavit of support process clearer and less intimidating and time-consuming for sponsors, while continuing to ensure that sponsors will have sufficient means available to support new immigrants when necessary. The final rule also makes clear that, when an alien applies for adjustment of status in removal proceedings, the immigration judge's jurisdiction to adjudicate the adjustment application includes authority to adjudicate the sufficiency of the affidavit of support.
