Application of the Energy Planning and Management Program Power Marketing Initiative to the Boulder Canyon Project Post-2017 Remarketing
The Western Area Power Administration (Western), a Federal power marketing agency of the Department of Energy (DOE), is withdrawing its decisions and proposals relating to its Boulder Canyon Project (BCP) Post-2017 administrative marketing efforts announced in a notice published in the Federal Register on April 27, 2011, due to the enactment of the Hoover Power Allocation Act of 2011.
Rice Solar Energy Project Record of Decision (DOE/EIS-0439)
Western Area Power Administration (Western) received a request from Rice Solar Energy, LLC (RSE) to interconnect its proposed Rice Solar Energy Project (Project) to Western's Parker-Blythe No. 2 Transmission Line. The Project would be located in eastern Riverside County, California, near State Route 62, approximately 40 miles northwest of Blythe, California, and 15 miles west of Vidal Junction, California. On June 10, 2011, the Notice of Availability of the Final Environmental Impact Statement (EIS) and Plan Amendment for Rice Solar Energy Project was published in the Federal Register (76 FR 34073). After considering the environmental impacts, Western has decided to allow RSE's request for interconnection to Western's transmission system at its Parker-Blythe No. 2 Transmission Line and to construct, own, and operate a new substation.
Record of Decision for the Modification of the Groton Generation Station Interconnection Agreement (DOE/EIS-0435)
In 2009, Western Area Power Administration (Western) received a request from Basin Electric Power Cooperative (Basin Electric) to modify its Large Generator Interconnection Agreement (LGIA) with Basin Electric for the Groton Generation Station to eliminate current operating limits on the generating station. The LGIA currently limits the output of the Groton Generating Station to 50 average megawatts (MW). The Groton Generation Station is located about 5 miles south of Groton, in Brown County, South Dakota. On September 21, 2009, a notice was issued of the LGIA modification request and of intent to prepare an Environmental Impact Statement (EIS) (74 FR 48067). On June 3, 2011, the Notice of Availability of the Final EIS for the Modification of the Groton Generation Station Interconnection Agreement was published in the Federal Register (76 FR 32198). Western considered the environmental impacts and has decided to modify its LGIA with Basin Electric for the Groton Generation Station eliminating the 50-MW annual average operating limit. Basin Electric could then produce additional power up to the limits established in the current Title V air quality operating permit for the generating station.
Pick-Sloan Missouri Basin Program-Eastern Division-2021 Power Marketing Initiative
Western Area Power Administration (Western), Upper Great Plains Region, a Federal power marketing agency of the Department of Energy (DOE), announces the 2021 Power Marketing Initiative (2021 PMI). The 2021 PMI provides the basis for marketing the long-term firm hydroelectric resources of the Pick-Sloan Missouri Basin Program Eastern Division (P-SMBPED) beyond December 31, 2020, when Western's Firm Electric Service (FES) contracts associated with the current Marketing Plan expire. The 2021 PMI extends the current Marketing Plan, with amendments to key marketing plan principles. Western's proposed 2021 PMI was published in the Federal Register on March 4, 2011. Responses to public comments are included in this notice. This Federal Register is published to announce Western's decisions for the 2021 PMI.
Notice of Availability of the Draft Environmental Impact Statement for the Proposed Solar Reserve LLC Quartzsite Solar Energy Project, La Paz County, AZ (DOE/EIS-0440) and the proposed Amendment to the Bureau of Land Management Yuma Field Office Resource Management Plan
In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, Western Area Power Administration (Western) and the Bureau of Land Management (BLM) have prepared a Draft Environmental Impact Statement (DEIS) for the proposed Quartzsite Solar Energy Project (Project), in La Paz County, Arizona, and the proposed amendment to the Yuma Field Office (Yuma) Resource Management Plan (RMP), and by this notice are announcing the opening of the public comment period. Western is the lead Federal agency for purposes of satisfying the NEPA requirements with the BLM acting as a cooperating agency.
Notice of Cancellation of Environmental Impact Statement for the Proposed Hyde County Wind Energy Center Project, Hyde County, SD

Post-2014 Resource Pool-Loveland Area Projects, Final Power Allocation
The Western Area Power Administration (Western), a Federal power marketing agency of the Department of Energy (DOE), announces its Post-2014 Resource Pool-Loveland Area Projects, Final Power Allocation developed under the requirements of subpart C-Power Marketing Initiative of the Energy Planning and Management Program (Program) Final Rule, 10 CFR part 905. These final power allocations are established prior to the contractual phase of the process. Firm electric service contracts negotiated between Western and allottees will permit delivery of power from the October 2014 billing period through the September 2024 billing period.
Loveland Area Projects-2025 Power Marketing Initiative Proposal
Western Area Power Administration (Western), Rocky Mountain Region (RMR), a Federal power marketing agency of the Department of Energy (DOE), is seeking comments on this proposed 2025 Power Marketing Initiative (2025 PMI). Western's firm electric service contracts associated with the current marketing plan will expire September 30, 2024. This proposed 2025 PMI provides the basis for marketing the long- term firm hydroelectric resources of the Loveland Area Projects (LAP) beginning with the Federal fiscal year 2025. The 2025 PMI proposes to extend the current marketing plan, with amendments to key marketing plan principles. This Federal Register notice initiates Western's public process for the proposed 2025 PMI and requests public comments. Western will prepare and publish the final 2025 PMI in the Federal Register after all public comments are considered.

The Deputy Secretary of Energy confirmed and approved Rate Order No. WAPA-156 and Rate Schedules CV-F13, CPP-2, CV-T3, CV-NWT5, COTP-T3, PACI-T3, CV-TPT7, CV-UUP1, CV-SPR4, CV-SUR4, CV-RFS4, CV-EID4, and CV-GID1, placing formula rates for power, transmission, and ancillary services for the Central Valley Project (CVP), transmission service on the California-Oregon Transmission Project (COTP), transmission service on the Pacific Alternating Current Intertie (PACI), and third-party transmission service into effect on an interim basis. The Rate Order also provides information on the Western Area Power Administration's (Western) transmission capacity entitlement on the Path 15 Transmission Upgrade. The provisional formula rates will be in effect until the Federal Energy Regulatory Commission (FERC) confirms, approves, and places them into effect on a final basis or until superseded. The provisional formula rates will provide sufficient revenue to pay all annual costs, including interest expense, repayment of power investments and aid to irrigation, within the allowable periods.

In this notice, the Deputy Secretary of Energy approves the Fiscal Year (FY) 2012 Base Charge and Rates (Rates) for Boulder Canyon Project (BCP) electric service provided by the Western Area Power Administration (Western). The Rates will provide sufficient revenue to pay all annual costs, including interest expense, and repay investments within the allowable period.
Information Collection Request Extension Submitted to the Office of Management and Budget (OMB) for Approval Under the Paperwork Reduction Act
This notice announces that Western Area Power Administration (Western), an agency within the Department of Energy (DOE), has submitted an extension to an existing Information Collection Request (ICR) to the Office of Management and Budget (OMB) for review, comment and approval as required under the Paperwork Reduction Act of 1995.\1\ The ICR Western seeks to extend its Applicant Profile Data form (APD). The ICR described below identifies the proposal, including the anticipated public burdens. On April 6, 2011, Western published a notice in the Federal Register inviting public comments on the extension of its existing ICR.\2\ That notice provided a 60-day comment period. Western included a summary of the comments and responses below. Western now invites interested entities to submit comments to OMB.
Pick-Sloan Missouri Basin Program-Eastern Division-2021 Power Marketing Initiative Proposal
Western Area Power Administration (Western), Upper Great Plains Region, a Federal power marketing agency of the Department of Energy (DOE) published the proposed 2021 Power Marketing Initiative (2021 PMI) in the Federal Register on March 4, 2011. The proposed 2021 PMI provides the basis for marketing the long-term firm hydroelectric resources of the Pick-Sloan Missouri Basin ProgramEastern Division (P-SMBPED) beyond December 31, 2020, when Western's Firm Electric Service contracts associated with the current marketing plan will expire. The proposed 2021 PMI extends the current P-SMBPED marketing plan, with amendments to the contract term and resource pools marketing plan principles. The comment period for the proposed 2021 PMI ended on May 4, 2011. Western received a comment requesting additional time to supplement comments on the proposed 2021 PMI. This Federal Register notice re-opens the written comment period for the proposed 2021 PMI until September 6, 2011.
Post-2014 Resource Pool; Loveland Area Projects, Proposed Power Allocation
Western Area Power Administration (Western), a Federal power marketing agency within the Department of Energy, has announced its Post-2014-Loveland Area Projects (LAP) Resource Pool Proposed Power Allocation developed under the requirements of the Power Marketing Initiative of Western's Energy Planning and Management Program (Program). Western notified the public of allocation procedures and called for applications on December 17, 2010. Applications were accepted at Western's Rocky Mountain Customer Service Region until 4 p.m. MST, March 4, 2011. Review of the applications received resulted in this Notice of Proposed Power Allocation.
Notice of Intent To Prepare an Environmental Impact Statement and to Conduct Scoping Meetings; Proposed Wilton IV Wind Energy Center Project, North Dakota
NextEra Energy Resources (NextEra) applied to interconnect its proposed 99-megawatt (MW) Wilton IV Wind Energy Center Project (Project) with Western Area Power Administration's (Western) existing Hilken Switching Station in Burleigh County, North Dakota. The proposed Project would consist of up to 62 1.6-MW wind turbine generators and associated infrastructure located across approximately 15,725 acres of land in Burleigh County, about 20 miles north of Bismarck. In addition to constructing and operating the above proposed Project, NextEra has requested to operate its nearby existing Wilton I (also known as Burleigh), Wilton II, and Baldwin Wind Energy Center projects at levels exceeding 50 average annual MW, when wind conditions warrant. Western will prepare an environmental impact statement (EIS) on NextEra's proposal to interconnect their Project and to operate its existing projects above 50 average annual MW in accordance with the National Environmental Protection Act (NEPA), U.S. Department of Energy (DOE) NEPA Implementing Procedures, and the Council on Environmental Quality (CEQ) regulations for implementing NEPA. Portions of NextEra's proposed Project may affect floodplains and wetlands, so this Notice of Intent (NOI) also serves as a notice of proposed floodplain or wetland action in accordance with DOE floodplain and wetland environmental review requirements.

Revision to the Final Principles of Integrated Resource Planning for Use in Resource Acquisition and Transmission Planning
Western Area Power Administration (Western) published proposed Principles for Integrated Resource planning (IRP) for use in its acquisition of resources (supply-side and demand-side) and transmission planning in the Federal Register on December 6, 1994. After considering public comments on the proposed principles, Western adopted the Final Principles of IRP under which project-specific resource acquisition and transmission planning principles would be developed. The Final Principles of IRP were published in the Federal Register on June 9, 1995, and became effective on July 10, 1995. Through this notice, Western is requesting comments on the proposed Western-wide evaluation criteria and procedures that Western will use for future resource acquisitions instead of the current principle, which calls for developing project-by-project criteria. Western is also requesting comments on its proposal to eliminate the transmission planning principles set forth in the Final Principles of IRP.

Desert Southwest Customer Service Region-Rate Order No. WAPA-152
This action is to temporarily extend the existing NITS formula rates for the Parker-Davis Project (P-DP), and the Pacific Northwest/ Pacific Southwest Intertie Project (Intertie) and Ancillary Services Rates for Western Area Lower Colorado (WALC) Balancing Authority through September 30, 2013. The existing NITS and Ancillary Services formula rates expire on June 30, 2011.
Application of the Energy Planning and Management Program Power Marketing Initiative to the Boulder Canyon Project
The Western Area Power Administration (Western), a Federal power marketing agency of the Department of Energy (DOE), will apply the Energy Planning and Management Program (Program) Power Marketing Initiative (PMI), as modified in this notice, to the Boulder Canyon Project (BCP), as proposed in a Federal Register notice (FRN) published on November 20, 2009. As a result, Western will extend a major percentage of the marketable capacity and energy to existing BCP customers. The remaining marketable resource shall form a resource pool that shall be marketed by Western to eligible customers by means of a public process. Western has determined that all BCP electric service contracts resulting from this effort shall have a term of thirty (30) years commencing October 1, 2017. Western is also making new proposals relative to the BCP remarketing effort including marketable capacity and energy, a resource pool percentage, and excess energy provisions, as described in this notice. Western is accepting public comments on these proposals. All comments previously submitted in response to Western's November 20, 2009, notice will be considered in this process and are not required to be resubmitted.

The Western Area Power Administration (Western) is proposing to update its formula rates for the WALC Balancing Authority Ancillary Services as well as the formula rates for NITS on the P-DP and Intertie projects. Current formula rates, under Rate Schedules DSW-SD2, DSW-RS2, DSW-FR2, DSW-SPR2, DSW-SUR2, DSW-EI2 and PD-NTS2, and INT-NTS2 are set to expire June 30, 2011. Western is also proposing to add a new rate schedule, Rate Schedule DSW-GI1, for Generator Imbalance (GI) Service. Western is proposing these rates to meet evolving and expanding transmission system and ancillary services requirements. Western has prepared a brochure that provides detailed information on the proposed rates to all interested parties. The proposed rates, under Rate Schedules-DSW-SD3, DSW-RS3, DSW-FR3, DSW-SPR3, DSW-SUR3, DSW-EI3, DSW- GI1, PD-NTS3, and INT-NTS3 would go into effect on October 1, 2011, and would remain in effect through September 30, 2016, or until superseded.\1\ The new rate schedule for GI Service, under Rate Schedule DSW-GI1, would go into effect and coincide with the other ancillary service rates in this rate order. Publication of this Federal Register notice begins the formal process for the proposed formula rates.
Boulder Canyon Project
The Western Area Power Administration (Western) is proposing an adjustment to the Boulder Canyon Project (BCP) electric service base charge and rates. The current base charge and rates expire September 30, 2011, under Rate Schedule BCP-F8. The current base charge is not sufficient to cover all annual costs including operation, maintenance, replacements, and interest expense, and to repay investment obligations within the required period. The proposed base charge will provide sufficient revenue to cover all annual costs and to repay investment obligations within the allowable period. A detailed rate package that identifies the reasons for the base charge and rates adjustment will be available in March 2011. The proposed base charge and rates are scheduled to become effective on October 1, 2011, and will remain in effect through September 30, 2012. This Federal Register notice initiates the formal process for the proposed base charge and rates.
Loveland Area Projects-Western Area Colorado Missouri Balancing Authority-Rate Order No. WAPA-155
The Western Area Power Administration (Western) is proposing to update its Loveland Area Projects (LAP) Transmission and Western Area Colorado Missouri (WACM) Balancing Authority Ancillary Services formula rates. Current formula rates, under Rate Schedules L-FPT1, L- NFPT1, L-NT1, L-AS1, L-AS2, L-AS3, L-AS4, L-AS5, L-AS6 and L-AS7, have been extended and will expire on February 28, 2013. Pursuant to Western's revised Open Access Transmission Tariff (OATT), which was effective December 1, 2009, Western is also proposing new formula rates for Generator Imbalance Service and Unreserved Use Penalties. Western has prepared a brochure that provides detailed information on the proposed formula rates to all interested parties. If adopted, the proposed formula rates, under Rate Schedules L-FPT1, L-NFPT1, L-NT1, L- AS1, L-AS2, L-AS3, L-AS4, L-AS5, L-AS6, L-AS7, L-AS9 and L-AS10, would be in effect from October 1, 2011, through September 30, 2016, or until superseded. Interconnection of the Proposed Hyde County Wind Energy Center Project (DOE/EIS-0461), and Proposed Crowned Ridge Wind Energy Center Project (DOE/EIS-0462)
Western Area Power Administration (Western) published separate Notices of Intent to prepare environmental impact statements (EISs) for the Hyde County Wind Energy Center Project and the Crowned Ridge Wind Energy Center Project in the Federal Register on November 30, 2010. Both Notices of Intent specified a 45-day public scoping period, which would end on January 14, 2011. Western received a request for an extension of the public scoping period deadline to January 30, 2010, due to the holidays. Western is granting that request, and by this notice and local advertising is extending the formal scoping period to midnight Monday, January 31, 2011.
Loveland Area Projects/Western Area Colorado Missouri Balancing Authority-Rate Order No. WAPA-154
This action is being taken to temporarily extend the existing Loveland Area Projects (LAP) Transmission and Western Area Colorado Missouri Balancing Authority (WACM) Ancillary Services Formula Rates through February 28, 2013. The existing transmission and ancillary services formula rates will expire February 28, 2011, with the exception of the Regulation and Frequency Response Service formula rate which expires May 31, 2011.
Central Arizona Project-Rate Order No. WAPA-153
This action is to extend the existing Central Arizona Project (CAP) formula rates through December 31, 2012. The existing Transmission Service Formula Rate Schedules CAP-FT2, CAP-NFT2, and CAP- NITS2 expire on December 31, 2010. These Transmission Service Rate Schedules contain formula rates that are recalculated from annual updated financial and load data.
Notice of Intent To Prepare an Environmental Impact Statement for the TransWest Express 600 kV Direct Current Transmission Project in Wyoming, Colorado, Utah, and Nevada (DOE/EIS-0450), and Notice of Potential for Land Use Plan Amendments
The Bureau of Land Management (BLM) Wyoming State Office, Cheyenne, Wyoming, intends to prepare an Environmental Impact Statement (EIS) analyzing the impacts of a right-of-way (ROW) application for the TransWest Express 600-kilovolt (kV) Direct Current Transmission Project (Project) and potential land use plan amendments. The Western Area Power Administration (Western) is a joint lead agency with the BLM for the EIS preparation. Western is a power-marketing agency within the Department of Energy (DOE) and is proposing to jointly own the Project with TransWest Express, LLC. TransWest Express, LLC is a wholly-owned subsidiary of the Anschutz Corporation. The EIS will be prepared in accordance with the National Environmental Policy Act of 1969, as amended (NEPA).

The Western Area Power Administration (Western) is proposing new and revised formula rates and information for the following: Western power, the Central Valley Project (CVP) transmission, the California-Oregon Transmission Project (COTP) transmission, the Pacific Alternating Current Intertie (PACI) transmission, ancillary services, custom product power, and information on Path 15 transmission upgrade. In addition to these existing rates for services, Western also is proposing to implement two new rates and services: Unreserved Use Penalties and Generator Imbalance Services (GI). Western is not proposing any changes to its existing formula rate methodologies. The proposed rates will provide sufficient revenue to pay all annual costs including interest expense, investments, and aid to irrigation within the allowable time periods. Western's rate brochure providing detailed information on the proposed formula rates will be available January 11, 2011, to all interested parties upon request. The current rates for existing services expire on September 30, 2011.\1\ If approved, the proposed rates would become effective on October 1, 2011, and remain in effect through September 30, 2016, or until superseded by another rate schedule.
