Commission Information Collection Activities (FERC-915) Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission, FERC-915 (Public Utility Market-Based Rate Authorization HoldersRecords Retention Requirements), will be submitted to the Office of Management and Budget (OMB) for review. No Comments were received on the 60-day notice published on October 6, 2022.
Agency Information Collection Extension
The Department of Energy (DOE) invites public comment on a proposed collection of information that DOE is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. The information collection request, State Energy Program (SEP), was previously approved on August 31, 2020, under OMB Control Number 1910-5126 and its current expiration date is August 31, 2023. This ICR will include SEP Annual Appropriations and Infrastructure Investment and Jobs Act (IIJA). This ICR makes updates to the SEP reporting metrics to ensure the requested information can be shared on an annual basis with Congress.

Proposed Subsequent Arrangement

The Department is providing notice of a proposed subsequent arrangement under Article 6 paragraph 2 of the Agreement for Cooperation Between the Government of the United States of America and the Government of the Kingdom of Norway Concerning Peaceful Uses of Nuclear Energy.
Energy Conservation Program: Energy Conservation Standards for Commercial Warm Air Furnaces
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including commercial warm air furnaces (``CWAFs''). EPCA also requires the U.S. Department of Energy (``DOE'' or ``the Department'') to periodically review standards to determine whether more-stringent, amended standards would be technologically feasible and economically justified, and would result in significant additional energy savings. In the case of CWAFs, DOE has determined that it lacks clear and convincing evidence that amended energy conservation standards would be economically justified. As such, in this final determination, DOE has determined not to amend the energy conservation standards for CWAFs.
Energy Conservation Program: Test Procedures for Residential and Commercial Clothes Washers; Correction
On June 1, 2022, the U.S. Department of Energy (``DOE'' or ``the Department'') published a final rule amending DOE's clothes washer test procedures. This document corrects formatting and typographical errors and omissions in the regulatory text of that final rule. Neither the errors and omissions nor the corrections in this document affect the substance of the rulemaking or any conclusions reached in support of the final rule.
Oil Pipeline Affiliate Committed Service
The Federal Energy Regulatory Commission (Commission) proposes to revise its policy for evaluating whether contractual committed transportation service complies with the Interstate Commerce Act where the only shipper to obtain the contractual committed service is the pipeline's affiliate. Specifically, in addition to those factors the Commission has considered in the past, the Commission proposes to evaluate the rate and non-rate terms offered in the open season to ensure they were not structured to favor the pipeline's affiliate and to exclude nonaffiliates.

Notice of Request for Information (RFI) regarding Preparing Workers and Businesses To Deliver Energy Efficiency and Residential Building Electrification Measures
The U.S. Department of Energy's (DOE) Office of State and Community Energy Programs (SCEP) invites public input for its Request for Information (RFI) number DE-FOA-0002885 regarding the solicitation process and structure of future DOE Funding Opportunity Announcements (FOA) to fund the Energy Auditor and Career Skills Training (EAT and CST) grant programs, in accordance with the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL). This RFI also seeks public input on the State-Based Home Energy Efficiency Contractor Training program (Contractor Training Program), as set forth in the Inflation Reduction Act (IRA). The information collected from this RFI will be used by DOE for planning purposes to develop one or multiple potential FOAs related to these programs.

The U.S. Department of Energy (DOE) announces the publication of a Notice of Intent (NOI) to issue a Funding Opportunity Announcement (FOA) entitled ``Bipartisan Infrastructure Law: Clean Hydrogen Electrolysis, Manufacturing, and Recycling,'' in accordance with the Infrastructure Investment and Jobs Act also known as the Bipartisan Infrastructure Law (BIL). The anticipated FOA will support the broader government-wide approach to accelerate progress in clean hydrogen technologies and maximize the benefits of the clean energy transition as the nation works to curb the climate crisis, empower workers, and advance environmental justice.
Clean Energy for New Federal Buildings and Major Renovations of Federal Buildings
The Department of Energy (``DOE'') is publishing a supplemental notice of proposed rulemaking (``SNOPR'') to establish revised energy performance standards for the construction of new Federal buildings, including commercial buildings, multi-family high- rise residential buildings, and low-rise residential buildings per the Energy Conservation and Production Act (``ECPA''), as amended by the Energy Independence and Security Act (``EISA'') of 2007. This document presents an updated proposal with a new focus that accounts for the needs of Federal agencies and the goals of President Biden's Administration and responds to comments received on prior notice of proposed rulemaking (``NOPR'') and SNOPR documents. Consistent with the requirements of ECPA and EISA, this document presents revised Federal building energy performance standards that would require reductions in Federal agencies' on-site use of fossil fuels (which include coal, petroleum, natural gas, oil shales, bitumens, tar sands, and heavy oils) consistent with the targets of ECPA and EISA and provides processes by which agencies can petition DOE for the downward adjustment of said targets for buildings.
