Integrated System, Sam Rayburn Dam and Robert D. Willis Rate Schedules
The Administrator, Southwestern Power Administration (Southwestern), is proposing a two-year extension to the currently approved rate schedules for the Integrated System, the Sam Rayburn Dam, and the Robert Douglas Willis Hydropower Project (Robert D. Willis) for the period October 1, 2019 to September 30, 2021. Southwestern's current Integrated System rate schedules (P-13A, NFTS-13A, and EE-13), Sam Rayburn Dam rate schedule (SRD-15), and Robert D. Willis rate schedule (RDW-15) are set to expire September 30, 2019.

Energy Conservation Program: Decision and Order Granting a Waiver to Beghelli From the Department of Energy Illuminated Exit Sign Test Procedure
The U.S. Department of Energy (``DOE'') gives notice of a Decision and Order (Case Number 2018-007) that grants to Beghelli North America (``Beghelli'') a waiver from specified portions of the DOE test procedure for determining the energy consumption of specified basic models of illuminated exit signs. Beghelli is required to test and rate the specified basic models in accordance with the alternate test procedure set forth in the Decision and Order.
Cameron LNG, LLC; Application for Blanket Authorization To Export Previously Imported Liquefied Natural Gas on a Short-Term Basis to Non-Free Trade Agreement Countries
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on May 23, 2019, by Cameron LNG, LLC (Cameron LNG), requesting blanket authorization to export liquefied natural gas (LNG) previously imported into the United States from foreign sources in an amount up to the equivalent of 2 billion cubic feet (Bcf) of natural gas on a short-term or spot market basis for a two-year period commencing no later than October 1, 2019. Cameron LNG seeks to export the LNG from the Cameron LNG Terminal located in Cameron and Calcasieu Parishes, Louisiana, to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy (non-FTA countries). The Application was filed under section 3 of the Natural Gas Act (NGA). In the portion of the Application subject to this Notice, Freeport LNG seeks to export the LNG from the Freeport LNG Terminal owned by Freeport LNG, on Quintana Island, Texas, to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy (non-FTA countries). International Energy Agency Meetings
The Industry Advisory Board (IAB) to the International Energy Agency (IEA) will meet on June 26-27, 2019, at the French Ministry of Foreign Affairs, 27 rue de la Convention, 75015 Paris, France, in connection with a joint meeting of the IEA's Standing Group on Emergency Questions (SEQ) and the IEA's Standing Group on the Oil Market (SOM) which is scheduled at the same time.
Energy Conservation Program: Energy Conservation Standards for Distribution Transformers
The U.S. Department of Energy (``DOE'') is initiating an effort to determine whether to amend the current energy conservation standards for distribution transformers. Under the Energy Policy and Conservation Act of 1975, as amended, DOE must review these standards at least once every six years and publish either a notice of proposed rulemaking (``NOPR'') to propose new standards for distribution transformers or a notice of determination that the existing standards do not need to be amended. This request for information (``RFI'') solicits information from the public to help DOE determine whether amended standards for distribution transformers would result in significant energy savings and whether such standards would be technologically feasible and economically justified. DOE welcomes written comments from the public on any subject within the scope of this document (including topics not raised in this RFI).

Agency Information Collection Extension
The Department of Energy (DOE) pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, an information collection request with the Office of Management and Budget (OMB). The collections in this package are applicable to contract management in DOE, collected by DOE to monitor and manage the safety performance of its contractors and to fulfill federal reporting requirements. The information obtained from DOE contractors is used by Department management at the appropriate levels to manage the work pertaining to environment, safety and health throughout DOE and will include automated reporting of information into the following systems: Computerized Accident/Incident Reporting System (CAIRS); Occurrence Reporting and Processing System (ORPS); Noncompliance Tracking System (NTS); Radiation Exposure Monitoring System (REMS); Annual Fire Protection Summary Application; Safety Basis Information System; and Lessons Learned System.
