PG&E requests that the Commission declare that the California State Water Resources Control Board has waived its authority to issue a VerDate Sep<11>2014 17:00 Jun 11, 2019 Jkt 247001 certification for the Kilarc-Cow Creek Project under Section 401 of the Clean Water Act, 33 U.S.C. 1341(a)(1), as more fully explained in the petition. Any person desiring to intervene or to protest this filing must file in accordance with Rules 211 and 214 of the Commission’s Rules of Practice and Procedure, 18 CFR 385.211, 385.214.     Take notice that on May 15, 2019, Pacific Gas and Electric Company 
(PG&E or Petitioner), applicant for the Kilarc-Cow Creek Project No. 
606, filed a petition for declaratory order (petition) pursuant to Rule
