Notice of Intent To Grant Exclusive License
This notice is issued in accordance with 35 U.S.C. 209(c)(1) and 37 CFR 404.7(a)(1)(i). NETL hereby gives notice of its intent to grant an exclusive license to practice the inventions described and claimed in U.S. Patent Application Numbers 61/831,251 and 61/831,256, entitled ``Method for continuous synthesis of pyrochlore catalyst powders'' and ``Process for continuous synthesis of mixed oxide powders,'' respectively, to Pyrochem Catalyst Company, having its principal place of business in New Brighton, PA. The inventions are owned by United States of America, as represented by the Department of Energy. The prospective exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.

Agency Information Collection Extension
The Department of Energy (DOE), pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, an information collection request with the Office of Management and Budget (OMB). Comments are invited on: (a) Whether the extended collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
Appliance Standards and Rulemaking Federal Advisory Committee (ASRAC)-Central Air Conditioner Regional Standards Enforcement Working Group
This notice announces open meetings for the Central Air Conditioner Regional Standards Enforcement Working Group (RSE Working Group). The purpose of the working group will be to discuss and, if possible, reach consensus on a proposed rule for the enforcement of regional energy efficiency standards for split-system and single package air conditioners, as authorized by the Energy Policy and Conservation Act (EPCA) of 1975, as amended.
Notice of Intent To Prepare an Environmental Impact Statement and To Conduct Public Scoping Meetings, and Notice of Floodplains and Wetlands Involvement; New England Clean Power Link Project
The Department of Energy (DOE) announces its intent to prepare an environmental impact statement (EIS) to assess the potential environmental impacts from its proposed federal action of granting a Presidential permit to Champlain VT, LLC, doing business as TDI-New England (TDI-NE; the Applicant), to construct, operate, maintain, and connect a new electric transmission line across the U.S.-Canada border in northern Vermont. The New England Clean Power Link Environmental Impact Statement (DOE/EIS-0503) will address potential environmental impacts from the proposed action and reasonable alternatives. The U.S. Army Corps of Engineers (USACE)New England District, the U.S. Environmental Protection Agency (EPA)Region 1 (New England), and the U.S. Coast Guard (USCG) are cooperating agencies in the preparation of the EIS. The purpose of this Notice of Intent (NOI) is to inform the public about the proposed action, announce public scoping meetings, and solicit public comments regarding the scope of the EIS. Because the proposed project would involve actions in floodplains and wetlands, in accordance with DOE regulations, the EIS will include a floodplain and wetland assessment.
Agency Information Collection Extension
EIA has submitted to the Office of Management and Budget (OMB) for clearance, a proposal for expanded collection of information under the provisions of the Paperwork Reduction Act of 1995, for Form EIA- 914, the Monthly Natural Gas Production Report (OMB-1905-0205). EIA requests a three-year extension of this collection with changes to accommodate the expanded Form EIA-914. The proposed data collection will expand the collection of monthly natural gas production from seven geographical areas to twenty-one, and will add collection of crude oil and lease condensate by American Petroleum Institute (API) gravity (crude oil and lease condensate will be collected as a single volume). The data collected will be used to obtain a more accurate and timely estimate of production of natural gas, crude oil, and lease condensate with much greater geographic detail. The proposed expansion of Form EIA-914 will be used by federal and state agencies, industry analysts, and the general public to more effectively monitor and assess natural gas, crude oil, and lease condensate supplies, and by Congress for legislative debate.

Quadrennial Energy Review: Notice of Deadline for Public Comments
At the direction of the President, the U.S. Department of Energy (DOE or Department), as the Secretariat for the Quadrennial Energy Review Task Force (QER) Task Force has convened public meetings to discuss and receive comments on issues related to the Quadrennial Energy Review this year. The DOE has also been taking written comments on the QER by email and postal mail. In order to allow enough time to consider public comments for the QER Report, the deadline for written public comments for the QER Report is October 10, 2014.
Proposed Agency Information Collection
In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507(a)(1)(D), the Federal Energy Regulatory Commission (Commission or FERC) is submitting the information collection in Docket No. RD14-5-000 to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission issued a Notice in the Federal Register (79 FR 27588, 5/ 14/2014) requesting public comments. FERC received no comments in response to that notice and has made this notation in its submission to OMB.
Agency Information Collection Extension
Western Area Power Administration (Western), an agency within the Department of Energy (DOE), has submitted an extension to an existing Information Collection Request (ICR) to the Office of Management and Budget (OMB) for review, comment and approval, as required under the Paperwork Reduction Act of 1995. The ICR seeks a 3- year extension for Western's Applicant Profile Data form (APD), OMB Control No. 1910-5136. The ICR described below identifies the request, including the anticipated public burdens. The ICR is necessary for the proper performance of Western's functions. Western markets a limited amount of Federal power. Due to the high demand for Western's power and limited amount of available power, Western needs to be able to collect information under the ICR to evaluate who will receive an allocation. This public process only determines the information Western will collect in its ICR. The actual allocation of Federal power will be done through a separate process and is outside the scope of this notice.
Commission Information Collection Activities (FERC-510 and FERC-549B) Comment Request
In compliance with the requirements of the Paperwork Reduction Act of 1995, 44 USC 3507(a)(1)(D), the Federal Energy Regulatory Commission (Commission or FERC) is submitting its information collection FERC-510 (Application for Surrender of Hydropower License) and FERC-549B (Gas Pipeline Rates: Capacity Reports and Index of Customers) to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission previously issued notices in the Federal Register for FERC-510 (79 FR 32925, 6/9/2014) and FERC-549B (79 FR 32929, 6/9/2014) requesting public comments. The Commission received no comments on these collections and is making this notation in its submittal to OMB.

Decision and Order Denying a Waiver to Felix Storch, Inc. (FSI) From the Department of Energy Residential Refrigerator and Refrigerator-Freezer Test Procedures
The U.S. Department of Energy (DOE) gives notice of its decision and order (Case No. RF-038) denying Felix Storch, Inc. a waiver from the DOE electric refrigerator and refrigerator-freezer test procedures used for determining the energy consumption of residential refrigerator-freezers for the basic models set forth in its petition for waiver. The decision and order continues to require that the currently applicable DOE test procedure be used when testing the company's Keg Beer Coolers, Assisted Living Refrigerator-freezers and Ultra-Compact Hotel Refrigerators.
Request for Information on Landscape Design for Sustainable Bioenergy Systems
The U.S. Department of Energy (DOE) invites public comment on its Request for Information (RFI) regarding Landscape Design for Sustainable Bioenergy Systems. The purpose of this RFI is to solicit feedback from bioenergy stakeholders on landscape design approaches that integrate cellulosic bioenergy feedstock production into existing agricultural and forestry systems while maintaining or enhancing environmental and socio- economic sustainability including ecosystem services and food, feed, and fiber production.
