In accordance with the National
Environmental Policy Act of 1969
(NEPA) and the Federal Energy
Regulatory Commission’s (Commission
or FERC) regulations, 18 CFR pt. 380,
the Office of Energy Projects has
reviewed Lockhart Power Company,
Inc.’s application for license for the
Riverdale Hydroelectric Project (FERC
Project No. 13590–001), located on the
Enoree River, near the town of Enoree,
in Spartanburg and Laurens Counties,
South Carolina. The project does not
occupy federal lands.
Staff prepared a final environmental
assessment (FEA), which analyzes the
potential environmental effects of
licensing the project, and concludes that
licensing the project, with appropriate
environmental protective measures,
would not constitute a major federal
action that would significantly affect the
quality of the human environment.
A copy of the FEA is available for
review at the Commission in the Public
Reference Room or may be viewed on
the Commission’s Web site at https://

ANR Pipeline Company; Notice of
Intent To Prepare an Environmental
Assessment for the Proposed Sulphur
Springs Compression Project and
Request for Comments on
Environmental Issues
August 15, 2014.
The staff of the Federal Energy
Regulatory Commission (FERC or
Commission) will prepare an
environmental assessment (EA) that will
discuss the environmental impacts of
the Sulphur Springs Compression
Project involving construction and
operation of facilities by ANR Pipeline
Company (ANR) in Henry County,
Indiana. The Commission will use this
EA in its decision-making process to
determine whether the project is in the
public convenience and necessity.
This notice announces the opening of
the scoping process the Commission
will use to gather input from the public
and interested agencies on the project.
Your input will help the Commission
staff determine what issues they need to
evaluate in the EA. Please note that the
scoping period will close on September
15, 2014.
This notice is being sent to the
Commission’s current environmental
mailing list for this project. State and
local government representatives should
notify their constituents of this
proposed project and encourage them to
comment on their areas of concern.
ANR provided landowners with a fact
sheet prepared by the FERC entitled
‘‘An Interstate Natural Gas Facility On
My Land? What Do I Need To Know?’’
This fact sheet addresses a number of
typically-asked questions, including the
use of eminent domain and how to
participate in the Commission’s
proceedings. It is also available for
viewing on the FERC Web site
(www.ferc.gov).
Summary of the Proposed Project
ANR proposes to construct and
operate one new compressor unit and
appurtenant facilities at its existing
Sulphur Springs Compressor Station in
Henry County, Indiana. The Sulphur
Springs Compression Project would
provide about 133.6 million standard
cubic feet of natural gas per day to
ANR’s wholly owned portion of the
Lebanon Lateral which connects the
Glen Karn meter facilities in Darke
County, Ohio to the Sulphur Springs
Compressor Station.
