2015 Resource Pool-Sierra Nevada Customer Service Region
The Western Area Power Administration (Western), a Federal power marketing administration of the Department of Energy (DOE), published its 2004 Power Marketing Plan (Marketing Plan) for the Sierra Nevada Customer Service Region (SNR) in the Federal Register on June 25, 1999. The Marketing Plan specifies the terms and conditions under which Western will market power from the Central Valley Project (CVP) and the Washoe Project beginning January 1, 2005, and continuing through December 31, 2024. The Marketing Plan provided for a portion of SNR's resources to be reallocated through a 2015 Resource Pool. On June 3, 2009, Western published a Call for 2015 Resource Pool Applications. On September 28, 2009, Western published a Notice of Extension to file applications. This notice announces Western's proposed allocations of power from the 2015 Resource Pool.
Request for Information Regarding Workplace Substance Abuse Programs for Department of Energy Contractors
The Department of Energy (DOE or the Department) requests information and comments on issues related to workplace substance abuse programs for its contractor employees. Specifically, the Department solicits comment and information on the addition of anabolic steroids and other drugs to its randomized drug testing program; the availability of analytical testing methods for anabolic steroids; whether alcohol and certain prescription and over-the-counter medications and/or supplements should be added to the substance abuse program; whether medical review officers should obtain and maintain certification; and other pertinent subjects. The information received in response to this request will assist DOE in determining the appropriate course of action in developing an amendment to the current substance abuse program for its contractor and subcontractor employees.
Pipeline Posting Requirements Under Section 23 of the Natural Gas Act
The Federal Energy Regulatory Commission clarifies its regulations requiring major non-interstate pipelines to post daily scheduled volume information and other data for certain points, as well as its regulations requiring interstate pipelines to post information regarding the provision of no-notice service. These modifications include establishing the compliance deadline for major non-interstate pipelines after the effective date of this rule and clarifying the requirement for interstate pipelines to update posted no-notice service volumes.

Update of the Federal Energy Regulatory Commission's Fees Schedule for Annual Charges for the Use of Government Lands
In accordance with the Commission's regulations, the Commission by its designee, the Executive Director, is updating its schedule of fees for the use of government lands. The yearly update is based on the most recent schedule of fees for the use of linear rights- of-way prepared by the United States Forest Service. Since the next fiscal year will cover the period from October 1, 2009 through September 30, 2010 the fees in this rule will become effective October 1, 2010. The fees will apply to fiscal year 2010 annual charges for the use of government lands.

Western is evaluating a proposal which would create a new transmission path on the Parker-Davis Project (P-DP) that could facilitate the transmission of renewable generation, and is seeking interest from any entity or entities desiring to purchase Long- Term Firm Transmission Service to deliver such renewable generation over the P-DP transmission system.

Technical Corrections to Commission's Regulations
The Commission is issuing this Final Rule to make minor changes to its regulations. This Final Rule revises a number of references that have become outdated for various reasons. Generally, these changes add or delete language in the current regulations that: Eliminate obsolete information; incorporate by reference updated electronic filing options; and correct incorrect cites.

Amended Record of Decision for the Decommissioning of Eight Surplus Production Reactors at the Hanford Site, Richland, WA
The Department of Energy (DOE) is amending its initial Record of Decision (ROD) issued September 16, 1993 (58 Federal Register (FR) 48509), pursuant to the Final Environmental Impact Statement on Decommissioning of Eight Surplus Production Reactors at the Hanford Site, Richland, WA (Surplus Production Reactors Final EIS) (DOE/EIS- 0119F, December 1992). The Surplus Production Reactors Final EIS evaluated the potential environmental impacts, benefits and costs, and institutional and programmatic needs associated with the decommissioning of eight surplus production reactors at the Hanford Site.

In this order, the Commission grants several requests for rehearing of Order No. 729-A, which, inter alia, provided clarification of the implementation timeline for the six Modeling Data, and Analysis Reliability Standards submitted by the North American Electric Reliability Corporation and approved by the Commission in Order No. 729. As discussed below, the Commission grants rehearing on the implementation timeline. In addition, the Commission is revising the implementation deadline for compliance with the related North American Energy Standards Board business practice standards incorporated by reference in Order No. 676-E, so that the deadlines for compliance with the requirements of Order Nos. 729 and 676-E remain consistent.
Implementing the National Broadband Plan; Comment Period Extension
On May 11, 2010, the Department of Energy (DOE) published in the Federal Register two requests for information (RFI) regarding the implementation of the National Broadband Policy. The comment period on the RFIs closed on July 12, 2010, and reply comments are due on July 26, 2010. This notice announces that the period for submitting reply comments is extended to August 9, 2010.
Production Incentives for Cellulosic Biofuels: Notice of Program Intent
The Department of Energy (DOE) today gives notice that the Office of Biomass Program, in the Office of Energy Efficiency and Renewable Energy, intends to conduct a Reverse Auction pursuant to section 942 of the Energy Policy Act of 2005 (EPAct 2005). Through this notice, biofuels producers and other interested parties are invited to submit pre-auction eligibility information in accordance with the process described below.
