Contract Reporting Requirements of Intrastate Natural Gas Companies
The Federal Energy Regulatory Commission is considering whether to revise its contract reporting requirements for those natural gas pipelines that fall under the Commission's jurisdiction pursuant to section 311 of the Natural Gas Policy Act of 1978 or section 1(c) of the Natural Gas Act. This Notice of Inquiry will assist the Commission in determining what changes, if any, should be made to its regulations.
Questions Concerning Technology Transfer Practices at DOE Laboratories
DOE hereby publishes the following questions concerning technology practices at DOE laboratories. Interested parties are requested to answer some or all of the questions at their discretion. In answering the questions parties are requested to identify whether they represent a large business (> 500 employees), a small business, a non-profit organization, a university, or other.
Western Electricity Coordinating Council Regional Reliability Standard Regarding Automatic Time Error Correction
Pursuant to section 215(d)(2) of the Federal Power Act (FPA), the Federal Energy Regulatory Commission proposes to approve a regional Reliability Standard, BAL-004-WECC-01 (Automatic Time Error Correction), submitted to the Commission by the North American Electric Reliability Corporation (NERC). As a separate action, pursuant to section 215(d)(5) of the FPA, the Commission proposes to direct WECC to develop several modifications to the regional Reliability Standard. The proposed regional Reliability Standard would require balancing authorities within the Western Interconnection to maintain interconnection frequency within a predefined frequency profile and ensure that time error corrections are effectively conducted in a manner that does not adversely affect the reliability of the Interconnection.
Electric Reliability Organization Interpretations of Specific Requirements of Frequency Response and Bias and Voltage and Reactive Control Reliability Standards
Pursuant to section 215 of the Federal Power Act, the Federal Energy Regulatory Commission proposes to: approve NERC's proposed interpretation of certain specific requirements of one Commission- approved Reliability Standard, BAL-003-0, Frequency Response and Bias; and remand NERC's proposed interpretation of VAR-001-1, Voltage and Reactive Control, for reconsideration consistent with this rulemaking.
Fuel Retention Practices of Natural Gas Companies
The Federal Energy Regulatory Commission is terminating its notice of inquiry regarding its policy on the in-kind recovery of fuel and lost and unaccounted-for gas by natural gas pipeline companies and will consider any changes to the application of such policy in individual cases.

Solicitation of Interest for Transmission Line Projects Under EPAct05 Section 1222 Associated With Renewable Generation Sources
The United States Department of Energy (DOE or Department), acting through the Western Area Power Administration (Western), a power marketing administration within the Department, is seeking Statements of Interest (SOIs) from entities that are interested in providing contributed funds for Western's participation in the upgrade of Western's existing transmission facilities or the construction of new transmission line projects in the states in which Western operates. The purpose of the request for SOIs is to identify potential projects which would facilitate the transmission of wind generation or other renewable generation sources to load centers under the authority granted the Secretary of Energy in section 1222 of the Energy Policy Act of 2005 (EPAct05) (Pub. L. 109-58; 119 Stat. 952).

Advanced Technology Vehicles Manufacturing Loan Program (ATVMLP)
The U.S. Department of Energy (DOE) is in the process of accepting applications for loans for its Advanced Technology Vehicles Manufacturing Incentive Program; therefore, the agency will be hosting two public meetings for the purpose of addressing inquiries from potential loan applicants regarding the ATVMLP's Interim Final Rule as published in the Federal Register, 73 FR 66721, on November 12, 2008. Details of the ATVMLP can be found at https://www.atvmloan.energy.gov/. The first tranche of loan applications are due to the agency on or before December 31, 2008. Thereafter, applications will be due at the end of each calendar quarter. Meeting highlights and frequently asked questions will be posted to the ATVMLP Web site following each meeting.
