This notice has been withdrawn. A new 30-day notice will be published. Application Deadline for Fiscal Year (FY) 2014; Small, Rural School Achievement Program
Under the Small, Rural School Achievement (SRSA) program, the U.S. Department of Education (Department) awards grants on a formula basis to eligible local educational agencies (LEAs) to address the unique needs of rural school districts. In this notice, we establish the deadline for submission of fiscal year (FY) 2014 SRSA grant applications. An eligible LEA that is required to submit an application must do so electronically by the deadline in this notice.
Proposed Priority-Technical Assistance on State Data Collection-IDEA Fiscal Data Center
The Assistant Secretary for Special Education and Rehabilitative Services proposes a funding priority under the Technical Assistance (TA) on State Data Collection program. The Assistant Secretary may use this proposed priority for competitions in fiscal year (FY) 2014 and later years. Proposed Waiver and Extension of the Project Period for the Training and Advisory Services-Equity Assistance Centers Program
For 36-month projects funded in fiscal year (FY) 2011 under the Training and Advisory ServicesEquity Assistance Centers (EACs) program, the Secretary proposes to waive the requirements in 34 CFR 75.261(c)(2), which prohibits the extension of project periods involving the obligation of additional Federal funds. The Secretary also proposes to extend the project period of these grants for up to an additional 24 months. This would enable the 10 current EAC grantees to continue to receive Federal funding annually for project periods through FY 2015 and possibly through FY 2016. Further, the waiver and extension, as proposed, would mean that we would not announce a new competition or make new awards in FY 2014. We intend to announce a new competition in either FY 2015 or FY 2016.

Request for Information on Adoption of Career Pathways Approaches for the Delivery of Education, Training, Employment, and Human Services
Through this Request for Information (RFI), the Departments of Education (ED), Health and Human Services (HHS), and Labor (DOL) (the Departments) seek to further support the development of high-quality career pathways systems by jointly soliciting information and recommendations from a broad array of stakeholders in the public and private sectors, as well as in State, regional, tribal, and local areas. The Departments will analyze the career pathways information collected from the RFI to: (1) Inform and coordinate policy development, strategic investments, and technical assistance activities; and (2) improve coordination of Federal policy development with investments at the State, tribal and local levels.

We take this action to focus research attention on areas of national need. We intend to use this priority to improve rehabilitation services and outcomes for individuals with disabilities.
Proposed Priorities-National Institute on Disability and Rehabilitation Research-Rehabilitation Research and Training Centers
The Assistant Secretary for Special Education and Rehabilitative Services proposes two priorities for the Rehabilitation Research and Training Center (RRTC) Program administered by the National Institute on Disability and Rehabilitation Research (NIDRR). Specifically, this notice proposes priorities for an RRTC on Transition to Employment for Youth and Young Adults with Serious Mental Health Conditions and Community Living and Participation of Youth and Young Adults with Serious Mental Health Conditions. This RRTC will be jointly funded by NIDRR and the Substance Abuse Mental Health Services Administration (SAMHSA). We take this action to focus research attention on an area of national need. We intend these priorities to contribute to improved outcomes in the transition to employment and in community living and participation of youth and young adults with serious mental health conditions and psychiatric disabilities.
Applications for New Awards; Advanced Placement (AP) Test Fee Program; Correction
On March 24, 2014, the Office of Elementary and Secondary Education of the U.S. Department of Education (ED) published in the Federal Register (79 FR 15975) a notice inviting applications for new awards for fiscal year (FY) 2014 for the AP Test Fee program that included a summary of exam costs with an incorrect amount for the exams administered by the International Baccalaureate Organization. This notice corrects the maximum amount the Department would pay an SEA towards the costs of the exams administered by the International Baccalaureate Organization.

Reopening the Application for Title V Eligibility Designation for Fiscal Year 2014; Promoting Postbaccalaureate Opportunities for Hispanic Americans Program (PPOHA)
In this notice, the Department announces the reopening of the period for submitting an application for a designation of eligibility under the PPOHA program by those institutions that intend to apply for a grant under the PPOHA program to be announced later in 2014. The decision to hold a new competition for PPOHA was made after the FY 2014 Eligibility Notice deadline of March 7, 2014. The eligibility process is being reopened to allow institutions that have not yet applied for eligibility to submit applications. This limited reopening is intended to ensure that all potential applicants to the PPOHA program have the opportunity to submit applications for eligibility prior to the announcement of this competition. If you have already submitted an application for eligibility in response to the FY 2014 Eligibility Notice, you do not need to resubmit your application.

Negotiated Rulemaking Committee, Notice of Additional Committee Meeting-Title IV Federal Student Aid Programs, Program Integrity and Improvement
On November 20, 2013, we announced our intention to establish a negotiated rulemaking committee to prepare proposed regulations to address program integrity and improvement issues for the Federal Student Aid Programs authorized under Title IV of the Higher Education Act of 1965, as amended (HEA), (Title IV Federal Student Aid Programs). We also announced the schedule for three sessions of committee meetings. We now announce the addition of a fourth session, consisting of two days of committee meetings to focus on the development of proposed regulations to define ``adverse credit'' for borrowers in the Federal Direct PLUS Loan Program.

The Director of the Institute of Education Sciences (Institute) announces the Institute's FY 2015 competitions for grants to support education research and special education research. The Director takes this action under the Education Sciences Reform Act of 2002. The Institute's purpose in awarding these grants is to provide national leadership in expanding fundamental knowledge and understanding (1) of developmental and school readiness outcomes for infants and toddlers with or at risk for disability, and (2) of education outcomes for all students from early childhood education through postsecondary and adult education.
