Intent To Award Grantback Funds to the Pennsylvania Department of Education
Under section 459 of the General Education Provisions Act (GEPA), the Secretary of Education (Secretary) intends to repay to the Pennsylvania Department of Education (PDE) an amount that represents approximately 75 percent of the amount of funds recovered by the Department of Education (Department) under Title I, Part A and Title IV, Part A of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind Act (NCLB), Catalog of Federal Domestic Assistance (CFDA) number 84.010A. This notice describes PDE's plans for the use of the repaid funds and the terms and conditions under which the Secretary intends to make grantback funds available. This notice invites comments on the proposed grantback.

Program Integrity and Improvement
The Secretary proposes to delay, until July 1, 2020, the effective date of the final regulations entitled Program Integrity and Improvement published in the Federal Register on December 19, 2016 (the final regulations). The current effective date of the final regulations is July 1, 2018. The Secretary proposes the delay based on concerns recently raised by regulated parties and to ensure that there is adequate time to conduct negotiated rulemaking to reconsider the final regulations, and as necessary, develop revised regulations. The provisions for which the effective date is being delayed are listed in the SUPPLEMENTARY INFORMATION section of this document.

On April 25, 2018, the U.S. Department of Education (Department) published in the Federal Register a notice announcing the availability of funds and application deadlines for the Temporary Emergency Impact Aid for Displaced Students (Emergency Impact Aid) and the Assistance for Homeless Children and Youth programs under Division B, Subdivision 1, Title VIII, ``Hurricane Education Recovery,'' of Public Law 115-123, the ``Bipartisan Budget Act of 2018.'' This notice extends the original May 25, 2018 deadlines for State educational agency (SEA) transmittal of both applications to June 4, 2018. In addition, this notice extends the original May 15, 2018 deadline for local educational agencies (LEAs) to submit applications to SEAs under the Emergency Impact Aid program to May 25, 2018.
