National Advisory Committee on Institutional Quality and Integrity
This notice lists the members of the National Advisory Committee on Institutional Quality and Integrity (NACIQI). This notice is required under Section 114(e) (1) of the Higher Education Act of 1965, as amended (HEA).
Impact Aid Programs
The Secretary proposes to amend the Impact Aid Program regulations issued under title VIII of the Elementary and Secondary Education Act of 1965, as amended (ESEA or ``the Act''). The proposed regulations govern Impact Aid payments to local educational agencies (LEAs). The program, in general, provides assistance for maintenance and operations costs to LEAs that are affected by Federal activities. These proposed regulations would update, clarify, and improve the current regulations.

Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this notice to amend the systems of records entitled ``Debarment and Suspension Proceedings under Executive Order (EO) 12549, the Drug-Free Workplace Act, and the Federal Acquisition Regulation (FAR)'' (18-03- 01)(Debarment and Suspension Proceedings system) and ``Education's Central Automated Processing System (EDCAPS)'' (18-03-02). The Department deletes two systems of records entitled ``Receivables Management System'' (18-03-03) and the ``Travel Manager System'' (18- 03-05) from its existing inventory of systems of records subject to the Privacy Act. For the Debarment and Suspension Proceedings system, this notice updates the system location; the authority for maintenance of the system; the routine uses of records maintained in the system; the policies and practices for storing, retrieving, accessing, retaining, and disposing of records in the system (specifically the retention and disposal of system records); the safeguards that protect the records in the system; and the system managers and addresses. For the EDCAPS system, this notice updates the system location; the categories of individuals covered by the system; the categories of records in the system; the authority for maintenance of the system; purposes of the system; the routine uses of records maintained in the system; the policies and practices for storing, retrieving, accessing, retaining, and disposing of records in the system; and the system managers and addresses. The Department identifies the system of records ``Receivables Management System'' (18-03-03), as published in the Federal Register on June 4, 1999 (64 FR 30106, 30116-18) to be deleted because the records on individuals who are covered by this system of records are maintained in the Department's EDCAPS system of records (18-04-04). The Department also identifies the system of records ``Travel Manager System'' (18-03- 05), as published in the Federal Register on February 7, 2002 (67 FR 5908-10), to be deleted because the Department migrated to the General Services Administration's (GSA's) Contracted Travel Services Program on October 2, 2006, and consequently the Department's system has been replaced by the GSA's Government wide system of records notice entitled ``Contracted Travel Services Program'' (GSA/GOVT-4), as published in the Federal Register on June 3, 2009 (74 FR 26700-702).

Submission of Data by State Educational Agencies; Submission Dates for State Revenue and Expenditure Reports for Fiscal Year (FY) 2015, Revisions to Those Reports, and Revisions to Prior Fiscal Year Reports
The Secretary announces dates for State educational agencies (SEAs) to submit expenditure and revenue data and average daily attendance statistics on ED Form 2447 (the National Public Education Financial Survey (NPEFS)) for fiscal year (FY) 2015, revisions to those reports, and revisions to prior fiscal year reports. The Secretary sets these dates to ensure that data are available to serve as the basis for timely distribution of Federal funds. The U.S. Census Bureau is the data collection agent for this request of the Department of Education's National Center for Education Statistics (NCES). The data will be published by NCES and will be used by the Secretary in the calculation of allocations for FY 2017 appropriated funds.
Implementing Programs under Title I of the Elementary and Secondary Education Act
The Secretary of Education (Secretary) is soliciting advice and recommendations from interested parties prior to publishing proposed regulations to implement programs under title I of the Elementary and Secondary Education Act of 1965, as amended (title I). Programs under title I are designed to help disadvantaged children meet high academic standards. The Secretary invites advice and recommendations concerning topics for which regulations may be helpful to assist States, school districts, and schools to implement the new law. In addition, we will convene two regional meetings at which interested parties may provide additional advice and recommendations.
Negotiated Rulemaking Committee; Negotiator Nominations and Schedule of Committee Meetings-Borrower Defenses
On October 20, 2015, we announced our intention to establish a negotiated rulemaking committee to prepare proposed regulations for the Federal Student Aid programs authorized under title IV of the Higher Education Act of 1965, as amended (HEA), and solicited nominations for individual negotiators for the committee. We are requesting additional nominations for individual negotiators who represent specific stakeholder constituencies for the issues to be negotiated to serve on the committee.

Before compromising a claim, the Department must publish its intent to do so in the Federal Register and provide the public an opportunity to comment on this action.

The Deputy Director for Policy and Research, delegated the duties of the Director, of the Institute of Education Sciences (Institute) announces the Institute's intent to fund three additional grant awards under the Research Networks Focused on Critical Problems of Education Policy and Practice Program, specifically under the Supporting Early Learning from Preschool Through Early Elementary School Grades topic. The Institute takes this action because of the number of high-quality applications received and the fact that funding is available in fiscal year (FY) 2016 to support these additional grant awards. The Institute expects to use an estimated $1.8 million for the three additional awards in FY 2016.
