Proposed Priority-National Institute on Disability and Rehabilitation Research-Advanced Rehabilitation Research Training Program
The Assistant Secretary for Special Education and Rehabilitative Services proposes a priority for the Advanced Rehabilitation Research Training (ARRT) program under the Disability and Rehabilitation Research Projects and Centers Program administered by the National Institute on Disability and Rehabilitation Research (NIDRR). The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2013 and later years. We take this action to ensure that NIDRR's resources are appropriately allocated across the three outcome domains of individual well-beingcommunity living and participation, employment, and health and function. We intend this priority to strengthen the capacity of the disability and rehabilitation field to train qualified individuals, including individuals with disabilities, to conduct high-quality, advanced multidisciplinary rehabilitation research; and through this training contribute to improved outcomes for individuals with disabilities across the domains of community living and participation, employment, and health and function.
Final Priorities, Requirements, Definitions, and Selection Criteria-Investing in Innovation Fund
The Assistant Deputy Secretary for Innovation and Improvement announces priorities, requirements, definitions, and selection criteria under the Investing in Innovation Fund (i3). The Assistant Deputy Secretary may use one or more of these priorities, requirements, definitions, and selection criteria for competitions in fiscal year (FY) 2013 and later years. We clarify and redesign key aspects of the program by incorporating lessons learned from past i3 competitions. Specifically, we intend to improve the i3 program to better achieve its purposes and goal by making changes that will result in accelerating the identification of promising solutions to pressing challenges in K-12 public education, supporting the evaluation of the efficacy of such solutions, and developing new approaches to scaling effective practices to serve more students.

Historically Black College and University (HBCU) Capital Financing Program; Modification of Terms and Conditions of Gulf Hurricane Disaster Loans
The Secretary of Education (Secretary) is authorized to modify the terms and conditions of loans made to the following four institutions affected by Hurricanes Katrina and Rita under the Historically Black College and University (HBCU) Capital Financing Program: Dillard University, Southern University at New Orleans, Tougaloo College, and Xavier University. The loan modifications are required by statute to be on such terms as the Secretary, the Secretary of the Treasury, and the Director of the Office of Management and Budget (OMB) jointly determine are in the best interests of both the United States and the borrowers and necessary to mitigate the economic effects of the hurricanes, provided that the modifications do not result in any net cost to the Federal Government. This notice (1) establishes the terms and conditions of the loan modifications, (2) outlines the methodology undertaken and factors considered in evaluating the loan modifications, and (3) describes how the loan modifications do not result in any net cost to the Federal Government.

This document revises the preamble discussion to the October 29, 2010, final regulations in accordance with the remand in Association of Private Sector Colleges and Universities v. Duncan (D.C. Cir. 2012).
Annual Notice of Interest Rates of Federal Student Loans Made Under the Federal Family Education Loan Program
On January 25, 2013, the Chief Operating Officer for Federal Student Aid in the U.S. Department of Education published in the Federal Register (78 FR 5433) a notice announcing the interest rates for the period July 1, 2012, through June 30, 2013, for certain loans made under the Federal Family Education Loan Program. Under the Small, Rural School Achievement (SRSA) program, the U.S. Department of Education (Department) awards grants on a formula basis to eligible local educational agencies (LEAs) to address the unique needs of rural school districts. In this notice, we establish the deadline for submission of fiscal year (FY) 2013 SRSA grant applications. An eligible LEA that is required to submit an application must do so electronically by the deadline in this notice.

Rehabilitation Continuing Education Program (RCEP) for the Technical Assistance and Continuing Education Centers (TACE Centers); Proposed Extension of Project Period and Waiver
For 60-month projects initially funded in fiscal year (FY) 2008 under the Rehabilitation Continuing Education Program (RCEP) for the Technical Assistance and Continuing Education Centers (TACE Centers), the Secretary proposes to waive the requirements that generally prohibit project periods exceeding five years and extensions of project periods involving the obligation of additional Federal funds. The Secretary also proposes to extend project periods for one year or longer. The proposed extension and waiver would enable the currently funded TACE Centers to receive funding through September 30, 2014.

Extension of Deadline; Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP)-College Savings Account Research Demonstration Project
On January 23, 2013, we published in the Federal Register (78 FR 4838) a notice inviting applications for the GEAR UP College Savings Account Research Demonstration Project. The notice established March 11, 2013, as the deadline date for eligible applicants to apply for funding under the program. To allow applicants additional time to respond to program requirements regarding college savings accounts and financial counseling, we are extending the deadline date for transmittal of applications to May 1, 2013.

On February 26, 2013, the Office of Vocational and Adult Education in the U.S. Department of Education published in the Federal Register (78 FR 13030) a notice inviting applications for new awards for fiscal year (FY) 2013 for NACTEP. This notice corrects inconsistent deadlines given for transmittal of the applications. The correct deadline is March 28, 2013.

Specifically, this notice proposes a priority for a Rehabilitation Engineering Research Center (RERC) on each of: Rehabilitation Strategies, Techniques, and Interventions (priority 1); Information and Communication Technologies (priority 2); Individual Mobility and Manipulation (priority 3); and Physical Access and Transportation (priority 4). The Assistant Secretary may use one or more of these priorities for competitions in fiscal year (FY) 2013 and later years. We take this action to focus research attention on areas of national need. We intend the priorities to improve rehabilitation services and outcomes for individuals with disabilities.

Request for Information To Gather Technical Expertise Pertaining to the Identification and Placement of Native American Students Who Are English Learners in Language Instruction Educational Programs
The U.S. Department of Education (the Department) requests information about practices used to accurately identify Native American students in grades K-12 as English learners and to appropriately place these students in language instruction educational programs (LIEPs). The Department makes this request to help State educational agencies (SEAs), local educational agencies (LEAs), schools, tribes, and other interested entities identify, share, and implement practices for accurately identifying Native American students who are English learners.
