We will conduct a public meeting for interested parties to discuss and offer recommendations for improvements to student financial aid offer forms, as required by section 484 of the Higher Education Opportunity Act (HEOA). To inform the discussion at the public meeting, we invite written comments on how to improve the information to be included in financial aid offer forms. We announce the development of a Model Financial Aid Offer page on the Department of Education's Web site athttps://www.ed.gov/policy/ highered/guid/aid-offer/. This page presents information related to the Department's activities to carry out the HEOA requirement. This information includes sample financial aid award letter forms and award information for members of the public to respond to and comment upon through Regulations.gov.

We announce the submission date for the required submission to the Secretary by foreign graduate medical schools that participate in programs authorized under title IV of the Higher Education Act of 1965, as amended (the Title IV, HEA programs), of their students' scores on the U.S. Medical Licensing Examination (USMLE), and the school's citizenship rate (i.e., the percentage of its students and recent graduates who are not U.S. citizens, nationals, or eligible permanent residents) for calendar year 2010. Foreign graduate medical schools must submit scores on the USMLE, earned during calendar year 2010 by each student and recent graduate, on Step 1, Step 2Clinical Skills (Step 2-CS), and Step 2Clinical Knowledge (Step 2-CK), together with the dates the student has taken each test, including any failed tests. In addition, unless they are statutorily exempt, foreign graduate medical schools must submit a statement of the foreign graduate medical school's citizenship rate for 2010, together with a description of the methodology used in deriving the rate.

The Secretary intends to use the grant slate developed in FY 2010 for the TRTW Program authorized by Section 872 of the Higher Education Act of 1965, as amended (HEA), 20 U.S.C. 1161s, to make new grant awards in FY 2011. The Secretary takes this action because a significant number of high-quality applications remain on the FY 2010 grant slate and limited funding is available for new grant awards in FY 2011. Specifically, we expect to use an estimated $998,000 for new awards in FY 2011.

On April 1, 2011 (76 FR 18198) (Atlantis); March 29, 2011 (76 FR 17391) (U.S.-Brazil); and March 25, 2011 (76 FR 16743) (NAM), the Department published in the Federal Register notices inviting applications for new awards for each of the programs identified. On April 15, 2011, the President signed Public Law 112-10, the Department of Defense and Full-Year Continuing Appropriations Act, 2011, which substantially reduced funds available for the Department's Higher Education account. This account is the source of funding for grants in these programs under the Fund for the Improvement of Postsecondary Education. Therefore, no new grants will be made under the Atlantis, U.S.-Brazil, or NAM programs in FY 2011. As such, the Department withdraws these notices inviting applications for new awards for FY 2011.

On October 29, 2010, the Secretary published in the Federal Register (75 FR 66832) final regulations related to program integrity issues in the programs authorized under title IV of the Higher Education Act of 1965, as amended (HEA). Included in these regulations were changes to subpart E of part 668 of title 34 of the Code of Federal Regulations, which includes the Department's regulations for the verification of information submitted on a FAFSA by an applicant for financial assistance from the Federal student assistance programs authorized under title IV of the HEA. New Sec. 668.56(a) provides that for each award year the Secretary will publish in the Federal Register a notice announcing the FAFSA information that an institution and an applicant may be required to verify. New Sec. 668.57(d) further provides that if an applicant is selected to verify FAFSA information specified in the Federal Register notice, the applicant must provide the documentation that the Secretary has specified for that information in the Federal Register notice. Accordingly, through this notice, the Secretary announces the FAFSA information that an institution and an applicant may be required to verify and the acceptable documentation that an applicant must provide to an institution to verify such FAFSA information for the 2012-2013 award year, which is the first award year following the effective date of the regulations.

The U.S. Department of Education (the Department) requests comments on its preliminary plan for the retrospective analysis of its existing regulations as part of its implementation of Executive Order 13563 ``Improving Regulation and Regulatory Review.'' The purpose of this preliminary plan is to make the Department's regulatory program more effective and less burdensome in achieving the Department's regulatory objectives. The plan, once final, will establish the Department's policy for conducting thorough and meaningful retrospective reviews and analyses of its regulations on an ongoing basis. The Department requests public comment on this preliminary plan to help the Department review its significant existing regulations in order to determine whether any of these regulations should be modified, streamlined, expanded, or repealed. In addition, pursuant to the ``President's Memorandum on Administrative Flexibility, Lower Costs, and Better Results for State, Local, and Tribal Governments,'' we request comments (including, when applicable, from students, their parents, and consumer and taxpayer representatives) on possible administrative flexibility that the Department may be able to provide to State, local, and tribal governments.

The Secretary of Education (Secretary) announces priorities, requirements, definitions, and selection criteria under the legislative authority of the Fund for the Improvement of Education Program (FIE), title V, part D, subpart 1, sections 5411 through 5413 of the Elementary and Secondary Education Act of 1965, as amended (ESEA). The Secretary may use one or more of these priorities, requirements, definitions, and selection criteria for Promise Neighborhoods competitions for fiscal year (FY) 2011 and later years. We take this action to focus Federal assistance on projects that are designed to create a comprehensive continuum of solutions, including education programs and family and community supports, with great schools at the center. The continuum of solutions must be designed to significantly improve the educational and developmental outcomes of children and youth, from birth through college and to a career. We intend that these projects support organizations that focus on serving high-need neighborhoods, have a strategy to build a continuum of solutions, and have the capacity to achieve results.
