Special Demonstration Programs-Model Demonstrations for Assistive Technology Reutilization
The Assistant Secretary for the Office of Special Education and Rehabilitative Services (OSERS) proposes priorities under the Special Demonstration Programs. The Assistant Secretary may use one or more of these priorities for competitions in fiscal year (FY) 2006 and in later years. The purpose of Proposed Priority 1 is to support projects that will develop models of statewide assistive technology (AT) device reutilization systems to meet the AT needs of individuals with disabilities. The purpose of Proposed Priority 2 is to support the establishment of a National Device Reutilization Coordination and Technical Assistance Center (Center) to assist grantees funded under Proposed Priority 1 with the establishment or expansion of their statewide AT device reutilization systems. This Center would disseminate information about promising practices and successful models for AT device reutilization systems, facilitate information exchange among grantees, and address AT device reutilization issues at the national level. While funding for projects under Proposed Priority 1 would be for a three-year period only, this Center would be funded for five years in order to conduct follow-up activities.

Notice Extending Full Application Deadline Date for the Early Reading First (ERF) Fiscal Year (FY) 2006 Competition
On January 18, 2006, we published in the Federal Register (71 FR 2916) a notice inviting applications for the Early Reading First FY 2006 competition. The deadline date for eligible applicants to transmit their full applications for funding under this competition was May 8, 2006. Due to the reopening of the pre-application phase of the ERF FY 2006 competition, we now are extending the deadline date for full applications for the ERF FY 2006 competition to May 31, 2006 for all applicants invited to submit those applications. This notice also clarifies the requirements for the submission of full applications under this competition. The new deadline date for applicants invited to submit full applications is: Deadline for Transmittal of Full Applications: May 31, 2006 (by 4:30 p.m., Washington DC time). Full applications for grants under this competition must be submitted electronically using the Grants.gov Apply site (Grants.gov) unless you otherwise qualify for an exception to the electronic submission requirement. This includes applicants that previously submitted their pre-applications electronically through Grants.gov and applicants that previously submitted their pre-applications in paper format. For information (including dates and times) about how to submit your application, please refer to the SUPPLEMENTARY INFORMATION section in this notice. We do not consider a full application that does not comply with the extended full application deadline and submission requirements announced in this notice. Deadline for Intergovernmental Review: The deadline date for Intergovernmental Review under Executive Order 12372 is extended to July 31, 2006.
Magnet Schools Assistance Program
The Assistant Deputy Secretary for Innovation and Improvement proposes a priority under the Magnet Schools Assistance Program (MSAP). The Assistant Deputy Secretary may use this priority for competitions in fiscal year (FY) 2007 and in later years. We intend this priority to encourage eligible applicants to focus on expanding their capacity to provide public school choice by using magnet schools to provide public school choice options to parents whose children attend schools that have been identified for school improvement, corrective action, or restructuring under Title I of the Elementary and Secondary Education Act of 1965, as amended (ESEA).

Interagency Committee on Disability Research (ICDR)
This notice describes the schedule and agenda of a forthcoming meeting of the Interagency Committee on Disability Research (ICDR). Notice of this meeting is intended to inform members of the general public of their opportunity to attend the meeting and provide comment. During the public meeting and through the submission of written comments, we encourage individuals with disabilities, including persons who represent service providers, service provider organizations, disability and rehabilitation research and policy groups, and representatives of advocacy organizations with specialized knowledge and experience, to suggest specific ways to improve future research for individuals with disabilities. We are also interested in hearing from individuals concerning how well the existing Federal research programs are responding to the changing needs of individuals with disabilities. We are interested in comments covering a wide range of research areas. Your information will be used by the ICDR in its deliberations; however, we cannot respond individually to your comments. The meeting will be open and accessible to the general public.

Notice of Proposed Waivers for the Native American Vocational Technical Education Program (NAVTEP) and the Tribally Controlled Postsecondary Vocational and Technical Institutions Program (TCPVTIP) and Funding of Continuation Grants
The Secretary proposes to waive the requirements in 34 CFR 75.250 of the Education Department General Administrative Regulations (EDGAR) that generally prohibit project periods exceeding five years and announces the proposed funding of continuation grants for current NAVTEP and TCPVTIP grantees. These waivers would enable the 30 current eligible grantees under NAVTEP and the two current eligible grantees under TCPVTIP to apply for and continue to receive Federal funding beyond the five-year limitation contained in 34 CFR 75.250.

Federal Student Aid; Leveraging Educational Assistance Partnership and Special Leveraging Educational Assistance Partnership Programs
This is a notice of the deadline dates for receipt of State applications for Award Year 2006-2007 funds under the Leveraging Educational Assistance Partnership (LEAP) and Special Leveraging Educational Assistance Partnership (SLEAP) programs. The LEAP and SLEAP programs, authorized under Title IV, Part A, Subpart 4 of the Higher Education Act of 1965, as amended (HEA), assist States in providing aid to students with substantial financial need to help them pay for their postsecondary education costs through matching formula grants to States. Under section 415C(a) of the HEA, a State must submit an application to participate in the LEAP and SLEAP programs through the State agency that administered its LEAP Program as of July 1, 1985, unless the Governor of the State has subsequently designated, and the Department has approved, a different State agency to administer the LEAP Program.

The Assistant Deputy Secretary may use one or more of these priorities for and apply these eligibility requirements to competitions in fiscal year (FY) 2006 and later years. We intend these priorities and requirements to help ensure that funded projects will effectively address the purposes of the PIRC program.
Equal Access to Public School Facilities for the Boy Scouts of America and Other Designated Youth Groups
The Secretary adds a new part to title 34 of the Code of Federal Regulations and amends 34 CFR parts 75 and 76 to implement the provisions of the Boy Scouts of America Equal Access Act (Act). This Act directs the Secretary of Education, through the Office for Civil Rights (OCR), to ensure compliance with this new law. The regulations address equal access to public school facilities by the Boy Scouts of America and other designated youth groups.
Office of Special Education and Rehabilitative Services; List of Correspondence
The Secretary is publishing the following list pursuant to section 607(f) of the Individuals with Disabilities Education Act, as amended by the Individuals with Disabilities Education Improvement Act of 2004 (IDEA). Under section 607(d) of IDEA, the Secretary is required, on a quarterly basis, to publish in the Federal Register a list of correspondence from the U.S. Department of Education (Department) received by individuals during the previous quarter that describes the interpretations of the Department of IDEA or the regulations that implement IDEA.

Notice Reopening the Advanced Placement (AP) Test Fee Fiscal Year (FY) 2006 Competition
On January 19, 2006, we published in the Federal Register (71 FR 3062) a notice inviting applications for the AP Test Fee FY 2006 competition. The original notice for this FY 2006 competition established a February 21, 2006 deadline date for eligible applicants to apply for funding under this program. In order to afford as many eligible applicants as possible an opportunity to receive funding under this program, we are reopening the AP Test Fee FY 2006 competition. The new application deadline date for the competition is April 12, 2006.
