Privacy Act of 1974; System of Records-Common Services for Borrowers
In accordance with the Privacy Act of 1974, as amended, (Privacy Act), the Chief Operating Officer for Federal Student Aid of the U.S. Department of Education (Department) publishes this notice of a new system of records entitled the Common Services for Borrowers (CSB) system (18-11-16). Over the next three to four years, the Department will consolidate the activities it carries out with regard to making and servicing loans, and collecting or otherwise resolving obligations owed by an individual with respect to a loan, grant, or scholarship program authorized by the Higher Education Act of 1965, as amended (HEA). The CSB system will contain records of an individual's loan, grant, or scholarship and of transactions performed by the Department to carry out these activities. Because many of these records are currently maintained in the systems of records entitled Title IV Program Files (18-11-05) and Student Financial Assistance Collection Files (18-11-07), the Department will delete these other systems of records after it has fully phased into the new CSB system of records all of the records that are currently maintained in these systems of records. The Department seeks comment on the proposed system of records described in this notice, in accordance with the requirements of the Privacy Act.

Submission of Data by State Educational Agencies
The Secretary announces dates for the submission by State educational agencies (SEAs) of expenditure and revenue data and average daily attendance statistics on ED Form 2447 (the National Public Education Financial Survey (NPEFS)) for FY 2005. The Secretary sets these dates to ensure that data are available to serve as the basis for timely distribution of Federal funds. The U.S. Bureau of the Census (Bureau of the Census) is the data collection agent for the National Center for Education Statistics (NCES). The data will be published by NCES and will be used by the Secretary in the calculation of allocations for FY 2007 appropriated funds.
Advanced Placement (AP) Test Fee Program
Under the AP Test Fee program, we award grants to eligible state educational agencies (SEAs) in order to enable them to pay all or a portion of advanced placement test fees on behalf of eligible low- income students who(1) Are enrolled in an advanced placement course; and (2) plan to take an advanced placement exam. The program is designed to increase the number of low-income students who take advanced placement tests and receive scores for which college academic credit is awarded. In this notice we establish the deadline for submission of the fiscal year (FY) 2006 AP Test Fee program grant applications. Applications Available: January 19, 2006. Application Deadline: February 21, 2006. Deadline for Intergovernmental Review: April 19, 2006.

Office of Innovation and Improvement; Notice Extending the Deadline Date for Transmittal of Applications for the Teaching American History Program Fiscal Year (FY) 2006 Competition
On December 6, 2005, we published in the Federal Register (70 FR 72624) a notice inviting applications for the Teaching American History program's FY 2006 competition. The original notice for this FY 2006 competition established a February 3, 2006, deadline date for eligible applicants to apply for funding under this program. For this competition, applicants are required to submit their applications electronically through the Department's Electronic Grant Application System (e-Application). In order to accommodate a move of the e- Application system, which will result in the unavailability of the system on the original deadline date, we are extending the deadline date for transmittal of applications for the Teaching American History program FY 2006 competition.

Grants and Cooperative Agreements; Availability
Under the Emergency Impact Aid for Displaced Students (Emergency Impact Aid) program (section 107 of the Hurricane Education Recovery Act, Division B, Title IV of Pub. L. 109-148 (the Act)), we will award grants to eligible State educational agencies (SEAs) to enable them to make emergency impact aid payments to eligible local educational agencies (LEAs) and eligible BIA-funded schools for the cost of educating public and nonpublic school students displaced by Hurricanes Katrina or Rita during school year 2005-2006. Under the Assistance for Homeless Youth program (section 106 of the Act), we will award grants to eligible SEAs to enable them to provide financial assistance to LEAs serving homeless children and youth displaced by Hurricanes Katrina or Rita in order to address the educational and related needs of these students in a manner consistent with section 723 of the McKinney-Vento Homeless Assistance Act. An SEA will not apply separately for funding under the Emergency Impact Aid and Assistance for Homeless Youth programs. Rather, an SEA will submit a single application that covers both programs. The data that the SEA provides in its application will be used to determine allocations under both the Emergency Impact Aid program and the Assistance for Homeless Youth program. In this notice, we announce the availability of funds under the two programs and establish the deadline for submission of the single SEA grant application. SEA Application Deadline: February 2, 2006.
