Naval Discharge Review Board
The Department of the Navy is amending its regulations to reflect the name change of the Naval Council of Personnel Boards to the Secretary of the Navy Council of Review Boards and to update other administrative information pertaining to the Naval Discharge Review Board.

Certifications and Exemptions Under the International Regulations for Preventing Collisions at Sea, 1972
The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS INDEPENDENCE (LCS 2) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.

The Department of the Navy (DoN) hereby gives notice of the availability for donation, under the authority of 10 U.S.C. 7306, of the patrol combatant ex-CANON (PG 90), destroyer ex-FORREST SHERMAN (DD 931), both located at Inactive Ships On-site Maintenance Office, Philadelphia, PA, and aircraft carrier ex-RANGER (CV 61), located at Inactive Ships On-site Maintenance Office, Bremerton, WA. Availability for donation of these vessels was previously announced in Federal Register notices dated August 13, 2002, for ex-CANON (PG 90), September 11, 2001, and June 18, 2004, for ex-FORREST SHERMAN (DD 931), and March 22, 2004, for ex-RANGER (CV 61). This notice cancels and supersedes Federal Register notices Vol. 67, No. 156, Vol. 66, No. 176, Vol. 69, No. 117, and Vol. 69, No. 55.

Notice of Partially Closed Meeting of Naval Research Advisory Committee (NRAC)
The Naval Research Advisory Committee (NRAC) will meet to discuss classified, For Official Use Only (FOUO) information from government organizations, and proprietary information from commercial organizations. With the exception of the sessions on Monday June 22, 2009, the morning of Tuesday June 23, 2009, and the morning of Thursday July 2, 2009, all sessions of the meeting will be devoted to classified, unclassified, FOUO and vendor proprietary briefings, discussions and technical examination of information related to the study of Future Naval Use of Commercially Off The Shelf (COTS) Networking Infrastructure (FNCOTS), Immersive Simulations for U.S. Marine Corps Small Units (ISUSMC), Tactical Jet Noise Reduction (TJNR) and The Role of Unmanned Undersea Vehicles in Critical Undersea Infrastructure (UUV).

The Department of the Navy (DoN) hereby gives notice of the availability for donation, under the authority of 10 U.S.C. 7306, of the test craft ex-SEA SHADOW (IX 529) and the Hughes Mining Barge (HMB- 1), both located at the Maritime Administration's Suisun Bay National Defense Reserve Fleet, Benicia, CA. Availability for donation was previously announced in a Federal Register Notice of Availability dated September 14, 2006. DoN is revising the requirement to display both ex- SEA SHADOW and the HMB-1 either individually or together as a single unit as a static museum/memorial. This notice cancels and supersedes the Federal Register Notice of Availability dated September 14, 2006, in Vol. 71, No. 178, of the Federal Register.
Notice of Record of Decision for Laurelwood Housing Area Access, Naval Weapons Station Earle, Colts Neck, NJ
The Department of the Navy (Navy), after carefully weighing the operational and environmental consequences of the proposed action, announces its decision to provide unimpeded access to the Laurelwood housing area located at Naval Weapons Station (NWS) Earle, Colts Neck, New Jersey, as required by its agreement with the developer of the Laurelwood housing area. Unimpeded access will be accomplished through implementing Alternative Alignment 4, described in the Final Environmental Impact Statement (FEIS) as the preferred alternative, which will access NWS Earle via a new entrance south of the main gate along New Jersey Route 34 and terminate at the Laurelwood housing area. This will require the issuance of an easement to the Laurelwood developer over the path of the access road, construction of the access road, construction of a bridge over Esperance Road, and installation of perimeter fencing.
