Revised Non-Foreign Overseas Per Diem Rates
Defense Human Resources Activity publishes this Civilian Personnel Per Diem Bulletin Number 313. Bulletin Number 313 lists current per diem rates prescribed for reimbursement of subsistence expenses while on official Government travel to Alaska, Hawaii, the Commonwealth of Puerto Rico, and the possessions of the United States. The Fiscal Year (FY) 2020 per diem rate review for Puerto Rico resulted in lodging, meal and incidental rate changes in certain locations.

Draft Environmental Impact Statement and Draft Finding of No Practicable Alternative for the Proposed Heavy Off-Road Mounted Maneuver Training Area at Fort Benning, Georgia
The Department of the Army (Army) announces the availability of the Draft Environmental Impact Statement (EIS) for the proposed Heavy Off-Road Mounted Maneuver Training Area (HOMMTA) at Fort Benning, Georgia. In accordance with the National Environmental Policy Act (NEPA), the Draft EIS analyzes the potential environmental and socioeconomic impacts, and recommends related mitigation measures, associated with constructing, operating, and maintaining a HOMMTA of at least 2,400 contiguous acres at Fort Benning to support off-road mounted maneuver (Proposed Action). The Proposed Action would support the Maneuver Center of Excellence (MCoE) in its mission to train the maneuver forces of the Army and would increase the total amount of heavy off-road maneuver training area on Fort Benning, enabling Fort Benning to conduct realistic training in accordance with current Army training requirements. The Proposed Action would provide a training area to meet existing training needs; it would not result in additional Soldiers, traffic, or any training off of the Installation. Training land development would occur over a 2- to 3-year period; development would primarily include vegetation removal and the construction of tank trails, culverted water crossings, and road upgrades, as well as burying existing overhead utilities. As feasible, buffers would be used to protect environmentally sensitive resources such as streams, wetlands, cemeteries, and archaeological sites. A Draft Finding of No Practicable Alternative (FONPA) addressing potential impacts on wetlands and 100-year floodplains is also available in the Draft EIS for comment.

National Wetland Plant List
The U.S. Army Corps of Engineers (Corps), as part of an interagency effort with the U.S. Environmental Protection Agency (EPA), the U.S. Fish and Wildlife Service (FWS) and the U.S. Department of Agriculture Natural Resources Conservation Service (NRCS), is announcing the availability of the final 2018 National Wetland Plant List (NWPL). The NWPL provides plant species indicator status ratings, which are used in determining whether the hydrophytic vegetation factor is met when conducting wetland delineations under the Clean Water Act and wetland determinations under the Wetland Conservation Provisions of the Food Security Act. Other applications of the NWPL include wetland restoration, establishment, and enhancement projects. The list will become effective on May 18, 2020 and will be used in any wetland delineations performed after this date. Delineations completed prior to this date may still use the 2016 NWPL. Completed wetland delineation/ determination forms should reference the version of the NWPL used to complete the form.

Federal Acquisition Regulation: List of Domestically Nonavailable Articles
DoD, GSA, and NASA are considering amending the Federal Acquisition Regulation (FAR) to update the list of domestically nonavailable articles under the Buy American statute. DoD, GSA, and NASA are seeking information that will assist in identifying domestic capabilities and for evaluating whether some articles on the list of domestically nonavailable articles are now mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality.
TRICARE Coverage and Payment for Certain Services in Response to the COVID-19 Pandemic
The Assistant Secretary of Defense for Health Affairs (ASD(HA)) issues this interim final rule with comment to: Provide an exception to the prohibition on telephone, audio-only telehealth services; to authorize reimbursement for interstate or international practice by TRICARE-authorized providers when such authority is consistent with governing state, federal, or host nation licensing requirements; and to eliminate copayments and cost-shares for telehealth services. The changes in this rule will be effective for the period of the coronavirus 2019 (COVID-19) pandemic. These changes will reduce the spread of COVID-19 among TRICARE beneficiaries by incentivizing use of telehealth services, and will aid providers in caring for TRICARE beneficiaries by temporarily waiving some licensure requirements.

Service by Members of the Armed Forces on State and Local Juries
This final rule removes the DoD regulation containing policy for jury service on State and local juries by active duty members of the Armed Forces. This rule is unnecessary and imposes no burden on, nor imparts any relevant knowledge on, the public. The rule contains internal DoD processes only, and is wholly contained within DoD internal guidance. Therefore, this part can be removed from the CFR.
Indebtedness of Military Personnel
This final rule removes the DoD regulation concerning indebtedness of members of the Armed Forces. The rule provides internal DoD policies and assigns responsibilities governing delinquent indebtedness of members of the military services. This rule is unnecessary and imposes no burden on, nor imparts any relevant knowledge on, the public. The rule contains internal DoD processes only and is wholly contained DoD internal guidance. Therefore, this part can be removed from the CFR.

This rule applies to Federal Government contracts for goods or services that are awarded to foreign persons.
