This notice provides a new authority to all STRL Personnel Demonstration Projects. STRLs with published demonstration project plans may implement a program which offers voluntary assignments in the STRLs to private and public sector United States (U.S.) citizens.

Privacy Act of 1974; System of Records
The Office of the Secretary of Defense (OSD) is modifying an existing System of Records, Defense Civilian Personnel Data System (DCPDS), DPR 34 DoD, by changing the system name and number to the Defense Civilian Human Resource Management System (DCHRMS), DHRA 23 DoD. The DCHRMS serves as the Department's enterprise civilian human resources (HR) automated system and supports one-third of the Federal work force. The Defense Civilian Personnel Advisory Service will manage the development, deployment, and administration of the DCHRMS operation. DCHRMS' operational activities will include the processing of all personnel transactions, position management, providing workforce analysis and reporting for the DoD and external government agencies, support for health insurance programs, managing benefits, performance management and reporting certification and training. DCHRMS will support the entire civilian HR life cycle, with transactions and information reflecting acquiring, assigning, training and development, sustaining and managing HR compensation, managing organizations, supporting benefits management, and separation or termination of civilian personnel.

Notice of Intent To Prepare an Environmental Impact Statement for Navy Old Town Campus Revitalization at Naval Base Point Loma, California, and To Announce Public Scoping Meetings
Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations, the Department of the Navy (Navy) announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental effects associated with revitalization of the Navy Old Town Campus (OTC) to support Naval Information Warfare Systems Command's (NAVWAR) current and future operational readiness. This EIS will also address provisions of the California Environmental Quality Act (CEQA) as it relates to non- federal development within the proposed alternatives. An EIS is considered the appropriate document for comprehensively analyzing the proposed action to demolish and construct buildings, utilities, and infrastructure at the OTC, Naval Base Point Loma, California. Specific proposed actions within the OTC proposal could include Navy recapitalization of the site or redevelopment through a public-private partnership.
Certificate of Alternate Compliance for USS OAKLAND (LCS 24)
The U.S. Navy hereby announces that a Certificate of Alternate Compliance has been issued for USS OAKLAND (LCS 24). Due to the special construction and purpose of this vessel, the Deputy Assistant Judge Advocate General (DAJAG)(Admiralty and Maritime Law) has determined it is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with the navigation lights provisions of the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) without interfering with its special function as a naval ship. The intended effect of this notice is to warn mariners in waters where 72 COLREGS apply.

Science and Technology Reinvention Laboratory (STRL) Personnel Demonstration Project in the Technical Center of the U.S. Army Space and Missile Defense Command (USASMDC)
This Federal Register Notice (FRN) serves as notice of the adoption of an existing STRL Personnel Management Demonstration Project by the Technical Center, U.S. Army Space and Missile Defense Command (USASMDC). The Technical Center adopts, with some modifications, the STRL Personnel Demonstration Project implemented at the U.S. Army Combat Capabilities Development Command (CCDC) Aviation and Missile Center (AvMC) (previously designated as the Aviation and Missile Research, Development, and Engineering Center).

The Office of the Secretary of Defense (OSD) is modifying a System of Records Notice (SORN), Security Assistance Network (SAN), DSCA 07. The SAN is an international security cooperation (SC) database and communications network that provides the Security Cooperation Offices (SCOs) and others in the SC community access to SC financial and logistics management systems, information via various bulletin boards, and a library system for sharing large document files. The SAN provides the primary interface for the input and output of data from all military departments, SCOs, and International Military Student Offices (IMSOs). Additionally, the SCO training manager obtains data used for the Security Cooperation Training Management System (SC-TMS) from SAN. All SCOs and IMSOs must use the SAN and its components to perform their assigned SC training management functions.

This System of Records maintained records of individuals' access to classified material by specific categories and for established purposes. All Classified Material Access Files records transitioned to the NGA Enterprise Workforce System (EWS), and are covered by NGA-003.

This System of Records maintained financial transaction records for contracts involving sales agents, contractors, and civilian employees. All records previously covered by the Record of Accounts Receivable have been destroyed.

This system was decommissioned in 2013 and all files were destroyed.

Privacy Act of 1974; System of Records
The OUSD(C) is modifying an existing System of Records titled, ``Forms and Account Management Service (FAMS),'' DCFO 01. FAMS will be the sole, web-based platform for the appointment and termination of Department Accountable Officials, appointment and termination of Key Signatories of financial documentation, and access management to a portfolio of information systems. During Financial Improvement and Audit Readiness (FIAR) audits of Department of Defense (DoD) Information Technology (IT) processes, numerous notices of findings and recommendations were issued related to vulnerabilities in managing Defense systems account access and appointment of accountable official positions. Findings identified gaps in properly handling and managing accounts for access and authority to act. Improper account management presents information security risks that could result in unauthorized access. Historically, many of these functions were performed in a decentralized manner and conducted manually without effective checks and balances on accuracy. Introduction of the new web-based platform will reduce and eliminate the use of paper forms as it will automate the request and approval processes and enable periodic validation and reconciliation of account records against actual account permissions.

Pursuant to the requirements of the National Environmental Policy Act (NEPA), the U.S. Army Corps of Engineers, New York District (Corps) is preparing an integrated Feasibility Report/Tiered Environmental Impact Statement (EIS) for the proposed New York and New Jersey Harbor and Tributaries Coastal Storm Risk Management Feasibility Study (NYNJHAT). The study is assessing the feasibility of coastal storm risk management alternatives to be implemented within the authorized study area with a specific emphasis on the New York and New Jersey Harbor, including Raritan Bay, the tidally affected stretches of the Passaic and Hackensack Rivers, and the Hudson River to Troy, New York.
