The Annual Report is to be based, in part, upon requests for proposals submitted by non-Federal interests.

Payments of Amounts Due Mentally Incompetent Members of the Naval Service
This final rule removes the Department of the Navy (DON) regulation concerning Payments of Amounts Due Mentally Incompetent Members of the Naval Service. Removal is appropriate because the regulation does not affect how the public engages the DON regarding these payments and does not place obligations on the public. The Department of Defense, the Secretary of the Navy, and the Bureau of Medicine and Surgery (BUMED) issue internal instructions that establish requirements for competency boards, the process for determining mental incompetence, and the process and requirements for making payments within the parameters established by many controlling statutes. These internal instructions do not require publication in the Code of Federal Regulations.

(Capitola, CA) a revocable, nonassignable, exclusive license. The notice is being corrected to reflect the company's change of name, state of incorporation, and fields of use.
Regulations Affecting Military Reservations
This final rule removes subparts containing internal policies concerning real estate claims upon contract, and obsolete information on the operation and use of fishing facilities at Fort Monroe, Virginia and the restriction of training areas on Fort Benjamin Harrison, Indiana. Those military installations have been decommissioned.
Withdrawal of the Notice of Intent To Prepare a Programmatic Environmental Impact Statement for Land Acquisition, South Texas Training Center in McMullen County, TX
On December 23, 2010, the Department of the Army announced in the Federal Register its intent to prepare a Programmatic Environmental Impact Statement (PEIS) to analyze the environmental and socioeconomic impacts associated with the proposed land acquisition and use of approximately 22,232 acres for joint maneuver training and mission activities in McMullen County, Texas. In March of 2018, the Texas Army National Guard determined that the proposed action is no longer needed. The NOI is withdrawn and the NEPA process is terminated.

Privacy Act of 1974; System of Records
The Office of the Secretary of Defense proposes to modify the system of records, Defense Manpower Data Center Data Base, DMDC 01, by amending Routine Use 15 regarding disclosures to the Department of Education (ED) to accommodate disclosures for a new computer matching agreement with the ED. This new matching agreement with ED ensures that service members who have received imminent danger pay (IDP) or hostile fire pay (HFP) benefits and who have student loans under Part D, Title IV of the Higher Education Act of 1965 (HEA), as amended, receive the no interest accrual benefit on their eligible loans during the period of time they received IDP or HFP pay. The system of records, DMDC 01, contains personnel, employment, and pay data on current and former military and civilian personnel and survivors and dependents of military personnel. System data is used to conduct computer matches with various agencies in accordance with the Computer Matching and Privacy Protection Act of 1988. The proposed modification to the routine use will enable the computer match with the ED.

The changes implement the Military Justice Act of 2016 of the National Defense Authorization Act of 2017 and the 2018 Amendments to the Manual for Courts-Martial, United States. The approval authorities for these changes are the Judge Advocates General of the Army, Department of the Navy, Air Force, and Coast Guard.
