Withdrawal of Notice of Intent To Prepare a Draft Environmental Impact Statement for the North Branch Ecorse Creek, Flood Risk Management General Reevaluation Study, Wayne County, MI
The U.S. Army Corps of Engineers (USACE), Detroit District, is issuing this notice to advise Federal, state, and local government agencies and the public that the USACE is withdrawing its Notice of Intent to prepare a Draft Environmental Impact Statement (DEIS) for the reevaluation study of flood risk management alternatives for the North Branch Ecorse Creek, Wayne County, Michigan.
Programmatic Environmental Assessment for Infantry Brigade Combat Team Conversion to an Armored Brigade Combat Team and Stationing
The Department of the Army has completed a Programmatic Environmental Assessment (PEA) analyzing the proposed conversion of an Infantry Brigade Combat Team (IBCT) at Fort Carson, Colorado, into an Armored Brigade Combat Team (ABCT) and the stationing of that newly converted ABCT at one of five Army installations: Fort Carson, Colorado; Fort Bliss, Texas; Fort Hood, Texas; Fort Riley, Kansas; or Fort Stewart, Georgia. The Army is making the PEA and a draft Finding of No Significant Impact (FNSI) available for public comment. The PEA does not identify significant environmental impacts from any of the alternatives under the proposed action. The draft FNSI concludes that preparation of an environmental impact statement is not required, and therefore will not be prepared.
Intent To Prepare an Environmental Impact Statement (EIS) for the Pebble Project
The Alaska District, U.S. Army Corps of Engineers (the Corps) intends to prepare a Draft Environmental Impact Statement (DEIS) to assess the potential social, economic, and environmental impacts associated with the proposed Pebble open pit mine in wetlands, streams and Ocean near Cook Inlet. The EIS will assess potential effects of a range of alternatives.

The EIS will assess the environmental consequences that could result from the beddown and operation of 24 Primary Aerospace Vehicles Authorized (PAA) F-35A aircraft with 2 Backup Aircraft Inventory (BAI), facility and infrastructure development, and personnel changes at a military base in the continental United States where the AFRC conducts a global precision attack mission.

Privacy Act of 1974; System of Records
The Office of the Secretary of Defense proposes to modify a system of records, DUSDI 01-DoD, entitled the ``Department of Defense (DoD) Insider Threat Management and Analysis Center (DITMAC) and DoD Component Insider Threat Records System.'' This system enables DoD to implement the requirements of an Executive Order published on October 7, 2011, and the National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs published on November 21, 2012. The system is used to analyze, monitor, and audit insider threat information for insider threat detection and mitigation within DoD on threats that insiders may pose to DoD and U.S. Government installations, facilities, personnel, missions, or resources. The system supports the DITMAC and DoD Component insider threat programs, enables the identification of systemic insider threat issues and challenges, provides a basis for the development and recommendation of solutions to mitigate potential insider threats, and assists in identifying best practices amongst other Federal Government insider threat programs.
