Membership of the National Telecommunications and Information Administration's Performance Review Board
In accordance with 5 U.S.C. Sec. 4314(c)(4), the National Telecommunications and Information Administration (NTIA), Department of Commerce (DOC), announces the appointment of those individuals who have been selected to serve as members of NTIA's Performance Review Board. The Performance Review Board is responsible for (1) reviewing performance appraisals and rating of Senior Executive Service (SES) members and (2) making recommendations to the appointing authority on other performance management issues, such as pay adjustments, bonuses and Presidential Rank Awards for SES members. The appointment of these members to the Performance Review Board will be for a period of twenty-four (24) months.
Community Broadband Workshop
The National Telecommunications and Information Administration (NTIA), as part of its BroadbandUSA initiative will hold a one-day regional broadband Workshop, ``California Broadband Workshop,'' to help communities expand their broadband capacity and increase utilization of broadband. The Workshop will put forward best practices and lessons learned from network infrastructure build-outs and digital inclusion programs from California and surrounding states, including projects funded by NTIA's Broadband Technology Opportunities Program (BTOP) and State Broadband Initiative (SBI) grant programs. It also will include access to regional policymakers, federal funders and industry providers. The California Broadband Workshop will also explore the impact of municipal networks on local and regional economic development and discuss effective business and public-private partnership models, as well as lessons learned in the implementation of networks, adoption and use of broadband.

Broadband Opportunity Council Webinar
In a request for comment (RFC) published in the Federal Register on April 29, 2015, the Departments of Agriculture and Commerce, which are co-chairing the Broadband Opportunity Council (Council), asked for public input on barriers that are hampering deployment of broadband, ways to promote public and private investment in broadband, challenges facing areas that lack access to broadband, and ways to measure broadband availability, adoption, and speed.\1\ To explain the RFC's purpose and objectives, and to allow an opportunity for members of the public to pose questions regarding the RFC, the Rural Utilities Service (RUS) and the National Telecommunications and Information Administration (NTIA) will host a webinar on May 20, 2015.

The First Responder Network Authority (``FirstNet'') publishes this Third Notice to request public comment on certain proposed interpretations of its enabling legislation that will inform, among other things, consultation, forthcoming requests for proposals, interpretive rules, and network policies. This Third Notice responds to comments and further clarifies proposed interpretations related to the definition and scope of the term ``public safety entity'' as used in FirstNet's enabling legislation and as discussed in a previous FirstNet Notice published on September 24, 2014. With the benefit of the comments received from this Third Notice, FirstNet may proceed to implement these or other interpretations with or without further administrative procedure.
Broadband Opportunity Council Notice and Request for Comment
In furtherance of the Presidential Memorandum entitled Expanding Broadband Deployment and Adoption by Addressing Regulatory Barriers and Encouraging Investment and Training, which established the Broadband Opportunity Council (Council), the Rural Utilities Service (RUS) and the National Telecommunications and Information Administration (NTIA) are requesting public comment to inform the deliberations of the Council.\1\ The Council's objectives are to: (i) Engage with industry and other stakeholders to understand ways the government can better support the needs of communities seeking to expand broadband access and adoption; (ii) identify regulatory barriers unduly impeding broadband deployment, adoption, or competition; (iii) survey and report back on existing programs that currently support or could be modified to support broadband competition, deployment, or adoption; and (iv) take all necessary actions to remove these barriers and realign existing programs to increase broadband competition, deployment, and adoption.\2\ We welcome input from all interested parties, including the stakeholder groups identified in the Presidential Memorandum.
Recruitment of First Responder Network Authority Board Members
The National Telecommunications and Information Administration (NTIA) issues this Notice on behalf of the First Responder Network Authority (FirstNet) as part of the annual process to seek expressions of interest from individuals who would like to serve on the FirstNet Board.\1\ Four of the 12 appointments of non-permanent members to the FirstNet Board are expiring in August 2015. The Secretary of Commerce may reappoint individuals to serve on the FirstNet Board provided they have not served two consecutive full three-year terms.\2\ NTIA issues this Notice to obtain expressions of interest in the event the Secretary must fill any vacancies arising on the Board. Expressions of interest will be accepted until May 15, 2015.

Stakeholder Engagement on Cybersecurity in the Digital Ecosystem
The Department of Commerce Internet Policy Task Force (IPTF) is requesting comment to identify substantive cybersecurity issues that affect the digital ecosystem and digital economic growth where broad consensus, coordinated action, and the development of best practices could substantially improve security for organizations and consumers. Public Meeting on Facilitating the Development of the Online Licensing Environment for Copyrighted Works
Pursuant to the Department of Commerce's Internet Policy Task Force (Task Force) Green Paper on Copyright Policy, Creativity, and Innovation in the Digital Economy, released on July 31, 2013, the Task Force has sought and received comments from the public about how the Federal Government (Government) can facilitate the further development of a robust online licensing environment. The Task Force heard a range of stakeholder views at an initial public meeting in December 2013. The Task Force will hold another public meeting on April 1, 2015, to explore this issue further, focusing specifically on how the Government can assist in facilitating the development and use of standard identifiers for all types of works of authorship, interoperability among databases and systems used to identify owners of rights and terms of use, and a possible portal for linking to such databases and to licensing platforms (similar in its goals to what has been established in the United Kingdom).
Privacy, Transparency, and Accountability Regarding Commercial and Private Use of Unmanned Aircraft Systems
The National Telecommunications and Information Administration (NTIA) is requesting comment on privacy, transparency, and accountability issues regarding commercial and private use of unmanned aircraft systems (UAS). On February 15, 2015, President Obama issued the Presidential Memorandum ``Promoting Economic Competitiveness While Safeguarding Privacy, Civil Rights, and Civil Liberties in Domestic Use of Unmanned Aircraft Systems,'' which directs NTIA to establish a multistakeholder engagement process to develop and communicate best practices for privacy, accountability, and transparency issues regarding commercial and private UAS use in the National Airspace System (NAS). Through this notice NTIA commences this process.
