Pursuant to the Federal Advisory Committee Act, as amended, 5 U.S.C. app., notice is hereby given that the Panel of Judges of the Malcolm Baldrige National Quality Award will meet on Monday, November 5, 2012, 8:30 a.m. to 5:30 p.m., Tuesday, November 6, 2012, 8:30 a.m. to 5:30 p.m., Wednesday, November 7, 2012, 8:30 a.m. to 5:30 p.m., Thursday, November 8, 2012, 8:30 a.m. to 5:30 p.m., and Friday, November 9, 2012, 8:30 a.m. to 5:30 p.m. The Panel of Judges is composed of twelve members prominent in the fields of quality, innovation, and performance management and appointed by the Secretary of Commerce, assembled to advise the Secretary of Commerce on the conduct of the Baldrige Award. The purpose of this meeting is to conduct final judging of the 2012 applicants. The applications under review by Judges contain trade secrets and proprietary commercial information submitted to the Government in confidence.

The National Institute of Standards and Technology (NIST) announces that the Manufacturing Extension Partnership (MEP) Advisory Board will hold an open, on-line meeting via webcast on Wednesday, September 26, 2012, from 2:00 p.m. to 3:00 p.m. Eastern Time. The on- line meeting will focus on 1) any follow-up from the MEP Advisory Board preparatory meeting held on August 29, 2012, 2) an update on the NIST MEP FY 2013 budget, and 3) updates on changes to NIST MEP's evaluation system and metrics. The National Institute of Standards and Technology (NIST) seeks comments concerning U.S. technical participation in the 14th Conference of the International Organization of Legal Metrology (OIML). This conference is held once every four years and was last held in 2008. Interested parties are requested to review and submit comments on the 24 OIML Recommendations and Documents on legal measuring instruments that will be presented for ratification by the Conference. The Advanced Manufacturing National Program Office (AMNPO), housed at the National Institute of Standards and Technology (NIST), announces the third workshop in a series of public workshops entitled ``Designing for Impact: Workshop on Building the National Network for Manufacturing Innovation.'' This workshop series provides a forum for the AMNPO to introduce the National Network for Manufacturing Innovation (NNMI) and its regional components, Institutes for Manufacturing Innovation (IMIs), and for public discussion of this new initiative that was announced by President Obama on March 9, 2012.\1\ The discussion at the workshop will focus on the following topics: Technologies with Broad Impact, Institute Structure and Governance, Strategies for Sustainable Institute Operations, and Education and Workforce Development.

NIST invites proposals from eligible proposers for funding projects that provide manufacturing extension services to primarily small- and medium-sized manufacturers in the United States. Specifically, NIST seeks proposals for projects to establish MEP centers in Arizona, Maryland and Rhode Island.

NIST announces the Cloud Computing Forum & Workshop V to be held on Tuesday, Wednesday and Thursday, June 5, 6 and 7, 2012. The format is a two-day forum followed by a one-day hands-on workshop. This workshop will provide information on the U.S. Government (USG) Cloud Computing Technology Roadmap initiative. This workshop will also provide an updated status on NIST efforts to help develop open standards in interoperability, portability and security in cloud computing. This event is open to the public. In addition, NIST invites organizations to participate as Exhibitors as described in the SUPPLEMENTARY INFORMATION section below.

The NIST-hosted Advanced Manufacturing National Program Office (AMNPO) invites interested parties to provide input on a new public- private partnership program, the National Network for Manufacturing Innovation (NNMI or Network). The proposed Network will be composed of up to fifteen Institutes for Manufacturing Innovation (IMIs or Institutes) around the country, each serving as a hub of manufacturing excellence that will help to make United States (U.S.) manufacturing facilities and enterprises more competitive and encourage investment in the U.S. This program was proposed in the President's fiscal year (FY) 2013 budget \1\ and was announced by the President on March 9, 2012.\2\ The NNMI program will be managed collaboratively by the Department of Defense, Department of Energy, Department of Commerce's NIST, the National Science Foundation, and other agencies. Industry, state, academic and other organizations will co-invest in the Institutes along with the NNMI program.
