Establishment of a Team Under the National Construction Safety Team Act

Cybersecurity, Innovation, and the Internet Economy
The Department of Commerce's (Department) Internet Policy Task Force is conducting a comprehensive review of the nexus between cybersecurity and innovation in the Internet economy. On July 28, 2010, the Department published a Notice of Inquiry seeking comment from all Internet stakeholders on the impact of cybersecurity policy issues in the United States and around the world on the pace of innovation in the information economy. The Department now seeks further comment on its report entitled, ``Cybersecurity, Innovation and the Internet Economy,'' available at https://www.nist.gov/itl. Through this Notice requesting comments on the report, the Department hopes to spur further discussion with Internet stakeholders that will lead to the development of a series of Administration positions that will help develop an action plan in this important area.

Models for a Governance Structure for the National Strategy for Trusted Identities in Cyberspace
The Department of Commerce (Department) is conducting a comprehensive review of governance models for a governance body to administer the processes for policy and standards adoption for the Identity Ecosystem Framework in accordance with the National Strategy for Trusted Identities in Cyberspace (NSTIC or ``Strategy''). The Strategy refers to this governance body as the ``steering group.'' The Department seeks public comment from all stakeholders, including the commercial, academic and civil society sectors, and consumer and privacy advocates on potential models, in the form of recommendations and key assumptions in the formation and structure of the steering group. The Department seeks to learn and understand approaches for: (1) The structure and functions of a persistent and sustainable private sector-led steering group and (2) the initial establishment of the steering group. This Notice specifically seeks comment on the structures and processes for Identity Ecosystem governance. This Notice does not solicit comments or advice on the policies that will be chosen by the steering group or specific issues such as accreditation or trustmark schemes, which will be considered by the steering group at a later date. Responses to this Notice will serve only as input for a Departmental report of government recommendations for establishing the NSTIC steering group.

NIST Designation of Cannon Instrument Company as the Responsible Organization for U.S. National Standards for Certified Liquid Viscosity Reference Standards for Purposes of the CIPM MRA
The National Institute of Standards and Technology (NIST), as the National Metrology Institute (NMI) of the U.S., is signatory to the Mutual Recognition Arrangement (MRA) of the Comit[eacute] International des Poids et Mesures (CIPM). Section 6.1 of the MRA provides for cases in which an NMI may designate a laboratory other than itself to participate in CIPM key comparisons on behalf of its nation and to be responsible for disseminating the national measurement standards relevant to that particular measurand. This notice announces that NIST has designated the Cannon Instrument Company (State College, PA) pursuant to the MRA for the measurements of viscosity until January 1, 2013.

NIST announces the National Strategy for Trusted Identities in Cyberspace (NSTIC) Governance Workshop to be held on Thursday, June 9, 2011, 9 a.m. until 5 p.m. and Friday, June 10, 2011, 9 a.m. until 5 p.m. This workshop will identify and discuss various governance models to administer the process for policy and standards adoption for the Identity Ecosystem Framework in accordance with the Strategy. The goals of this workshop are to provide a venue for discussion and additional clarity on the forthcoming Notice of Inquiry (NOI) on models for a governance structure for the NSTIC Identity Ecosystem, including an overview of key issues pertaining to structure, stakeholder representation, steering group initiation, and priorities. Evaluating Test Procedures for Voting Systems
NIST is soliciting interest in supplying voting equipment used in an election in 2008 or later and/or certified (or submitted for certification) by the Election Assistance Commission for use by NIST in research to develop and assess NIST's test procedures for voting equipment. Manufacturers interested in participating in this research will be asked to execute a Letter of Understanding. Interested parties are invited to contact NIST for information regarding participation, Letters of Understanding and shipping.
Meeting To Review and Solicit Input on Tests for Inclusion in the Project 25 Compliance Assessment Program
The U.S. Department of Commerce's (DOC) National Institute of Standards and Technology (NIST), Law Enforcement Standards Office (OLES), in partnership with the U.S. Department of Homeland Security (DHS) Office for Interoperability and Compatibility (OIC), will hold a public meeting on May 13, 2011, via teleconference. National Fire Codes: Request for Proposals for Revision of Codes and Standards

Announcement of Meeting to Explore Feasibility of Establishing a NIST/Industry Consortium on Neutron Measurements for Soft Materials Manufacturing
The National Institute of Standards and Technology (NIST) invites interested parties to attend a pre-consortium meeting on June 2-3, 2011 to be held on the NIST campus. The goal of the one-day meeting is to evaluate industry interest in creating a NIST/industry consortium focused on advanced neutron-based probes for soft materials. The goals of such a consortium would include the development of neutron-based measurements that would address critical needs for manufacturers of soft materials such as polymers, complex fluids, and protein-based materials. Advances in neutron-based measurement science are anticipated through the development of sample environments that closely mimic manufacturing processes, measurement methods to probe and analyze complex mixtures, and data analysis models that support routine measurements with high information content. The consortium would be administered by NIST. Consortium research and development would be conducted by NIST staff members along with at least one technical representative from each participating member company. CRADA contributions for participation in the consortium would be on the order of Twenty Thousand ($20,000) per year. The initial term of the consortium is intended to be three years.

The National Voluntary Laboratory Accreditation Program (NVLAP) will hold a public workshop on Tuesday, April 26, 2011 at the Marriott Hotel, Gaithersburg Marriott Washingtonian Center, located at 9751 Washingtonian Boulevard, Gaithersburg, MD 20878. The purpose of the workshop is the exchange of information among NVLAP, the NIST Information Technology Laboratory, the Department of Health and Human Services (HHS), laboratories interested in seeking NVLAP accreditation to perform Testing of Health Information Technology (HIT) electronic health record technology under the permanent certification program administered under the Office of the National Coordinator for Health Information Technology, HHS. Cloud Computing Forum & Workshop III
NIST announces the Cloud Computing Forum & Workshop III to be held on April 7 and 8, 2011. The event will include keynotes from the U.S. Chief Information Officer, NIST Under Secretary of Commerce for Standards and Technology, and other key federal officials. This workshop will provide information on the NIST strategic and tactical Cloud Computing program, including progress on the NIST efforts to advance open standards in interoperability, portability and security in cloud computing. The goals of this workshop are to present updates on: The NIST U.S. Government (USG) Cloud Computing Technology Roadmap; a series of high-value target U.S. Government Agency Cloud Computing Business Use Cases; a first version of a neutral cloud computing reference architecture and taxonomy; the NIST Standards Roadmap and the Standards Acceleration to Jumpstart the Adoption of Cloud Computing (SAJACC) process; and progress by the NIST Cloud Computing Security working group. The event will also include panels focusing on Cloud Computing across the Federal landscape as well as broad private sector topics.

The National Institute of Standards and Technology (NIST) publishes this notice to request comments on Draft Federal Information Processing Standard (FIPS) Publication 201-2, ``Personal Identity Verification of Federal Employees and Contractors Standard.'' Draft FIPS 201-2 amends FIPS 201-1 and includes clarifications of existing text, removal of conflicting requirements, additional text to improve clarity, adaptation to changes in the environment since the publication of FIPS 201-1, and specific changes requested by Federal agencies and implementers. NIST has received numerous change requests, some of which, after analysis and coordination with the Office of Management and Budget (OMB) and United States Government (USG) stakeholders, are incorporated in the Draft FIPS 201-2. Before recommending FIPS 201-2 to the Secretary of Commerce for review and approval, NIST invites comments from the public concerning the proposed changes. Correction to Notice Soliciting Comments on Proposed Voluntary Product Standard PS 2-10 and Reopening of Comment Period
On October 29, 2010, the National Institute of Standards and Technology published a notice in the Federal Register requesting comments on Proposed Voluntary Product Standard PS 2-10. The title of the notice incorrectly gave the title of Proposed Voluntary Product Standard PS 2-10 as ``Structural Plywood.'' The correct title of the proposed standard is ``Performance Standard for Wood-Based Structural-Use Panels,'' and appears in the body of the notice. NIST is issuing this notice to inform the public of the correct title of the October 29 notice and to reopen the comment period to encourage the public to submit comments on the proposed standard.
Effectiveness of Federal Agency Participation in Standardization in Select Technology Sectors for National Science and Technology Council's Sub-Committee on Standardization; Extension of Comment Period
The National Institute of Standards and Technology, on behalf of the National Science and Technology Council's Sub-Committee on Standards, announces the extension of the period for submission of comments responsive to the December 8, 2010 Request for Information on the effectiveness of Federal agencies' participation in the development and implementation of standards and conformity assessment activities and programs. Electroshock Weapons Test and Measurement Workshop
NIST invites stakeholders (manufacturers, law enforcement, corrections, academia, military, test instrument manufacturers, etc.) of electroshock weapons that provide stand-off delivery of an electric shock to attend a public meeting. The purpose of the meeting is to discuss the need for standardized methods of testing the proper operation and performance of ESWs as well as other issues important to the stakeholder community. Attendance is limited to 45 and registration will be conducted on a first-come first-served basis. Teleconferencing will also be available and also requires pre-registration.
Alternative Personnel Management System (APMS) at the National Institute of Standards and Technology
This notice announces changes to existing provisions of the National Institute of Standards and Technology's (NIST) Alternative Personnel Management System (APMS), primarily to expedite hiring and align APMS Direct-Hire procedures with the Office of Personnel Management (OPM) Direct-Hire Authority (5 CFR part 337 and 69 FR 114). NIST will pilot direct-hire authority under 5 CFR part 337, subpart B, for a period of one year from the issuance date of this notice, for all positions within NIST in the Scientific and Engineering (ZP) career path at the Pay Band III and above, for Nuclear Reactor Operator positions in the Scientific and Engineering Technician (ZT) career path at Pay Band III and above, and for all occupations for which there is a special rate under the General Schedule pay system.

National Fire Protection Association (NFPA) Proposes To Revise Codes and Standards
The National Fire Protection Association (NFPA) proposes to revise some of its safety codes and standards and requests proposals from the public to amend existing or begin the process of developing new NFPA safety codes and standards. The purpose of this request is to increase public participation in the system used by NFPA to develop its codes and standards. The publication of this notice of request for proposals by the National Institute of Standards and Technology (NIST) on behalf of NFPA is being undertaken as a public service; NIST does not necessarily endorse, approve, or recommend any of the standards referenced in the notice. The NFPA process provides ample opportunity for public participation in the development of its codes and standards. All NFPA codes and standards are revised and updated every three to five years in Revision Cycles that begin twice each year and take approximately two years to complete. Each Revision Cycle proceeds according to a published schedule that includes final dates for all major events in the process. The code revision Process contains five basic steps that are followed for developing new documents as well as revising existing documents: Call for Proposals; Publishing the Report on Proposals (ROP); Call for Comments on the Committee's disposition of the Proposals and publication of these Comments in the Report on Comments (ROC); the Association Technical Meeting at the NFPA Conference & Expo; and finally, the Standards Council Consideration and Issuance of documents.
Proposed Voluntary Product Standard PS 2-10, Structural Plywood
The National Institute of Standards and Technology (NIST) is soliciting public comment on a proposed revision to Voluntary Product Standard (PS) 2-04, Performance Standard for Wood-Based Structural-Use Panels. This revised standard, PS 2-10, was prepared by the Standing Committee for PS 2 and establishes requirements, for those who choose to adhere to the standard, for the structural criteria to assess the acceptability of wood-based structural-use panels for construction sheathing and single-floor applications. It also provides a basis for common understanding among the producers, distributors, and the users of these products. Interested parties are invited to review the proposed standard and submit comments to NIST.

Since 1896, the National Fire Protection Association (NFPA) has accomplished its mission by advocating scientifically based consensus codes and standards, research, and education for safety related issues. NFPA's National Fire Codes [supreg], which holds over 290 documents, are administered by more than 238 Technical Committees comprised of approximately 7,200 volunteers and are adopted and used throughout the world. NFPA is a nonprofit membership organization with approximately 80,000 members from over 70 nations, all working together to fulfill the Association's mission.
