Request for Information on Computer Security Incident Coordination (CSIC)
NIST is extending the deadline for submitting comments relating to Computer Security Incident Coordination. NIST experienced technical difficulties with receiving email comments from the time the notice was published on June 28, 2013 through July 31, 2013. Due to the technical difficulties experienced during the comment period, NIST may not have received all comments submitted via email on or before the closing date, July 29, 2013. Persons who submitted comments via email on or before July 29, 2013 may resubmit their comments during the extended comment period. In addition, since NIST is extending the comment period, persons who submitted untimely comments between July 29, 2013 and July 31, 2013 also may resubmit their comments during the extended comment period. NIST will accept new comments during the extended comment period as well. NIST will accept only emails during the extended time period.

Genome in a Bottle Consortium-Progress and Planning Workshop
NIST announces the Genome in a Bottle Consortium meeting to be held on Thursday and Friday, August 15 and 16, 2013. The Genome in a Bottle Consortium is developing the reference materials, reference methods, and reference data needed to assess confidence in human whole genome variant calls. A principal motivation for this consortium is to enable performance assessment of sequencing and science-based regulatory oversight of clinical sequencing. The purpose of this meeting is to update participants about progress of the consortium work, continue to get broad input from individual stakeholders to update or refine the consortium work plan, continue to broadly solicit consortium membership from interested stakeholders, and invite members to participate in work plan implementation.
Request for Information on Pilots To Inform the Creation of Potential New Manufacturing Technology Acceleration Centers (M-TACs); Extension of Comment Period
NIST is extending the deadline for submitting comments regarding NIST's planning for a Federal Funding Opportunity (FFO) for new manufacturing technology acceleration centers (M-TACs). NIST anticipates issuing the FFO in fiscal year 2014 (FY14), subject to the availability of appropriated funding. The new comment deadline is Monday, August 5, 2013. NIST will accept comments submitted only via email during the extended time period.
Announcing Approval of Federal Information Processing Standard 186-4, Digital Signature Standard
This notice announces the Secretary of Commerce's approval of Federal Information Processing Standard (FIPS) 186-4, Digital Signature Standard (DSS). FIPS 186-4 specifies three techniques for the generation and verification of digital signatures that can be used for the protection of data: The Digital Signature Algorithm (DSA), the Elliptic Curve Digital Signature Algorithm (ECDSA) and the Rivest- Shamir Adelman Algorithm (RSA). This revision includes a clarification of terms, a reduction of restrictions on the use of random number generators and the retention and use of prime number generation seeds, a correction of wording and typographical errors, and further aligns the FIPS with Key Cryptography Standard (PKCS) 1. Computer Security Incident Coordination (CSIC): Providing Timely Cyber Incident Response
The National Institute of Standards and Technology (NIST) is seeking information relating to Computer Security Incident Coordination (CSIC). NIST is seeking this information as part of the research needed to write a NIST Special Publication (SP) to help Computer Security Incident Response Teams (CSIRTs) to coordinate effectively when responding to computer security incidents. The NIST SP will identify technical standards, methodologies, procedures, and processes that facilitate prompt and effective response. This RFI requests information regarding technical best practices, current practices, impediments to information sharing and response, risks of collaborative incident response, the role of technology and standards in incident coordination, specific technical standards and technologies that have been found helpful (or ineffective), opportunities for improvement, viewpoints on incident coordination objectives, and suggestions for guidance. In developing the SP, NIST will consult with the Department of Homeland Security, the National Security Agency, other interested federal agencies, the Office of Management and Budget, and individually with other parties who respond to this RFI to discuss their comments and seek further information. The SP will be developed through an open public review and comment process that may include workshops as needed.

The National Institute of Standards and Technology (NIST) invites interested parties to comment on NIST's planning for a Federal Funding Opportunity (FFO), anticipated in fiscal year 2014 (FY14), subject to the availability of appropriated funding. The anticipated 2014 FFO will competitively fund a select number of new Manufacturing Technology Acceleration Centers (M-TACs). The M-TACs will focus on addressing the technical and business challenges encountered by small and mid-sized U.S. manufacturers as they attempt to integrate, adopt, transition, and commercialize both existing and emerging product and process technologies into their operations to help them grow and compete within manufacturing supply chains as innovative, value-adding components of our nation's economy. U.S. small and mid-sized manufacturers are a critical segment of our economy, comprising over 90% of all manufacturing establishments and approximately 45% of employment.\1\ U.S. small and mid-sized manufacturers are also playing a growing role in technology innovation, including product and process technologies.\2\ The emphasis of these future M-TACs will be to conduct technology transition and commercialization activities with small and mid-sized U.S. manufacturers to foster their readiness to adopt and/or adapt advanced technologies into their manufacturing processes and products.

Incentives To Adopt Improved Cybersecurity Practices
The President has directed the Secretary of Commerce to evaluate a set of incentives designed to promote participation in a voluntary program to be established by the Secretary of Homeland Security to support the adoption by owners and operators of critical infrastructure and other interested entities of the Cybersecurity Framework being developed by the National Institute of Standards and Technology (NIST). The evaluation will include analysis of the benefits and relative effectiveness of such incentives, and whether the incentives would require legislation or can be provided under existing law and authorities to participants in the Program. The Department of Commerce (Department) will use input received in response to this Notice to inform its recommendations, which will focus on incentives for critical infrastructure owners. In addition, the Department may use this input to develop a broader set of recommendations that apply to U.S. industry as a whole.

International Code Council: The Update Process for the International Codes and Standards
The International Code Council (ICC), promulgator of the International Codes and Standards, maintains a process for updating the entire family of International Codes based on receipt of proposals from interested individuals and organizations involved in the construction industry as well as the general public. The Advanced Manufacturing National Program Office (AMNPO), housed at the National Institute of Standards and Technology (NIST), announces the first workshop in a new series of public workshops entitled ``Blueprint for Action: Workshop on the Design of the National Network for Manufacturing Innovation (NNMI).'' Advisory Committee on Earthquake Hazards Reduction Meeting
The Advisory Committee on Earthquake Hazards Reduction (ACEHR or Committee), will meet Monday, November 19, 2012 from 8:30 a.m. to 5:00 p.m. Eastern time and Tuesday, November 20, 2012, from 8:30 a.m. to 3:00 p.m. Eastern time. The primary purpose of this meeting is to discuss engineering needs for existing buildings, to review the National Earthquake Hazards Reduction Program (NEHRP) agency updates on their latest activities, and to gather information for the Committee's 2013 Annual Report of the Effectiveness of the NEHRP. The agenda may change to accommodate Committee business. The final agenda will be posted on the NEHRP Web site at https://nehrp.gov/.
