The Department of Commerce (the Department) is rescinding the administrative review of the countervailing duty order on steel wire garment hangers from the Socialist Republic of Vietnam (Vietnam) for the period January 1, 2016, through December 31, 2016.

The Department of Commerce (the Department) is rescinding the administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from the People's Republic of China (PRC) for the period February 1, 2016, through January 31, 2017.

The Department of Commerce (the Department) is initiating an expedited review of the countervailing duty order on certain carbon and alloy steel cut-to-length plate (CTL plate) from the People's Republic of China (PRC) with respect to Jiangsu Tiangong Tools Company Limited (Tiangong Tools).

The Department of Commerce (the Department) is amending its final results of the administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) for the period of review is November 1, 2010, through October 31, 2011.

The Department of Commerce (the Department) determines that imports of steel concrete reinforcing bar (rebar) from Japan are being, or are likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is July 1, 2015, through June 30, 2016. The final dumping margins of sales at LTFV are listed below in the ``Final Determination'' section of this notice.

The United States Travel and Tourism Advisory Board (Board or TTAB) will hold a meeting on Monday, June 5, 2017. The Board advises the Secretary of Commerce on matters relating to the U.S. travel and tourism industry. The purpose of the meeting is for Board members to discuss and deliberate on recommendations being developed by the four TTAB Working Groups related to the importance of international travel and tourism to the United States. The final agenda will be posted on the Department of Commerce Web site for the Board at https://trade.gov/ ttab at least one week in advance of the meeting.

Based on affirmative final determinations by the Department of Commerce (Department) and the International Trade Commission (ITC), the Department is issuing the countervailing duty order on 1- Hydroxyethylidene-1, 1-Diphosphonic Acid (HEDP) from the People's Republic of China (PRC).

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain circular welded carbon steel pipes and tubes from Taiwan. The period of review (POR) is May 1, 2015, through April 30, 2016. This review covers Shin Yang Steel Co., Ltd. (Shin Yang) and Yieh Hsing Enterprise Co., Ltd. (Yieh Hsing). The Department preliminarily determines that Shin Yang made U.S. sales of subject merchandise below normal value. In addition, the Department preliminarily finds that Yieh Hsing had no reviewable shipments during the POR. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''

The Court of International Trade (CIT or Court) sustained the final remand results pertaining to the fourth administrative review and new shipper review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (PRC) covering the period of October 1, 2011, through September 30, 2012. The Department of Commerce (Department) is notifying the public that this case is not in harmony with the final results of the administrative review and new shipper review. Therefore, the Department is amending the final results with respect to the dumping margin assigned to Hangzhou Yingqing Material Co. Ltd. (Yingqing).

The Department of Commerce (Department) has completed its administrative review of the countervailing duty (CVD) order on multilayered wood flooring (MLWF) from the People's Republic of China (PRC) for the January 1, 2014, through December 31, 2014, period of review (POR). We have determined that mandatory respondents Dalian Penghong Floor Products Co., Ltd. (Penghong) and Fine Furniture (Shanghai) Limited (Fine Furniture), and their cross-owned affiliates, where applicable, received countervailable subsidies during the POR. The final net subsidy rates are listed below in ``Final Results of Administrative Review.'' We are also rescinding the review for three companies that timely certified they made no shipments of subject merchandise during the POR.

On April 27, 2017, the Court of International Trade (CIT) issued its final judgment, sustaining the Department of Commerce's (the Department's) remand results pertaining to the third administrative review of the antidumping duty order on certain activated carbon from the People's Republic of China (PRC) covering the period of review (POR) of April 1, 2009, through March 31, 2010. The Department is notifying the public that the final judgment in this case is not in harmony with the final results of the administrative review, and that the Department is amending the final results with respect to Ningxia Huahui Activated Carbon Company, Ltd. (Huahui).

As a result of this sunset review, the Department of Commerce (the Department) finds that revocation of the antidumping duty (AD) order on light-walled welded rectangular carbon steel tubing from Taiwan (steel tubing) would likely lead to a continuation or recurrence of dumping. Further, the magnitude of the margin of dumping that are likely to prevail is identified in the ``Final Results of Review'' section of this notice.

As a result of determinations by the Department of Commerce (Department) and the International Trade Commission (ITC) that revocation of the antidumping duty (AD) orders on sulfanilic acid from the People's Republic of China (PRC) and India and the countervailing duty (CVD) order on sulfanilic acid from India would likely lead to continuation or recurrence of dumping and a countervailable subsidy and material injury to an industry in the United States, the Department is publishing this notice of continuation of these AD and CVD orders.

The Department of Commerce (the Department) is rescinding the administrative review of the antidumping duty order on steel wire garment hangers from the Socialist Republic of Vietnam (Vietnam). The period of review is February 1, 2016, through January 31, 2017.

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on drawn stainless steel sinks (drawn sinks) from the People's Republic of China (PRC). The period of review (POR) is April 1, 2015, through March 31, 2016. The review covers two mandatory respondents, Guangdong Dongyuan Kitchenware Industrial Co., Ltd. (Dongyuan) and Guangdong Yingao Kitchen Utensils Co. Ltd (Yingao). We preliminarily determine that sales of subject merchandise by both respondents have been made at prices below normal value (NV). We also preliminarily grant separate rates to ten companies, which demonstrated eligibility for separate rate status, but were not selected for individual examination. Finally, we preliminarily find that New Shichu Import and Export Company Limited (New Sichu) made no shipments of subject merchandise during the POR. We invite interested parties to comment on these preliminary results.

The Department of Commerce is rescinding the administrative review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip from the People's Republic of China for the period November 1, 2015, through October 31, 2016.

In response to requests for additional time, the Department of Commerce (Department) is extending the closing deadline for submitting comments to a request for public comment and information entitled Certain Aluminum Foil From the People's Republic of China: Notice of Initiation of Inquiry Into the Status of the People's Republic of China as a Nonmarket Economy Country Under the Antidumping and Countervailing Duty Laws, 82 FR 16162 (April 3, 2017). In the request for public comment and information, and as part of the less-than-fair-value investigation of certain aluminum foil from the People's Republic of China (PRC), the Department is seeking broad input from the public regarding whether the PRC should continue to be treated as a nonmarket economy (NME) country under the antidumping and countervailing duty laws. The Department is seeking public comment and information with respect to the factors to be considered under the Tariff Act of 1930, as amended (the Act).

The Office of Trade and Economic Analysis (``OTEA'') of the International Trade Administration, Department of Commerce, has received an application to amend an Export Trade Certificate of Review (``Certificate''). This notice summarizes the proposed amendment and requests comments relevant to whether the amended Certificate should be issued.

As a result of this sunset review, the Department of Commerce (``Department'') finds that revocation of the antidumping duty (``AD'') order on furfuryl alcohol from the People's Republic of China (``PRC'') would be likely to lead to continuation or recurrence of dumping at the dumping margins identified in the ``Final Results of Review'' section of this notice.

The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain softwood lumber products (softwood lumber) from Canada. The period of investigation is January 1, 2015, through December 31, 2015.
