Xanthan Gum From the People's Republic of China: Notice of Court Decision Not in Harmony With the Results of Antidumping Duty Administrative Review; Notice of Amended Final Results
On July 29, 2024, the U.S. Court of International Trade (CIT) issued its final judgment in Meihua Group International Trading (Hong Kong) Limited v. United States, Consol. Court no. 22-00069, sustaining the U.S. Department of Commerce's (Commerce) second remand results pertaining to the administrative review of the antidumping duty (AD) order on xanthan gum from the People's Republic of China covering the period of review (POR) July 1, 2019, through June 30, 2020. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the dumping margins assigned to Meihua Group International Trading (Hong Kong) Limited/Langfang Meihua Biotechnology Co., Ltd./Xinjiang Meihua Amino Acid Co., Ltd (collectively, Meihua), Jianlong Biotechnology Co., Ltd. (formerly, Inner Mongolia Jianlong Biochemical Co., Ltd) (Jianlong), and Deosen Biochemical (Ordos) Ltd.

Civil Nuclear Trade Advisory Committee
Pursuant to provisions of the Federal Advisory Committee Act, as amended (FACA), the Department of Commerce (Department) announces the renewal of the Civil Nuclear Trade Advisory Committee (CINTAC or Committee) and requests nominations for membership. The purpose of the CINTAC is to provide advice to the Secretary of Commerce (Secretary) regarding the development and administration of programs to expand U.S. exports of civil nuclear goods and services in accordance with applicable U.S. laws and regulations, which will be used by the Department in its role as a member of the Civil Nuclear Trade Working Group of the Trade Promotion Coordinating Committee and of the TeamUSA interagency group to promote U.S. civil nuclear trade.

On August 5, 2024, the U.S. Court of International Trade (CIT) issued its final judgment in Yama Ribbons and Bows Co., Ltd. v. United States, Court No. 20-00059, sustaining the U.S. Department of Commerce's (Commerce) second remand results pertaining to the administrative review of the countervailing duty order on narrow woven ribbons with woven selvedge (ribbons) from the People's Republic of China (China) covering the period January 1, 2017, through December 31, 2017. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the countervailable subsidy rate assigned to Yama Ribbons and Bows Co., Ltd. (Yama).

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and/or exporters of certain hardwood plywood products (hardwood plywood) from the People's Republic of China (China) during the period of review (POR) September 26, 2021, through December 31, 2022. Commerce also preliminarily finds that 18 companies had no subject shipments of hardwood plywood and that these companies will be eligible to participate in the certification program previously established with respect to the countervailing duty (CVD) order on certain hardwood plywood products from China. Finally, we are also rescinding this review with respect to nine companies. We invite interested parties to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) preliminarily finds that certain hardwood plywood products (hardwood plywood) from the People's Republic of China (China) were sold in the United States at below normal value (NV) during the period of review (POR) September 26, 2021, through December 31, 2022. Commerce also preliminarily finds that 19 companies had no subject shipments of hardwood plywood and that these companies will be eligible to participate in the certification program previously established with respect to the antidumping duty order on certain hardwood plywood products from China. Further, Commerce preliminarily determines that three companies subject to this review are part of the China-wide entity because they had shipments of subject merchandise and did not demonstrate eligibility for a separate rate. Finally, we are rescinding this review with respect to 73 companies. We invite interested parties to comment on these preliminary results.

The period of review (POR) is October 13, 2021, through November 30, 2022.
Forged Steel Fittings From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Rescission of Review, in Part; 2022-2023
The U.S. Department of Commerce (Commerce) preliminarily determines that Yingkou Guangming Pipeline Industry Co., Ltd. (Yingkou Guangming), the sole mandatory respondent in this review and an exporter of forged steel fittings from People's Republic of China (China), has not established its eligibility for a separate rate, and is therefore part of the China-wide entity. Commerce also preliminarily determines that Jiangsu Forged Pipe Fittings Co., Ltd. (Jiangsu Forged) is also not eligible for a separate rate and is thus part of the China- wide entity. Further, Commerce is rescinding the administrative review with respect to Qingdao Bestflow Industrial Co., Ltd. (Qingdao Bestflow) and Xin Yi International Trade Co. Ltd. (Xin Yi). Interested parties are invited to comment on these preliminary results.
Polyethylene Terephthalate Film, Sheet, and Strip From Taiwan: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Rescission of Review, in Part; 2022-2023
The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip (PET Film) from Taiwan. The period of review (POR) is July 1, 2022, through June 30, 2023. This review covers the following producers and exporters from Taiwan: Nan Ya Plastics Corporation (Nan Ya); and Shinkong Materials Technology Corporation (SMTC)/Shinkong Synthetic Fibers Corporation (SSFC). Commerce preliminarily determines that sales of subject merchandise have not been made below normal value (NV) by Nan Ya during the POR. In addition, we preliminarily find that SMTC/SSFC had no shipments during the POR. Interested parties are invited to comment on these preliminary results.
Stainless Steel Bar From India: Preliminary Results of New Shipper Review; 2023
The U.S. Department of Commerce (Commerce) is conducting a new shipper review (NSR) of Welspun Specialty Solutions Limited (Welspun) regarding the antidumping duty (AD) order on stainless steel bar (SS Bar) from India. The period of review (POR) is February 1, 2023, through July 31, 2023. We have preliminarily determined that Welspun's sales were bona fide transactions and were not made below normal value (NV). Interested parties are invited to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty order on certain steel nails (steel nails) from the Sultanate of Oman (Oman). This review covers 18 exporters and producers from Oman. The period of review (POR) is July 1, 2022, through June 30, 2023. The sole mandatory respondent in this review is Oman Fasteners, LLC (Oman Fasteners). Commerce preliminarily determines that sales of subject merchandise have not been made below normal value (NV) by Oman Fasteners during the POR. We are rescinding this review, in part, with respect to one company for which all requests for review were withdrawn. We are also rescinding this review, in part, with respect to 16 companies which had no suspended entries. Interested parties are invited to comment on these preliminary results.
