Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Notice of Correction to the Final Results, and Amended Final Results of Countervailing Duty Administrative Review; 2020
On July 11, 2023, the U.S. Department of Commerce (Commerce) published in the Federal Register the final results and partial rescission of the administrative review of the countervailing duty (CVD) order on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from the People's Republic of China (China), covering the period of review (POR) January 1, 2020, through December 31, 2020. That notice inadvertently contained an incorrect rate for Jinko Solar Import and Export Co., Ltd. Further, Commerce is amending the final results to correct ministerial errors in the calculations for Risen Energy Co., Ltd.

Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Notice of Third Amended Final Determination of the Results of 2012-2013 Antidumping Administrative Review Pursuant to Court Decision
On July 19, 2023, the U.S. Court of International Trade (CIT or Court) issued its final judgment in China Manufacturers Alliance, LLC v. United States, Consol. Court No. 15-00124, Slip Op. 23-105 (CIT 2023) (China Mfr. Alliance VI), sustaining the U.S. Department of Commerce's (Commerce) prior remand redeterminations pertaining to the administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (OTR tires) from the People's Republic of China (China) covering the period September 1, 2012, through August 31, 2013, which: (1) effectuated the mandate of the U.S. Court of Appeals for the Federal Circuit's (Federal Circuit) ruling to assign mandatory respondent Double Coin Holdings Ltd. (Double Coin) the 105.31 percent China-wide rate initially assigned in the final results of this review (overturning the prior final results of redetermination pursuant to the CIT's directive to calculate a rate for Double Coin on the basis of its own information); and (2) sustained the prior final results of redetermination pursuant to remand with respect to mandatory respondent Guizhou Tyre Co., Ltd. and Guizhou Tyre Export and Import Co., Ltd. (collectively GTC). Commerce is notifying the public that it is amending the final results with respect to the dumping margin assigned to Double Coin.

Antidumping Duty Order on Wooden Bedroom Furniture From the People's Republic of China: Final Results of Changed Circumstances Review
On May 19, 2023, the U.S. Department of Commerce (Commerce) published in the Federal Register notice of the preliminary results of this changed circumstances review of the antidumping duty (AD) order on wooden bedroom furniture (WBF) from the People's Republic of China (China). In these final results of the changed circumstances review, Commerce continues to find that Zhangzhou XMB Home Technology Co., Ltd. (Zhangzhou XMB) is the successor-in-interest to Zhangzhou XYM Furniture Product Co., Ltd. (Zhangzhou XYM). Accordingly, subject merchandise exported by Golden Well International (HK), Ltd. (Golden Well) and produced by Zhangzhou XMB will be assigned the same AD cash deposit rate as the AD cash deposit rate established for subject merchandise exported by Golden Well and produced by Zhangzhou XYM.
Emulsion Styrene-Butadiene Rubber From Brazil, the Republic of Korea, Mexico, and Poland: Continuation of Antidumping Duty Orders

The U.S. Department of Commerce (Commerce) is terminating the Agreement Suspending the Antidumping Duty Investigation on Certain Cut- to-Length Carbon Steel Plate (CTL plate) from the Russian Federation (Russia) (2003 Agreement). Accordingly, Commerce is issuing an antidumping duty (AD) order on CTL plate from Russia. Commerce is directing the suspension of liquidation and collection of cash deposits to begin on the date of publication of this notice.
Certain Circular Welded Carbon Steel Pipes and Tubes From Taiwan and Circular Welded Non-Alloy Steel Pipe From Taiwan: Negative Final Determinations of Circumvention of the Antidumping Duty Orders

Certain Steel Nails From the Sultanate of Oman: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2021-2022
The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty order on certain steel nails (steel nails) from the Sultanate of Oman (Oman). This review covers 17 exporters and producers from Oman. The period of review (POR) is July 1, 2021, through June 30, 2022. The sole mandatory respondent in this review is Oman Fasteners, LLC (Oman Fasteners). Commerce preliminarily determines that sales of subject merchandise have not been made below normal value (NV) by Oman Fasteners during the POR. In addition, we preliminarily find that Geekay Wires Ltd. (Geekay), Astrotech Steels Private Ltd. (Astrotech), Trinity Steel Pvt. Ltd. (Trinity), and Modern Factory for Metal Products, LLC (Modern) had no shipments during the POR. Interested parties are invited to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip (PET film) from India. The period of review (POR) is July 1, 2021, through June 30, 2022. This review covers the following producers and exporters from India: Jindal Poly Films Ltd. (Jindal) and SRF Limited (SRF). We preliminarily find that SRF did not sell PET film in the United States below normal value (NV). Interested parties are invited to comment on these preliminary results.
