Based upon the timely withdrawal of all review requests, the Department of Commerce (Commerce) is rescinding the administrative reviews covering the periods of review and the antidumping duty (AD) and countervailing duty (CVD) orders identified in the table below.

This notice sets forth the schedule and proposed topics of discussion for the upcoming public meeting of the Advisory Committee on Supply Chain Competitiveness (Committee).

The U.S. Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty (AD) order on certain softwood lumber products (softwood lumber) from Canada. The period of review (POR) is January 1, 2021, through December 31, 2021. Commerce preliminarily determines that the producers/exporters subject to this review made sales of subject merchandise at less than normal value. We invite interested parties to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain softwood lumber products (softwood lumber) from Canada during the period of review (POR), January 1, 2021, through December 31, 2021. With respect to 66 companies, we are rescinding this administrative review because either the request for review of the company was timely withdrawn or the company did not have any reviewable entries of subject merchandise during the POR. Additionally, with respect to one company, we intend to rescind this administrative review. Interested parties are invited to comment on these preliminary results.

The United States Department of Commerce, International Trade Administration (ITA), is organizing a Cyber Security Business Development Mission to India on May 22-26, 2023. Cyber Security Business Development Mission to India originally scheduled for May 23-27, 2022, is postponed to May 22-26, 2023. The application deadline is now April 14, 2023.

As a result of these expedited sunset reviews, the U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty orders on carbon and alloy seamless standard, line and pressure pipe (under 4\1/2\ inches) (small diameter pipe) from Japan and Romania would likely lead to the continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

The U.S. Department of Commerce (Commerce) determines that Celik Halat ve Tel Sanayi A.S. (Celik Halat), a producer/exporter of prestressed concrete steel wire strand (PC strand) from the Republic of Turkey (Turkey) and sole respondent for this administrative review, received countervailable subsidies during the period of review (POR), September 21, 2020, through December 31, 2021.

In accordance with the Federal Advisory Committee Act (FACA), this notice announces, the United States Investment Advisory Council (IAC) will hold a public meeting on February 14, 2023. In August 2022, U.S. Secretary of Commerce Gina M. Raimondo appointed a new cohort of members to serve two-year terms. Members of this cohort will meet for the second time to continue to discuss matters related to foreign direct investment (FDI) in the United States and the programs and policies to promote and retain such investments across the country.

On December 20, 2022, the U.S. Department of Commerce (Commerce) issued its final determination under section 129 of the Uruguay Round Agreements Act (URAA), regarding the countervailing duty (CVD) investigation of ripe olives from Spain. On January 12, 2023, the U.S. Trade Representative (USTR) directed Commerce to implement the section 129 final determination, which renders Commerce's determinations in the CVD investigation not inconsistent with the World Trade Organization (WTO) dispute settlement findings in United States Antidumping and Countervailing Duties on Ripe Olives from Spain, WT/ DS577 (December 20, 2021) (DS577). As a result, Commerce is now implementing the section 129 final determination.

The Secretary of Commerce, through the Office of Trade and Economic Analysis (OTEA) of the International Trade Administration, received an application for an amended Export Trade Certificate of Review (Certificate). This notice summarizes the proposed application and requests comments relevant to whether the amended Certificate should be issued.

The U.S. Department of Commerce (Commerce) determines that certain cold-drawn mechanical tubing of carbon and alloy steel (cold- drawn mechanical tubing) from Italy was not sold in the United States at less than normal value during the period of review (POR) June 1, 2020, through May 31, 2021. Additionally, Commerce determines that a company for which we initiated a review had no shipments during the POR.

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies were provided to producers and exporters of crystalline silicon photovoltaic cells, whether or not assembled into modules, (solar cells) from the People's Republic of China (China) during the period of review (POR), January 1, 2020, through December 31, 2020. We are rescinding this review with respect to Canadian Solar (USA) Inc. Further, we intend to rescind this review with respect to 60 companies. We invite interested parties to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) determines that certain quartz surface products (QSP) from India was sold in the United States at less than normal value during the period of review (POR), December 13, 2019, through May 31, 2021.

The United States Department of Commerce, International Trade Administration (ITA), is announcing one upcoming trade mission that will be recruited, organized, and implemented by ITA. This mission is: Executive-led Business Development Trade Mission to Kenya with optional (Gold Key) stop in Tanzania, March 28-30, 2023. A summary of the mission is found below. The U.S. Department of Commerce (Commerce) preliminarily determines that the signatory, the Government of Mexico (GOM), and the respondent companies selected for individual examination, respectively, Ingenio Tala S.A. de C.V. and Ingenio Tamazula S.A. de C.V., were in compliance with the Agreement Suspending the Countervailing Duty Investigation on Sugar from Mexico, as amended (CVD Agreement) during the period of review (POR). Commerce also preliminarily determines that the CVD Agreement met the applicable statutory requirements during the POR.
