Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results of Antidumping Duty Administrative Review and Notice of Amended Final Results
On June 15, 2020, the United States Court of International Trade (the Court) sustained the second remand redetermination pertaining to the 2014-2015 antidumping duty (AD) administrative review of crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from the People's Republic of China (China). The Department of Commerce (Commerce) is notifying the public that the final judgment in this litigation is not in harmony with Commerce's final results in the 2014-2015 AD administrative review of solar cells from China, and therefore, Commerce is amending those final results, as explained below.
Initiation of Five-Year (Sunset) Reviews
In accordance with the Tariff Act of 1930, as amended (the Act), the Department of Commerce (Commerce) is automatically initiating the five-year reviews (Sunset Reviews) of the antidumping and countervailing duty (AD/CVD) order(s) listed below. The International Trade Commission (the ITC) is publishing concurrently with this notice its notice of Institution of Five-Year Reviews which covers the same order(s).
Calcium Hypochlorite From the People's Republic of China: Continuation of Antidumping Duty Order and Countervailing Duty Order
As a result of the determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC) that revocation of the antidumping duty (AD) order and countervailing duty (CVD) orders on calcium hypochlorite from the People's Republic of China (China) would likely lead to continuation or recurrence of dumping, countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of the AD and CVD orders.
Truck and Bus Tires From the People's Republic of China: Rescission of Antidumping Duty Administrative Review; 2019-2020
The Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty order on truck and bus tires from the People's Republic of China (China) for the period February 15, 2019 through January 31, 2020, based on the timely withdrawal of the requests for review.

The period of review (POR) is December 1, 2018 through November 31, 2019. We invite interested parties to comment on these preliminary results.
