Based on information provided by the Committee Overseeing Action for Lumber International Trade Investigations (Petitioner), data placed on the record of these investigations by the mandatory and voluntary respondents, and data collected by the Department, the Department preliminarily determines that critical circumstances exist for imports of softwood lumber from certain producers and exporters from Canada.

The Department preliminarily determined that Hanwha Q CELLS (Qidong) Co. Ltd. (``Q CELLS Qidong'') is the successor-in-interest to Hanwha SolarOne (Qidong) Co., Ltd. (``SolarOne Qidong'') for purposes of the AD orders on solar cells and solar products from the PRC and that Hanwha Q CELLS Hong Kong Limited (``Q CELLS Hong Kong'') is the successor-in-interest to Hanwha SolarOne Hong Kong Limited (``SolarOne Hong Kong'') for purposes of the AD order on solar products from the PRC. As such, the Department preliminarily determined that Q CELLS Qidong is entitled to SolarOne Qidong's AD cash deposit rates for purposes of the AD orders on solar cells and solar products from the PRC and Q CELLS Hong Kong is entitled to SolarOne Hong Kong's AD cash deposit rate for purposes of the AD order on solar products from the PRC. We provided interested parties 14 days from the date of publication of the Preliminary Results to submit case briefs or request a hearing. No interested parties submitted case briefs or requested a hearing. On March 22, 2017, the United States Court of International Trade (``CIT'') issued its final judgment in litigation pursuant to the third antidumping duty administrative review of seamless refined copper pipe and tube from the People's Republic of China, sustaining the final results of remand redetermination pursuant to court order by the Department of Commerce (``the Department''). The Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the antidumping administrative review, and the Department is amending those final results with respect to the weighted-average dumping margin assigned to Golden Dragon Precise Copper Tube Group, Inc., Hong Kong GD Trading Co., Ltd., and Golden Dragon Holding (Hong Kong) International, Ltd. (collectively, ``Golden Dragon'').

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on glycine from the People's Republic of China (the PRC) covering the period of review (POR) from March 1, 2015, through February 29, 2016. We preliminarily determine that sales of subject merchandise by Baoding Mantong Fine Chemistry Co., Ltd. (Baoding Mantong) were made at less than normal value during the POR. Further, we are rescinding the review with respect to Kumar Industries and Rudraa International. Finally, we preliminarily find Huayang Chemical Co., Ltd. (Huayang Chemical) failed to establish eligibility for a separate rate and is being considered part of the PRC-wide entity. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on circular welded carbon steel pipes and tubes (pipes and tubes) from Thailand, covering the period of review (POR) March 1, 2015, through February 29, 2016. This review covers two manufacturers/exporters of the subject merchandise, Saha Thai Steel Pipe (Public) Company, Ltd. (Saha Thai) and Pacific Pipe Public Company Limited (Pacific Pipe). The Department preliminarily determines that Saha Thai sold subject merchandise at less than normal value (NV) during the POR and that Pacific Pipe had no shipments during the POR. Interested parties are invited to comment on these preliminary results.
