Certain Petroleum Wax Candles From the People's Republic of China: Final Results of Expedited Fourth Sunset Review of the Antidumping Duty Order
On December 1, 2015, the Department of Commerce (the ``Department'') published the notice of initiation of the first five- year (``sunset'') review of the antidumping duty order on certain petroleum wax candles (``candles'') from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (the ``Act'').\1\ As a result of this sunset review, the Department finds that revocation of the antidumping duty order on candles from the PRC would be likely to lead to continuation or recurrence of dumping. The magnitude of the dumping margins likely to prevail is indicated in the ``Final Results of Review'' section of this notice.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Final Results and Partial Rescission of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (``the Department'') published the Preliminary Results of the 11th administrative review of the antidumping duty order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam'') on September 14, 2015.\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for these final results. The final dumping margins are listed below in the ``Final Results of the Administrative Review'' section of this notice. The period of review (``POR'') is August 1, 2013, through July 31, 2014.
United States Manufacturing Council: Meeting of the United States Manufacturing Council
The United States Manufacturing Council (Council) will hold an open meeting on Tuesday, April 12, 2016. The Council was established in April 2004 to advise the Secretary of Commerce on matters relating to the U.S. manufacturing industry. The purpose of the meeting is for Council members to review and deliberate on recommendations developed by the Workforce Development subcommittee looking at high school educational approach enhancements for consideration by the Manufacturing Council. The agenda may change to accommodate Council business. The final agenda will be posted on the Department of Commerce Web site for the Council at https://trade.gov/manufacturingcouncil, at least one week in advance of the meeting.
Notice of Final Results of Antidumping Duty Changed Circumstances Review: Drawn Stainless Steel Sinks From the People's Republic of China
On February 12, 2016, the Department of Commerce (the Department) published its notice of initiation and preliminary results of a changed circumstances review of the antidumping duty order on drawn stainless steel sinks (drawn sinks) from the People's Republic of China (PRC).\1\ In that notice, we preliminarily determined that Ningbo Afa Kitchen and Bath Co., Ltd. (Ningbo) is the successor-in-interest to Yuyao Afa Kitchenware Co., Ltd. (Yuyao) for purposes of determining antidumping duty cash deposits and liabilities. No interested party submitted comments in opposition to the Initiation and Preliminary Results. For these final results, the Department continues to find that Ningbo is the successor-in-interest to Yuyao.

Aluminum Extrusions From the People's Republic of China: Amended Final Results of Countervailing Duty Administrative Review; 2013
On December 14, 2015, the Department of Commerce (the Department) published the Final Results of the administrative review of the countervailing duty (CVD) order \1\ on aluminum extrusions from the People's Republic of China (PRC) for the January 1, 2013, through December 31, 2013 period of review (POR).\2\ As explained below, the Department is amending the Final Results to correct the net subsidy rates for the Jangho Companies,\3\ non-selected cooperative respondents, and companies for which we applied total adverse facts available (AFA) in the Final Results. The amended final net subsidy rates are listed below in ``Amended Final Results of Administrative Review.'' \4\
Xanthan Gum From the People's Republic of China: Preliminary Rescission of 2014-2015 Antidumping Duty New Shipper Review
The Department of Commerce (``the Department'') is conducting a new shipper review (``NSR'') of the antidumping duty order on xanthan gum from the People's Republic of China (``PRC''). The NSR covers one exporter and producer of subject merchandise, Inner Mongolia Jianlong Biochemical Co., Ltd. (``IMJ''). The period of review (``POR'') is July 1, 2014 through June 30, 2015. The Department preliminarily determines that IMJ did not satisfy the regulatory requirements to request an NSR and did not make a bona fide sale during the POR; therefore, we are preliminarily rescinding this NSR. Interested parties are invited to comment on the preliminary results of this review.
Aluminum Extrusions From the People's Republic of China: Initiation of Anti-Circumvention Inquiry
In response to a request from the Aluminum Extrusions Fair Trade Committee (Petitioner), the Department of Commerce (the Department) is initiating an anti-circumvention inquiry pursuant to sections 781(c) and (d) of the Tariff Act of 1930, as amended, (the Act) to determine whether extruded aluminum products that meet the chemical specifications for 5050-grade aluminum alloy, which are heat- treated, and exported by China Zhongwang Holdings Ltd. and its affiliates (collectively, Zhongwang) are circumventing the antidumping duty (AD) and countervailing duty (CVD) orders on aluminum extrusions from the People's Republic of China (PRC).\1\
Brass Sheet and Strip From Italy; Final Results of Antidumping Duty Administrative Review; 2014-2015
On November 30, 2015, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on brass sheet and strip (BSS) from Italy covering the period of review (POR) March 1, 2014, through February 28, 2015.\1\ This review covers one company, KME Italy SpA (KME Italy). The Department conducted this administrative review in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act). The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, these final results are unchanged from the Preliminary Results.
United States Investment Advisory Council
The Department of Commerce, having determined that it is in the public interest in connection with the performance of duties imposed on the Department by law, and with the concurrence of the General Services Administration, announces establishment of The United States Investment Advisory Council. This advisory committee will provide advice on strategies to attract foreign direct investment to the United States. The establishment of this federal advisory committee is necessary to provide input to the Secretary of Commerce on the development and implementation of strategies and programs to attract and retain foreign investment in the United States and to help support the United States remaining the world's preeminent destination for foreign direct investment.
Potassium Permanganate From the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty order on potassium permanganate from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.

The Department of Commerce (``Department'') hereby publishes a list of scope rulings and anticircumvention determinations made between July 1, 2015, and September 30, 2015, inclusive. We intend to publish future lists after the close of the next calendar quarter.
Certain Steel Nails From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the ``Department'') published the Preliminary Results of the sixth administrative review of the antidumping duty order on certain steel nails from the People's Republic of China (``PRC'') on September 4, 2015.\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculation for these final results regarding one of the mandatory respondents, Stanley.\2\ We also continue to find that the other mandatory respondent, Shandong Oriental Cherry Hardware Group Co., Ltd. (``Shandong Oriental Cherry''), withheld requested information, significantly impeded this administrative review, and did not cooperate to the best of its ability. Accordingly, pursuant to sections 776(a) and (b) of the Tariff Act of 1930, as amended (``the Act''), we continue to apply total adverse facts available (``AFA'') to Shandong Oriental Cherry and find that it is not eligible for separate rate status and, thus, is part of the PRC-wide entity. The final dumping margins are listed below in the ``Final Results of Administrative Review'' section of this notice. The period of review (``POR'') is August 1, 2013, through July 31, 2014.
Brass Sheet and Strip From France: Final Results of Antidumping Duty Administrative Review; 2014-2015
On December 1, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on brass sheet and strip from France.\1\ The review covers Griset SA (Griset) and KME France SAS (KME France). The period of review (POR) is March 1, 2014, through February 28, 2015. We invited interested parties to comment on our Preliminary Results. No parties commented, and our final results remain unchanged from our Preliminary Results. The final results are listed in the section entitled ``Final Results of Review'' below.
Heavy Walled Rectangular Carbon Steel Pipes and Tubes From Mexico: Amended Preliminary Determination of Sales at Less Than Fair Value
As a result of the correction of a significant ministerial error, the Department of Commerce (the Department) continues to preliminarily determine that heavy walled rectangular carbon steel pipes and tubes (HWR pipes and tubes) from Mexico are being sold in the United States at less than fair value (LTFV), as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). Wooden Bedroom Furniture From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision
On February 29, 2016, the United States Court of International Trade (``CIT'' or ``Court'') sustained the Department of Commerce's (``Department'') final results of redetermination \1\ in which the Department determined, under protest, that four chests of Ethan Allen Operations, Inc. (``Ethan Allen'') are not subject to the scope of the WBF Order,\2\ pursuant to the CIT's remand order in Ethan Allen Operations, Inc. v. United States, Consol. Seamless Carbon Alloy Steel Standard Line and Pressure Pipes From the People's Republic of China: Continuation of Antidumping Duty Order and Countervailing Duty Order

Large Power Transformers From the Republic of Korea: Final Results of Antidumping Duty Administrative Review; 2013-2014
On September 4, 2015, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on large power transformers from the Republic of Korea.\1\ The review covers five producers/exporters of the subject merchandise, Hyosung Corporation (Hyosung), Hyundai Heavy Industries Co., Ltd. (Hyundai), ILJIN, ILJIN Electric Co., Ltd. (ILJIN Electric), and LSIS Co., Ltd. (LSIS). ILJIN, ILJIN Electric, and LSIS, were not selected for individual examination. The period of review (POR) is August 1, 2013, through July 31, 2014. As a result of our analysis of the comments and information received, these final results differ from the Preliminary Results. Certain Polyethylene Terephthalate Resin From the Sultanate of Oman: Final Negative Countervailing Duty Determination
The Department of Commerce (Department) determines that countervailable subsidies are not being provided to producers and exporters of certain polyethylene terephthalate resin (PET resin) from the Sultanate of Oman (Oman). Specifically, the Department determines that the subsidy programs reviewed in this investigation do not yield an aggregate net countervailable subsidy rate above a de minimis level (i.e., one percent ad valorem). The Department of Commerce (the Department) is conducting an administrative review and a concurrent new-shipper review of the antidumping duty order on certain cut-to-length carbon-quality steel plate products (CTL plate) from the Republic of Korea (Korea). The period of review (POR) is February 1, 2014, through January 31, 2015. With respect to the administrative review, the Department preliminarily determines that the sole producer/exporter subject to the review, Dongkuk Steel Mill Co., Ltd. (DSM), made sales of subject merchandise at less than normal value. With respect to the new-shipper review, the Department preliminarily determines that Hyundai Steel Company (Hyundai Steel) did not make sales of subject merchandise at less than normal value. N.V. and Electrolux Home Products de Mexico, S.A. de C.V. (collectively, Electrolux). Furfuryl Alcohol From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on furfuryl alcohol from the People's Republic of China (``PRC''). The period of review (``POR'') is June 1, 2014, through May 31, 2015. The review covers one exporter of subject merchandise.\1\ The Department preliminarily finds that the mandatory respondent, Qingdao WenKem Co., Ltd. (``WenKem''), has not demonstrated that it is eligible for a separate rate in this segment of the proceeding, and therefore, for the preliminary results, we are treating it as part of the PRC-wide entity.

We preliminarily determine that sales to the United States have been made below normal value and, therefore, are subject to antidumping duties. Additionally, we preliminarily determine that certain companies for which we initiated a review did not have any shipments during the POR. If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. We invite interested parties to comment on these preliminary results.
Certain Frozen Warmwater Shrimp From India: Preliminary Results of Antidumping Duty Administrative Review, Preliminary Determination of No Shipments; 2014-2015
The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India. The review covers 223 producers and/or exporters of the subject merchandise.\1\ The Department selected two mandatory respondents for individual examination, Falcon Marine Exports Limited and its affiliate K.R. Enterprises (collectively, Falcon) and the Liberty Group.\2\ The period of review (POR) is February 1, 2014, through January 31, 2015. We preliminarily determine that sales to the United States have been made below normal value and, therefore, are subject to antidumping duties. Additionally, we preliminarily determine that certain companies for which we initiated a review did not have any shipments during the POR. Stainless Steel Bar From India: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel bar (SSB) from India.\1\ The period of review (POR) is February 1, 2014, through January 31, 2015. This review covers two producers or exporters of the subject merchandise: Ambica Steels Limited (Ambica), and Bhansali Bright Bars Pvt. Ltd. (Bhansali). We preliminarily find that Ambica and Bhansali have not made sales of the subject merchandise at prices below normal value. Interested parties are invited to comment on these preliminary results.
