On April 9, 2014, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (the ``Department'') results of redetermination, pursuant to the CIT's remand order, in Yantai Xinke Steel Structure Co., Ltd. v. United States, Slip Op. 2014-38 (CIT April 9, 2014), concerning the final determination of the less-than-fair-value investigation of certain steel grating from the People's Republic of China (``PRC'').\1\
Certain Polyester Staple Fiber From the People's Republic of China: Preliminary Results of the Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain polyester staple fiber from the People's Republic of China (``PRC''). The period of review (``POR'') is June 1, 2012, through May 31, 2013. The Department preliminarily determines that Takayasu Industrial (Jiangyin) Co., Ltd. (``Takayasu'') did not sell subject merchandise in the United States at prices below normal value (``NV'') during the POR June 1, 2012, through May 31, 2013. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to liquidate the appropriate entries without regard to antidumping duties. Interested parties are invited to comment on these preliminary results.
Calcium Hypochlorite From the People's Republic of China: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
The Department of Commerce (``Department'') preliminarily determines that calcium hypochlorite from the People's Republic of China (``PRC'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The period of investigation (``POI'') is April 1, 2013, through September 30, 2013. The estimated margin of sales at LTFV is shown in the ``Preliminary Determination'' section of this notice. In accordance with 19 CFR 351.210(b)(2), the final determination will be issued 135 days after the date of publication of this preliminary determination in the Federal Register. Interested parties are invited to comment on this preliminary determination.
Chlorinated Isocyanurates From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on chlorinated isocyanurates (chlorinated isos) from the People's Republic of China (PRC). The period of review (POR) is June 1, 2012, through May 31, 2013. This administrative review covers five producers/exporters: (1) Arch Chemicals (China) Co. Ltd. (Arch China); (2) Hebei Jiheng Chemical Co., Ltd.(Jiheng); (3) Heze Huayi Chemical Co. Ltd. (Heze); (4) Juancheng Kangtai Chemical Co., Ltd. (Kangtai); and (5) Zhucheng Taisheng Chemical Co., Ltd. (Zhucheng). Jiheng and Kangtai are the two producers/exporters being individually examined as mandatory respondents. We preliminarily determine that Jiheng and Kangtai made sales in the United States at prices below normal value (NV). Interested parties are invited to comment on these preliminary results.
Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From the People's Republic of China: Preliminary Results and Partial Rescission of the Antidumping Duty Administrative Review and Preliminary Results of the New Shipper Review; 2012-2013
The Department of Commerce (Department) is conducting an administrative review (AR) and a new shipper review (NSR) of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (TRBs), from the People's Republic of China (PRC). The administrative review covers four exporters, of which the Department selected one mandatory respondent for individual examination (i.e., Changshan Peer Bearing Co. Ltd. (CPZ/SKF)). The NSR covers Shanghai Tainai Bearing Co., Ltd. (Tainai). The period of review (POR) is June 1, 2012, through May 31, 2013. We preliminarily determined that sales have been made below normal value (NV). If these preliminary results are adopted in the final results of these reviews, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results.
Circular Welded Austenitic Stainless Pressure Pipe From the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty order on circular welded austenitic stainless pressure pipe (``circular welded pressure pipe'') from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of this antidumping duty order.

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain large diameter carbon and alloy seamless standard, line, and pressure pipe (over 4\1/2\ inches) from Japan.\1\ The period of review (POR) is June 1, 2012, through May 31, 2013. We preliminarily determine that sales of subject merchandise by Sumitomo Metal Industries, Ltd. (SMI) were made at less than normal value. In addition, we preliminarily find that no shipments were made by JFE Steel Corporation (JFE), Nippon Steel Corporation (Nippon), and NKK Tubes (NKK) during the POR. Interested parties are invited to comment on these preliminary results.
Light-Walled Rectangular Pipe and Tube From Turkey: Notice of Final Results of Antidumping Duty Administrative Review; 2012-2013
On April 29, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on light-walled rectangular pipe and tube from Turkey.\1\ The review covers Y[uuml]cel Boru ve Profil Endustrisi A.S. and Y[uuml]celboru Ihracat Ithalat ve Pazarlama A.S. (collectively, Y[uuml]cel). The period of review (POR) is May 1, 2012, through April 30, 2013. We invited interested parties to comment on our Preliminary Results. No parties commented, and our final results remain unchanged from our Preliminary Results. The final results are listed in the section entitled ``Final Results of Review'' below.

On February 11, 2013, the U.S. Court of International Trade (CIT) sustained the Department of Commerce's (the Department's) final results of remand redetermination pursuant to the CIT's remand order.\1\ Consistent with the decision of the U.S. Court of Appeals for the Federal Circuit (CAFC) in Timken Co., v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final judgment of the CIT in this case is not in harmony with the Department's final results of administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Thailand covering the period of review (POR) of August 1, 2008 through July 31, 2009, and is amending its final results of this review with respect to the weighted-average dumping margins calculated for Thai Plastic Bags Industries Company (TPBI).\2\
Suspension of Antidumping Investigation: Certain Oil Country Tubular Goods From Ukraine
The Department of Commerce (``the Department'') has suspended the antidumping duty investigation on certain oil country tubular goods (``OCTG'') from Ukraine. The basis for this action is an agreement between the Department and Interpipe, the OCTG producer/exporter accounting for substantially all imports of OCTG from Ukraine, wherein Interpipe agrees to make any necessary price revisions to eliminate completely any amount by which the normal value (``NV'') of this merchandise exceeds the U.S. price of its merchandise subject to the agreement.

United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board) will hold its second meeting of the term on Tuesday, July 29, 2014. The Board was re-chartered in August 2013, to advise the Secretary of Commerce on matters relating to the travel and tourism industry. At the meeting, members will discuss the May 22 presidential memorandum establishing a national goal and developing airport specific action plans to enhance the entry process for international travelers to the United States, available at the White House Web site at https:// www.whitehouse.gov/the-press-office/2014/05/22/presidential-m emorandum- establishing-national-goal-and-developing-airpor. The Board's newly established subcommittees will also present initial reports and draft work plans on the Board's anticipated work examining entry, visa, infrastructure, Brand USA, cultural and natural heritage and data. The Board will deliberate the plans so that subcommittee work may begin. The agenda may change to accommodate Board business. Certain Lined Paper Products From India: Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review
In response to a request from Kokuyo Riddhi Paper Products Private Limited (Kokuyo Riddhi), a producer/exporter of certain lined paper products (CLPP) from India, and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), 19 CFR 351.216 and 351.22l(c)(3)(ii), the Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on CLPP from India with regards to Kokuyo Riddhi. Based on the information received, we preliminarily determine that Kokuyo Riddhi is the successor-in-interest to Riddhi Enterprises (Riddhi) for purposes of determining AD liability. Interested parties are invited to comment on these preliminary results.
Solid Urea from the Russian Federation: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on solid urea from the Russian Federation (Russia). The period of review (POR) is July 1, 2012, through June 30, 2013. The review covers one producer/exporter of the subject merchandise, MCC EuroChem (EuroChem). We preliminarily find that EuroChem has not sold subject merchandise at less than normal value during the POR. Interested parties are invited to comment on these preliminary results.
Certain Frozen Fish Fillets from the Socialist Republic of Vietnam: Preliminary Results of the Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``the Department'') is conducting the tenth administrative review of the antidumping duty order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam'').\1\ The Department preliminarily determines that the Hung Vuong Group (``HVG'') \2\ sold subject merchandise in the United States at prices below normal value (``NV'') during the period of review (``POR'') August 1, 2012, through July 31, 2013. With respect to Anvifish Joint Stock Company (``Anvifish''), this exporter failed to establish that it is separate from the Vietnam-wide entity. As a result, the Vietnam-wide entity is now under review.\3\ We are preliminarily applying adverse facts available (``AFA'') to the Vietnam-wide entity because an element of the entity, Anvifish, failed to act to the best of its ability in complying with the Department's request for information in this review within the established deadlines, significantly impeded the proceeding, and provided information that cannot be verified. If these preliminary results are adopted in the final results, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.

On June 5, 2008, the Department of Commerce (the Department) initiated sunset reviews of the antidumping duty orders on polyvinyl alcohol (PVA) from Japan, the Republic of Korea (Korea), and the People's Republic of China (PRC) pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). The Department has conducted expedited (120-day) sunset reviews for these orders pursuant to 19 CFR 351.218(e)(1)(ii)(C)(2). In response to a request from Navneet Education Limited (Navneet Education), a producer/exporter of certain lined paper products (CLPP) from India, and pursuant to section 751(b)(1) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216, the Department is initiating a changed circumstances review (CCR) of the countervailing duty (CVD) order on CLPP from India with regard to Navneet Education. Based on the information received, we further preliminarily determine that Navneet Education is the successor-in- interest to Navneet Publications (India) Ltd. (Navneet) and should be accorded the same treatment previously given to Navneet with respect to the CVD order on CLPP from India. Interested parties are invited to comment on these preliminary results.
Carbon and Certain Alloy Steel Wire Rod From Brazil, Indonesia, Mexico, Moldova, and Trinidad and Tobago: Continuation of Antidumping and Countervailing Duty Orders
The Department of Commerce (the ``Department'') determined that revocation of the antidumping duty (``AD'') orders on carbon and certain alloy steel wire rod (``wire rod'') from Brazil, Indonesia, Mexico, Moldova, and Trinidad and Tobago would likely lead to continuation or recurrence of dumping, and that revocation of the countervailing duty (``CVD'') order on wire rod from Brazil would likely lead to continuation or recurrence of a countervailable subsidy. The U.S. International Trade Commission (the ``USITC'') also determined that revocation of these AD and CVD orders would likely lead to a continuation or recurrence of material injury to an industry in the United States. The Department is publishing this notice of the continuation of these AD and CVD orders.
Polyethylene Terephthalate Film, Sheet, and Strip From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2011-2012
On December 26, 2013, the Department of Commerce (the Department) published its Preliminary Results of the 2011-2012 administrative review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip from the People's Republic of China (PRC).\1\ The period of review (POR) is November 1, 2011, through October 31, 2012. This review covers six producers/exporters of subject merchandise: (1) Shaoxing Xiangyu Green Packing Co. Ltd. (``Green Packing''); (2) Tianjin Wanhua Co., Ltd. (``Wanhua''); (3) Fuwei Films (Shandong) Co. Ltd. (``Fuwei Films''); (4) Sichuan Dongfang Insulating Material Co., Ltd. (``Dong Fang''); and (5) DuPont Teijin Films China Limited, DuPont Hongji Films Foshan Co., Ltd., and DuPont Teijin Hongji Films Ningbo Co., Ltd (``collectively the ``DuPont Group''). Green Packing and Wanhua are the selected mandatory respondents. We invited interested parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made certain changes to our margin calculations for Green Packing. The final dumping margins for this review are listed in the ``Final Results'' section below.

Non-Oriented Electrical Steel From the People's Republic of China, Germany, Japan, and Sweden: Postponement of Final Determinations of Sales at Less Than Fair Value
The Department of Commerce (``the Department'') is postponing the deadline for issuing the final determinations in the less-than- fair-value (``LTFV'') investigations of non-oriented electrical steel from the People's Republic of China (``the PRC''), Germany, Japan, and Sweden and is extending the provisional measures from a four-month period to a period not more than six months in duration.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Amended Final Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (``the Department'') is amending the final results of the ninth administrative review on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam'') to correct certain ministerial errors.\1\ The period of review (``POR'') is August 1, 2011, through July 31, 2012.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating the five-year review (``Sunset Review'') of the antidumping and countervailing duty (``AD/ CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
