Regulation Strengthening Accountability of Attorneys and Non-Attorney Representatives Appearing Before the Department
The Department of Commerce (the Department) is amending its regulations to add a subsection that strengthens the accountability of attorneys and non-attorney representatives who appear in proceedings before the Import Administration (IA). The rule provides that both attorneys and non- attorney representatives will be subject to disciplinary action for misconduct based upon good cause. The rule will assist the Department in maintaining the integrity of its proceedings by deterring misconduct by those who appear before it in antidumping duty (AD) and countervailing duty (CVD) proceedings.
Certain Lined Paper Products From India: Final Results of Countervailing Duty Administrative Review; 2010
The Department of Commerce (the Department) completed the administrative review on the countervailing duty (CVD) order on certain lined paper products from India for the January 1, 2010, through December 31, 2010, period of review (POR) \1\ in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act). The respondents in this administrative review are A.R. Printing & Packaging India Private Limited (AR Printing) and its U.S. importer, Gemstone Printing Inc. (Gemstone). Our analysis of comments received is contained in the Decision Memorandum accompanying this Federal Register notice.\2\ The final net subsidy rate for AR Printing is listed below in the ``Final Results of Review'' section.
Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Final Rescission, in Part; 2010-2011
On October 9, 2012, the Department of Commerce (``Department'') published the preliminary results of the 2010-2011 administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is September 1, 2010, through August 31, 2011. This review covers one exporter: Hangzhou Zhongce Rubber Co., Ltd. (``Zhongce'').
Notice of Request for Stakeholder Comments on Doing Business in Africa Campaign
The International Trade Administration (ITA) of the U.S. Department of Commerce seeks comments on key stakeholder priorities to be considered in the development and implementation of an initiative to increase U.S. exports to and commercial ties with Africa, the Doing Business in Africa campaign (DBIA campaign), to be led by the Department of Commerce in coordination with the Trade Promotion Coordinating Committee (TPCC). The DBIA campaign was announced on November 28, 2012, in Johannesburg, South Africa, and will advance the goals of the ``U.S. Strategy Toward Sub-Saharan Africa,'' (Strategy) issued by President Barack Obama June 14, 2012. ITA, in coordination with the TPCC, will consider the information received in response to this notice in developing the DBIA campaign.
Certain Magnesia Carbon Bricks From the People's Republic of China: Final Results and Final Partial Rescission of Antidumping Duty Administrative Review; 2010-2011
On October 9, 2012, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the first administrative review of the antidumping duty order on certain magnesia carbon bricks from the People's Republic of China (``PRC'').\1\ We provided interested parties an opportunity to comment on the Preliminary Results. After reviewing the comments and information received, we made no change to the Preliminary Results. The final weighted-average dumping margins for this review are listed below in the ``Final Results of Review'' section of this notice. The period of review (``POR'') is March 12, 2010, through August 31, 2011.
Certain Magnesia Carbon Bricks From the People's Republic of China: Final Results of and Final Partial Rescission of Countervailing Duty Administrative Review; 2010
On October 9, 2012, the Department of Commerce (the Department) published the preliminary results of the 2010 administrative review of the countervailing duty (CVD) order on certain magnesia carbon bricks from the People's Republic of China (PRC) covering the two mandatory respondents for the period of review (POR) of August 2, 2010, through December 31, 2010.\1\ We invited parties to comment on the Preliminary Results.\2\ Based on the analysis of the comments received, the Department has not made any changes to the subsidy rates determined for the two mandatory respondents. The final subsidy rates are listed in the ``Final Results of Review'' section below.
Stainless Steel Bar From Brazil: Final Results of Antidumping Duty Administrative Review; 2011-2012
On January 22, 2013, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar (SSB) from Brazil. For these final results, we continue to find that Villares Metals S.A. (Villares) has not sold subject merchandise at less than normal value.
Freshwater Crawfish Tail Meat From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Partial Rescission; 2010-2011
On October 9, 2012, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (the PRC). The period of review (POR) is September 1, 2010, through August 31, 2011. For the final results, we continue to find that certain companies covered by this review made sales of subject merchandise at less than normal value.
Certain Lined Paper Products From India: Final Results of Antidumping Duty Administrative Review; 2010-2011
On October 9, 2012, the Department of Commerce (the Department) published in the Federal Register the Preliminary Results of the antidumping duty administrative review of certain lined paper products from India (CLPP), and gave interested parties an opportunity to comment on the Preliminary Results.\1\ The review covers 57 producers/exporters of the subject merchandise, including Riddhi Enterprises (Riddhi) and SAB International (SAB).\2\ The period of review (POR) is September 1, 2010, through August 31, 2011. As a result of our analysis of the comments and information received, these final results differ from the Preliminary Results.

Meeting of the Manufacturing Council
The Manufacturing Council will hold its first meeting of the newly appointed members to discuss and identify the priority issues affecting the U.S. manufacturing industry. The meeting will be an organizational meeting to discuss priorities that will be addressed in future meetings. Definition of Factual Information and Time Limits for Submission of Factual Information
The Department of Commerce (the Department) is modifying its regulations, which define ``factual information'' and establish time limits for the submission of factual information in antidumping (AD) and countervailing duty (CVD) proceedings. The modifications to the definition of factual information more clearly describe the types of information that can be submitted by a person or placed on the record by the Department in a segment of the proceeding. The modifications to the time limits enable the Department to efficiently determine the type of information being submitted and whether it is timely filed; they also ensure that the Department has sufficient opportunity to review submissions of factual information.
Certain Steel Threaded Rod From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
In response to requests from interested parties, the Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain steel threaded rod from the People's Republic of China (``PRC'') for the period of review (``POR'') April 1, 2011, through March 31, 2012. The Department has preliminarily determined that RMB Fasteners Ltd., IFI & Morgan Ltd., and Jiaxing Brother Standard Part Co., Ltd. (collectively ``the RMB/IFI Group'') sold subject merchandise in the United States at prices below normal value (``NV'').
Low Enriched Uranium From France: Final Results of the Expedited Second Sunset Review of the Antidumping Duty Order
On December 1, 2012, the Department of Commerce (``Department'') initiated the second sunset review of the antidumping duty order on low enriched uranium (``LEU'') from France. The Department finds that revocation of this antidumping duty order would be likely to lead to continuation or recurrence of dumping at the rates identified in the ``Final Results of Review'' section of this notice.
Circular Welded Carbon Steel Pipes and Tubes from Turkey: Preliminary Results of Countervailing Duty Administrative Review; Calendar Year 2011
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on circular welded carbon steel pipes and tubes from Turkey (pipes and tubes from Turkey) for the period of review (POR) of January 1, 2011, through December 31, 2011. The review covers the following three producers/exporters of subject merchandise: Borusan Group, Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (BMB), and Borusan Istikbal Ticaret T.A.S. (Istikbal), (collectively, Borusan); Erbosan Erciyas Boru Sanayi ve Ticaret A.S. (Erbosan) and Erbosan Erciyas Pipe Industry and Trade Co. Kayseri Free Zone Branch (Erbosan FZB), (collectively Erbosan); and Tosyali dis Ticaret A.S. (Tosyali) and Toscelik Profil ve Sac Endustrisi A.S. (Toscelik Profil), (collectively, Toscelik). We preliminarily determine that Borusan, Erbosan, and Toscelik received countervailable subsidies during the POR but that the companies' respective total net subsidy rates are less than 0.5 percent ad valorem and, therefore, are de minimis.
Circular Welded Carbon Steel Pipes and Tubes From Thailand: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on circular welded carbon steel pipes and tubes from Thailand. This review covers two producers/exporters of the subject merchandise, Saha Thai Steel Pipe (Public) Company, Ltd. (Saha Thai), and Pacific Pipe Company Limited (Pacific Pipe). The period of review (POR) is March 1, 2011, through February 29, 2012. The Department preliminarily determines that Saha Thai has not sold subject merchandise at less than normal value (NV), and that Pacific Pipe had no shipments of subject merchandise during the POR. The preliminary results are listed below in the section titled ``Preliminary Results of Review.'' Interested parties are invited to comment on these preliminary results.

The period of review (POR) is September 13, 2010, through February 29, 2012. The review covers one producer/ exporter of the subject merchandise, Chang Chun Petrochemical Co., Ltd. (CCPC). We preliminarily find that CCPC has not sold subject merchandise at less than normal value.
Glycine From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2011-2012
On December 6, 2012, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on glycine from the People's Republic of China (PRC) \1\ in the Federal Register. We gave interested parties an opportunity to comment on the preliminary results. Based upon our analysis of the comments received by the parties we have not made any changes to the antidumping duty rate assigned to the PRC-wide entity, which includes the sole company subject to this review, Baoding Mantong Fine Chemistry Co. Ltd. (Baoding Mantong), and are rescinding the review with respect to companies for which this review was initiated but had not previously received a separate rate status, for the final results.\2\

The period of review (POR) is March 3, 2011, through December 31, 2011. We preliminary determine that Shanxi Yida Special Steel Imp. & Exp. Co., Ltd. and its cross-owned affiliates received countervailable subsidies during the POR.
Certain Frozen Warmwater Shrimp From India and Thailand: Notice of Initiation of Antidumping Duty Administrative Reviews
The Department of Commerce (the Department) has received requests to conduct administrative reviews of the antidumping duty orders on certain frozen warmwater shrimp (shrimp) from India and Thailand. The anniversary month of these orders is February. In accordance with the Department's regulations, we are initiating these administrative reviews.

Corrosion-Resistant Carbon Steel Flat Products From the Republic of Korea: Final Results of Countervailing Duty Administrative Review; 2010
The Department of Commerce (the Department) has completed its administrative review of the countervailing duty (CVD) order on corrosion-resistant carbon steel flat products from the Republic of Korea for the period January 1, 2010, through December 31, 2010. On September 21, 2012, we published the preliminary results of this review.\1\ In these final results we find that the respondents, Dongbu Steel Co., Ltd. (Dongbu), Hyundai HYSCO Ltd. (HYSCO), and Pohang Iron & Steel Co. Ltd. (POSCO), received subsidies that result in de minimis net subsidy rates.

Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Initiation of Antidumping Duty New Shipper Review; 2012-2013
The Department of Commerce (``the Department'') has received a timely request for a new shipper review (``NSR'') of the antidumping duty (``AD'') order on certain frozen fish fillets (``fish fillets'') from the Socialist Republic of Vietnam (``Vietnam''). The Department has determined that the request meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for this NSR is August 1, 2012, through January 31, 2013.
Certain Frozen Warmwater Shrimp From the People's Republic of China and Diamond Sawblades and Parts Thereof From the People's Republic of China: Notice of Implementation of Determinations Under Section 129 of the Uruguay Round Agreements Act and Partial Revocation of the Antidumping Duty Orders
On March 22, 2013, the U.S. Trade Representative (``USTR'') instructed the Department of Commerce (``Department'') to implement its determinations under section 129 of the Uruguay Round Agreements Act (``URAA'') regarding the antidumping investigations of certain frozen warmwater shrimp (``shrimp'') from the People's Republic of China (`PRC'') and diamond sawblades and parts thereof (``sawblades'') from the PRC. The Department issued its final determinations on March 4, 2013, regarding the offsetting of dumped comparisons with non-dumped comparisons when making average-to-average comparisons of export price and normal value in the investigation challenged by the PRC before the World Trade Organization (``WTO'') in United StatesAnti-Dumping Measures on Certain Shrimp and Diamond Saw Blades from China (DS422). The Department is now implementing these determinations.
Fresh Garlic From the People's Republic of China: Final Rescission of Antidumping Duty New Shipper Reviews; 2010-2011
On October 25, 2012, the Department of Commerce (Department) published its preliminary rescission for the new shipper reviews (NSRs) of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) \1\ covering the period of review (POR) November 1, 2010, through October 31, 2011, for Foshan Fuyi Food Co., Ltd. (Fuyi) and Qingdao May Carrier Import & Export Co., Ltd. (Maycarrier). For these final results, the Department continues to find that Fuyi's new shipper sales were not bona fide. Additionally, the Department continues to find that Maycarrier does not qualify as a new shipper. Therefore, the Department is rescinding the NSRs of both Fuyi and Maycarrier.
Certain Preserved Mushrooms From the People's Republic of China: Final Rescission of Antidumping Duty New Shipper Review; 2011-2012
On January 18, 2013, the Department of Commerce (the Department) published in the Federal Register the preliminary rescission of this new shipper review (NSR) of Shandong Yinfeng Rare Fungus Corporation Ltd. (Yinfeng) under the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC) covering the period of review (POR) February 1, 2011, through January 31, 2012.\1\ The Preliminary Rescission invited interested parties to comment. No comments were received from any party. As discussed below, based on our analysis of the record, the Department has determined that Yinfeng did not satisfy the regulatory requirements for a NSR. Therefore, we are rescinding this NSR.

On September 17, 2012, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the 2011-2012 administrative review of the antidumping duty order on uncovered innerspring units (``innersprings'') from the People's Republic of China (``PRC'') for the period February 1, 2011, through January 31, 2012.\1\ The Department gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, the Department has made changes to its treatment of Tai Wa Hong and its affiliates for the final results. The final dumping margin for this administrative review is listed in the ``Final Results of Review'' section below.
Polyester Staple Fiber From Taiwan: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyester staple fiber (PSF) from Taiwan. The period of review (POR) is May 1, 2011, through April 30, 2012. The review covers two producers/exporters of the subject merchandise, Far Eastern New Century Corporation (FENC) and Nan Ya Plastics Corporation (Nan Ya). We preliminarily find that FENC has not sold subject merchandise at less than normal value and that Nan Ya had no shipments during the POR.

The Department of Commerce (``the Department'') published the Preliminary Results of the eighth administrative review and aligned new shipper reviews on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam'') on September 12, 2012.\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for these final results. The final dumping margins are listed below in the ``Final Results of the Administrative Reviews'' section of this notice. The period of review (``POR'') is August 1, 2010, through July 31, 2011.
