Polyethylene Terephthalate Film, Sheet, and Strip From the People's Republic of China: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') has determined that a request for a new shipper review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip (``PET film'') from the People's Republic of China (``PRC'') meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for the new shipper review is November 1, 2012 through October 31, 2013.

Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review
Zhongce Rubber Group Company Limited (``Zhongce'') requested a changed circumstances review of the antidumping duty order on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC'') pursuant to section 751(b)(1) of the Tariff Act of 1930, as amended (``the Act'') and 19 CFR 351.216(b). The Department of Commerce (``Department'') is initiating this changed circumstances review and preliminarily determining, pursuant to 19 CFR 351.221(c)(3)(ii) that Zhongce is the successor-in-interest to Hangzhou Zhongce Rubber Co., Ltd. (``Hangzhou'').
Certain Kitchen Appliance Shelving and Racks from the People's Republic of China: Rescission of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``Department'') is rescinding the administrative review of the antidumping duty order on certain kitchen appliance shelving and racks from the People's Republic of China (``PRC'') for the period of review (``POR'') September 1, 2012, through August 31, 2013. This rescission is based on the timely withdrawal of the request for review by the only interested party that requested a review.
Purified Carboxymethylcellulose From the Netherlands: Final Results of Antidumping Duty Administrative Review and Final No Shipment Determination; 2011-2012
On August 9, 2013, the Department of Commerce (the Department) published the preliminary results of the administrative review and preliminary no shipment determination of the antidumping duty (AD) order on purified carboxymethylcellulose (CMC) from the Netherlands. For the final results, we continue to find that sales of subject merchandise by Akzo Nobel Functional Chemicals, B.V. (Akzo Nobel) were made at less than normal value, and that CP Kelco, B.V. (CP Kelco) had no shipments of subject merchandise during the POR.
Circular Welded Non-Alloy Steel Pipe From the Republic of Korea: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on circular welded non-alloy steel pipe (CWP) from the Republic of Korea (Korea).\1\ The period of review (POR) is November 1, 2011, through October 31, 2012. This review covers eight producers or exporters of the subject merchandise, Husteel Co., Ltd. (Husteel), Hyundai HYSCO (HYSCO), Dongbu Steel Co., Ltd., SeAH Steel Corporation, A-JU Besteel Co., Ltd., Kumkang Industrial Co., Ltd., Nexteel Co., Ltd., and Union Steel Co., Ltd. We have preliminarily found that HYSCO has made sales of the subject merchandise at prices below normal value, and that Husteel did not make sales of subject merchandise at prices below normal value. We are rescinding this review for the other six producers or exporters. Interested parties are invited to comment on these preliminary results.

The review covers two mandatory respondents (Shaoxing Xiangyu Green Packing Co., Ltd. and Tianjin Wanhua Co., Ltd.) and three separate rate respondents. We have preliminarily found that the respondents have made sales of subject merchandise at less than normal value (``NV''). Interested parties are invited to comment on these preliminary results.
Glycine From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on glycine from the People's Republic of China (the PRC) covering the period of review from March 1, 2012, through February 28, 2013. The Department has preliminarily applied facts otherwise available with an adverse inference to the PRC-wide entity because an element of the entity, Hebei Donghua Jiheng Fine Chemical Co., Ltd. (Donghua Fine Chemical), failed to act to the best of its ability in complying with the Department's request for information in this review and, consequently, significantly impeded the proceeding. Interested parties are invited to comment on these preliminary results.
Renewable Energy and Energy Efficiency Advisory Committee
The Renewable Energy and Energy Efficiency Advisory Committee (RE&EEAC) will meet via conference call on January 23, 2014 to consider and vote on proposed recommendations from the U.S. Competitiveness, Trade Policy, Finance and Trade Promotion Subcommittees that address issues affecting U.S. competitiveness in exporting renewable energy and energy efficiency (RE&EE) products and services.
Lightweight Thermal Paper from Germany: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on lightweight thermal paper (LWTP) from Germany. The period of review (POR) is November 1, 2011, through October 31, 2012. The review covers one producer and exporter of the subject merchandise, Papierfabrik August Koehler SE (formerly Papierfabrik August Koehler AG) (Koehler). We have preliminarily determined that sales of subject merchandise by Koehler have not been made at prices below normal value. In addition, we have preliminarily determined that Papierfabrik August Koehler SE is the successor-in-interest to Papierfabrik August Koehler AG.

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip (PET Film) from the United Arab Emirates (UAE). The period of review (POR) is November 1, 2011, through October 31, 2012. The review covers two producer/exporters of the subject merchandise, JBF RAK LLC (JBF) and FLEX Middle East FZE (FLEX). The Department preliminarily determines that sales of subject merchandise have been made below normal value by JBF and FLEX. Interested parties are invited to comment on these preliminary results.
Low Enriched Uranium From France: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty order on low enriched uranium (``LEU'') from France would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.

Fresh Garlic From the People's Republic of China: Preliminary Results and Partial Rescission of the 18th Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (Department) is conducting the 18th administrative review (AR) of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) covering the period of review (POR) November 1, 2011, through October 31, 2012.\1\ The mandatory respondents in this review are: Hebei Golden Bird Trading Co., Ltd. (Golden Bird) and Shenzhen Xinboda Industrial Co., Ltd. (Xinboda). The Department has preliminarily determined that, during the POR, the respondents in this proceeding have made sales of subject merchandise at less than normal value (NV). The Department is also preliminarily determining that 13 companies made no shipments.
Import Administration; Change of Agency Name for Supplies for Use in Emergency Relief Work
Effective October 1, 2013, the Department of Commerce (Department), through internal department organizational orders, changed the name of ``Import Administration'' to ``Enforcement and Compliance.'' Consistent with this action, this rule makes appropriate conforming changes in our regulations. The rule also sets forth a Savings Provision in SUPPLEMENTARY INFORMATION that preserves, under the new name, all actions taken under the name of Import Administration and provides that any references to Import Administration in any document or other communication shall be deemed to be references to Enforcement and Compliance.

Certain Activated Carbon From the People's Republic of China; 2012-2013; Partial Rescission of the Sixth Antidumping Duty Administrative Review
On June 3, 2013, the Department of Commerce (``the Department'') published a notice of initiation of an administrative review of the antidumping duty order on certain activated carbon from the People's Republic of China (``PRC'') based on multiple timely requests for an administrative review. The review covers 185 companies. Based on a withdrawal of the requests for review of certain companies from Calgon Carbon Corporation and Cabot Norit Americas Inc. (``Petitioners''), we are now rescinding this administrative review with respect to four companies.
Raw Flexible Magnets From the People's Republic of China and Taiwan: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
On August 1, 2013, the Department of Commerce (the Department) published the initiation of the first sunset reviews of the antidumping duty orders on raw flexible magnets from the People's Republic of China and Taiwan pursuant to section 751(c) of the Tariff Act of 1930 (the Act), as amended.\1\ The Department finds that revocation of these antidumping duty orders would be likely to lead to continuation or recurrence of dumping as indicated in the ``Final Results of Sunset Reviews'' section of this notice.
Meeting of the Manufacturing Council
The Manufacturing Council will hold a meeting to discuss the work the Council will focus on in 2014. At the meeting, the Council will hear updates from its four subcommittees on workforce development and public perception of manufacturing; manufacturing energy policy; tax policy and export growth; and innovation, research and development. The Council will discuss current workforce development efforts by the federal government, the opportunities for increasing alternative energy efforts in manufacturing, and specific ideas for innovation improvements in manufacturing. The Council will also discuss and deliberate a letter of recommendation on corporate tax reform. A final agenda will be available on the Council's Web site one week prior to the meeting. The Council was re-chartered on April 5, 2012, to advise the Secretary of Commerce on government programs and policies that affect U.S. manufacturing and provide a means of ensuring regular contact between the U.S. Government and the manufacturing sector.
Notice of Vacancies on the U.S. Section of the U.S.-Iraq Business Dialogue
The U.S. Secretary of Commerce and the Iraq Minister of Trade in July 2006 established the U.S.-Iraq Business Dialogue (Business Dialogue or Dialogue) as a bilateral forum to facilitate private sector business growth in Iraq and to strengthen trade and investment ties between the United States and Iraq. This notice announces an amendment to a previous Notice and extends the deadline for applications to fill ten open membership opportunities for representatives of American industry to join the U.S. section of the Dialogue.
Raw Flexible Magnets From the People's Republic of China: Final Results of Expedited Sunset Review
On August 1, 2013, the Department of Commerce (``the Department'') initiated a sunset review of the countervailing duty (``CVD'') order on raw flexible magnets (``RFM'') from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties and an inadequate response from respondent interested parties (in this case, no response), the Department conducted an expedited sunset review of this CVD order pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(B). As a result of this sunset review, the Department finds that revocation of the CVD order would be likely to lead to continuation or recurrence of a countervailable subsidy at the level indicated in the ``Final Results of Review'' section of this notice.
Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Final Results of the Expedited Sunset Review of the Countervailing Duty Order
On August 1, 2013, the Department of Commerce (``Department'') initiated a sunset review of the countervailing duty order on certain new pneumatic off-the-road tires (OTR Tires) from the People's Republic of China (PRC). The Department finds that revocation of this countervailing duty order (CVD) would be likely to lead to the continuation or recurrence of net countervailable subsidies at the rates in the ``Final Results of Review'' section of this notice.
United States Travel and Tourism Advisory Board
On November 25, 2013, the Department of Commerce's International Trade Administration published a notice in the Federal Register (78 FR 70275) soliciting applications for membership on the United States Travel and Tourism Advisory Board (Board). The November 25, 2013 notice provided that all applications must be received by the Office of Advisory Committees of the Department of Commerce by close of business on December 18, 2013. This notice extends the deadline for application for membership on the Board through close of business on January 17, 2014. The eligibility and evaluation criteria contained in the November 25, 2013 notice shall continue to apply.

Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China: Final Results and Final No Shipments Determination of Antidumping Duty Administrative Review; 2011-2012
On July 24, 2013, the Department of Commerce (the ``Department'') published the Preliminary Results of the 2011-2012 administrative review of the antidumping duty order on certain cut-to- length carbon steel plate (``CTL plate'') from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is November 1, 2011, through October 31, 2012. This review covers three PRC companies: Hunan Valin Xiangtan Iron & Steel Co., Ltd. (``Hunan Valin''), Shanghai Pudong Iron and Steel Co. (``Shanghai Pudong''), and the company grouping Bao/Baoshan Iron and Steel Corp., Baoshan International Trade Corp. and Bao Steel Metals Trading Corp. (``Baosteel''). The Department gave interested parties an opportunity to comment on the Preliminary Results, but no comments were received. In these final results of review, we continue to find that Hunan Valin did not have any reviewable transactions during the POR, and that Baosteel and Shanghai Pudong did not establish their eligibility for separate rate status and, thus, are part of the PRC-wide entity.
Ball Bearings and Parts Thereof From Japan and the United Kingdom: Notice of Reinstatement of Antidumping Duty Orders, Resumption of Administrative Reviews, and Advance Notification of Sunset Reviews
On July 15, 2011, pursuant to a decision of the Court of International Trade (CIT) that affirmed the International Trade Commission's (ITC's) negative injury determinations on remand in the second sunset review of the antidumping duty orders on bearings from Japan and the United Kingdom, the Department of Commerce (the Department) revoked the Orders.\1\ On May 16, 2013, the United States Court of Appeals for the Federal Circuit (Federal Circuit) reversed the CIT's decision and ordered the CIT to reinstate the ITC's affirmative material injury determinations.\2\ Subsequently, on November 18, 2013, the CIT issued final judgment reinstating the ITC's affirmative injury determinations.\3\ Therefore, the Department is now reinstating the Orders. Additionally, the Department is resuming the administrative reviews of these orders for the periods May 1, 2009, through April 30, 2010, and May 1, 2010, through April 30, 2011.
Certain Frozen Warmwater Shrimp From the People's Republic of China: Notice of Final Reconsideration of Changed Circumstances Review
The Department of Commerce (``Department'') has received information sufficient to warrant reconsideration of a completed changed circumstances review (``CCR'') of the antidumping duty order on certain frozen warmwater shrimp from the People's Republic of China (``PRC'') originally conducted in 2007.\1\ Based on evidence uncovered in the sixth administrative review (``AR6'') of this proceeding,\2\ we find the information submitted by Hilltop International (``Hilltop'') \3\ in this CCR contains material misrepresentations and, consequently, is unusable for any purposes. Accordingly, our original determination that Hilltop is the successor-in-interest to Yelin Enterprise Co. Hong Kong (``Yelin'') is reversed such that Hilltop should properly be considered part of the PRC-wide entity, absent a determination of its own rate separate from the PRC-wide entity.\4\
Prestressed Concrete Steel Rail Tie Wire From Mexico: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
The Department of Commerce (``Department'') preliminarily determines that prestressed concrete steel rail tie wire (``PC tie wire'') from Mexico is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (``the Act'').
