Chlorinated Isocyanurates From the People's Republic of China: Notice of Court Decision Not in Harmony With the Final Results of Administrative Review and Notice of Amended Final Results of Administrative Review Pursuant to Court Decision
On September 13, 2011, the United States Court of International Trade (``Court'' or ``CIT'') sustained the Department of Commerce's (``Department'') final results of redetermination pursuant to the Court's remand.\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony and is amending the final results of the administrative review (``AR'') of the antidumping duty order on chlorinated isocyanurates from the People's Republic of China (``PRC'') covering the period of review (``POR'') of December 16, 2004, through May 31, 2006.\2\
Certain Kitchen Appliance Shelving and Racks From the People's Republic of China: Preliminary Results of the First Administrative Review, Preliminary Rescission, in Part, and Extension of Time Limits for the Final Results
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain kitchen appliance shelving and racks from the People's Republic of China (``PRC''), covering the period of review (``POR'') of March 5, 2009, through August 31, 2010.\1\ The Department has preliminarily determined that sales have been made below normal value (``NV'') by the respondents examined in this administrative review. If these preliminary results are adopted in our final results of this review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the period of review.
Preliminary Results Freshwater Crawfish Tail Meat From the People's Republic of China: of Antidumping Duty Administrative Review and Intent To Rescind Review in Part
In response to timely requests, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (PRC). The period of review (POR) is September 1, 2009, through August 31, 2010. Although we have preliminarily determined that sales have not been made below normal value by Xiping Opeck Food Co., Ltd., our analysis of the applicable transactions requires additional information. See discussion below. We have preliminarily determined that sales have been made below normal value by China Kingdom (Beijing) Import & Export Co., Ltd. We invite interested parties to comment on these preliminary results. Parties who submit comments in this review are requested to submit with each argument (1) a statement of the issue and (2) a brief summary of the argument.
Certain Lined Paper Products From India: Notice of Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain lined paper products (CLPP) from India. For the period September 1, 2009, through August 31, 2010, we have preliminarily determined that Navneet Publications (India) Limited (Navneet) and Riddhi Enterprises (Riddhi) have made sales of subject merchandise at less than normal value (NV). In addition, based on the preliminary results for the respondents selected for individual examination, we have preliminarily determined a margin for those companies that were not selected for individual examination. If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries of subject merchandise during the period of review (POR). See ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results.
Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Preliminary Results of the 2009-2010 Antidumping Duty Administrative Review and Intent To Rescind, in Part
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC'') covering the period September 1, 2009, through August 31, 2010. We have preliminarily determined that the mandatory respondent, Tianjin United Tire & Rubber International Co., Ltd. (``TUTRIC''), made sales of subject merchandise to the United States at prices below normal value (``NV''). Additionally, we also preliminarily determine that Weihai Zhongwei Rubber Co., Ltd. (``Weihai'') had no shipments during the POR, and therefore we intend to rescind the review with respect to Weihai. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis. We invite interested parties to comment on these preliminary results. We intend to issue the final results no later than 120 days from the date of publication of this notice, pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (``the Act'').
Certain Kitchen Appliance Shelving and Racks From the People's Republic of China: Preliminary Results of the Countervailing Duty Administrative Review
The Department of Commerce (``the Department'') is conducting an administrative review of the countervailable duty order on certain kitchen appliance shelving and racks (``Kitchen Racks'') from the People's Republic of China (``PRC''). The period of review (``POR'') is January 7, 2009, through December 31, 2009 (see further explanation in the ``Period of Review'' section of this notice). This review covers multiple exporters/producers, two of which are being individually reviewed as mandatory respondents. We preliminarily find that the mandatory respondents, Guangdong Wireking Housewares & Hardware Co., Ltd. (``Wireking'') and New King Shan (Zhu Hai) Co., Ltd. (``NKS''), received countervailable subsidies during the POR. Their countervailing duty (``CVD'') rates have been used to calculate the rate applied to the other firms subject to this review. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess countervailing duties as detailed in the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results.
North American Free Trade Agreement (NAFTA), Article 1904 Binational Panel Reviews; Notice of Completion of Panel Review
Pursuant to the Decision of the Binational Panel dated August 29, 2011, affirming the International Trade Commission's final determination on remand described above, the panel review was completed on September 29, 2011.
Certain Hot-Rolled Carbon Steel Flat Products From India: Final Results of 2009-2010 Antidumping Duty Administrative Review
In response to requests from petitioners,\1\ the Department of Commerce (``the Department'') has conducted an administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products from India (``hot-rolled steel'') manufactured by Ispat Industries Limited (``Ispat''), JSW Steel Limited (``JSW''), and Tata Steel Limited (``Tata''). The period of review (``POR'') is December 1, 2009, through November 30, 2010. We determine that Ispat, JSW, and Tata had no entries of subject merchandise during the POR.
Pure Magnesium From the People's Republic of China: Final Results of Expedited Third Sunset Review of the Antidumping Duty Order
On June 1, 2011, the Department of Commerce (``the Department'') initiated the third five-year (``sunset'') review of the antidumping duty order on pure magnesium from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and adequate substantive response filed on behalf of the domestic interested party, and no adequate response from a respondent interested party, the Department conducted an expedited (120-day) sunset review of the antidumping duty order. As a result of this review, the Department finds that revocation of the antidumping duty order on pure magnesium from the PRC would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

Certain Helical Spring Lock Washers From Taiwan and the People's Republic of China: Final Results of the Expedited Third Five-Year Sunset Reviews of the Antidumping Duty Orders
On June 1, 2011, the Department of Commerce (``Department'') initiated the third sunset reviews of the antidumping duty orders on certain helical spring lock washers (``lock washers'') from Taiwan and the People's Republic of China (``PRC''). The Department has conducted expedited sunset reviews of these orders. As a result of these reviews, the Department finds that revocation of the antidumping duty orders would likely lead to a continuation or recurrence of dumping at the margins identified in the ``Final Results of Review'' section of this notice.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocations in Part
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with August anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received requests to revoke three antidumping duty orders in part.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Initiation of New Shipper Reviews
The Department of Commerce (``Department'') has determined that the three requests for new shipper reviews of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam, received between August 3, 2011 and August 16, 2011 meet the statutory and regulatory requirements for initiation. The period of review (``POR'') of these new shipper reviews is August 1, 2010-July 31, 2011.
Polyethylene Terephthalate Film, Sheet, and Strip From the People's Republic of China: Extension of Preliminary Results of Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is extending the time limits for the preliminary results of the administrative review of polyethylene terephthalate film, sheet, and strip (``PET film'') from the People's Republic of China (``PRC''). This review covers the period November 1, 2009, through October 31, 2010.
Modification of Regulations Regarding the Practice of Accepting Bonds During the Provisional Measures Period in Antidumping and Countervailing Duty Investigations
The Department of Commerce (the Department) is amending its regulations governing the effect of an affirmative preliminary determination in antidumping or countervailing duty proceedings to establish that the provisional measures will normally take the form of a cash deposit. Requiring that provisional measures will normally take the form of a cash deposit will help to strengthen the administration of the nation's antidumping (AD) and countervailing duty (CVD) laws by making importers directly responsible for the payment of AD and CVD duties.
Certain Lined Paper Products From People's Republic of China: Final Results of Antidumping Duty Changed Circumstances Review and Revocation, in Part
On August 17, 2011, the Department of Commerce (``Department'') published its notice of initiation and preliminary results of changed circumstances review, and intent to revoke, in part, the antidumping duty order on certain lined paper products (``CLPP'') from the People's Republic of China (``PRC'').\1\ We invited parties to comment and received no comments. Therefore, we are now revoking the order, in part, with respect to FiveStar[reg] AdvanceTM notebooks and notebook organizers without polyvinyl chloride (``PVC'') coatings.
Certain Polyester Staple Fiber From the Republic of Korea and Taiwan: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty orders on certain polyester staple fiber from the Republic of Korea (Korea) and Taiwan would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation for the antidumping duty orders.
Polyethylene Retail Carrier Bags From Thailand: Final Results of Antidumping Duty Administrative Review
On May 24, 2011, the Department of Commerce published the preliminary results of the 2009/2010 administrative review of the antidumping duty order on polyethylene retail carrier bags from Thailand. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received and an examination of our calculations, we have made certain changes for the final results. The final weighted-average dumping margins for the respondents are listed below in the ``Final Results of Review'' section of this notice.
Certain Tin Mill Products From Japan; Final Results of the Second Expedited Sunset Review of the Antidumping Duty Order
On June 1, 2011, the Department of Commerce (the Department) initiated the second sunset review of the antidumping duty order on certain tin mill products from Japan, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). On the basis of a notice of intent to participate and adequate substantive responses filed on behalf of domestic interested parties and no response from respondent interested parties, the Department conducted an expedited (120-day) sunset review. As a result of this sunset review, the Department finds that revocation of the antidumping duty order would likely lead to the continuation or recurrence of dumping. Brass Sheet and Strip From Germany: Preliminary Results of the Third Five-Year (“Sunset”) Review of the Antidumping Duty Order
On March 1, 2011, the Department of Commerce (``the Department'') initiated its third sunset review of the antidumping duty order on brass sheet and strip from Germany, pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). The Department is conducting a full sunset review of the order pursuant to 751(c) of the Act and 19 CFR 351.218(e)(2)(i). As a result of this sunset review, the Department preliminarily finds that revocation of the antidumping duty order on brass sheet and strip from Germany would likely lead to continuation or recurrence of dumping.

The period of review is May 1, 2009, through April 30, 2010. We gave interested parties an opportunity to comment on the preliminary results. We received comments from Far Eastern New Century Corporation. The final weighted-average dumping margin for Far Eastern New Century Corporation is listed below in the ``Final Results of the Review'' section of this notice.
