Certain Woven Electric Blankets From the People's Republic of China: Final Determination of Sales at Less Than Fair Value
The Department of Commerce (``the Department'') has determined that certain woven electric blankets (``woven electric blankets'') from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV'') as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below. The period covered by the investigation is October 1, 2008 through March 31, 2009 (the ``POI'').
Certain Steel Nails From the People's Republic of China: Rescission of New Shipper Review
In response to a request from Maanshan Leader Metal Products Co., Ltd. (``Maanshan Leader''), the Department of Commerce (the ``Department'') published on September 25, 2009, a Federal Register notice announcing the initiation of a new shipper review of the antidumping duty order on certain steel nails from the People's Republic of China (``PRC'') covering the period of January 23, 2008, through July 31, 2009. On May 28, 2010, Maanshan Leader withdrew its request for a new shipper review. Therefore, we are rescinding this new shipper review with respect to Maanshan Leader.
Carbazole Violet Pigment 23 from India: Final Results of Antidumping Duty Administrative Review
On December 22, 2009, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on carbazole violet pigment 23 (CVP 23) from India. The review covers exports of this merchandise to the United States by Alpanil Industries (Alpanil) for the period December 1, 2007, through November 30, 2008. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received from interested parties, we have modified the margin calculation. The final weighted-average margin is listed below in the Final Results of Review section of this notice.
Manufacturing and Services' Manufacture America Initiative and Events
The International Trade Administration's Manufacturing and Services Unit is launching a series of regional seminars across the United States titled ``Manufacture America: Rethink, Retool and Rebuild to Support Jobs.'' Information on federal, state and local resources responsive to U.S. manufacturers' needs will be available at each event.
Notice of Scope Rulings
The Department of Commerce (``Department'') hereby publishes a list of scope rulings completed between October 1, 2009, and December 31, 2009. In conjunction with this list, the Department is also publishing a list of requests for scope rulings and anticircumvention determinations pending as of December 31, 2009. We intend to publish future lists after the close of the next calendar quarter.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with May anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received requests to revoke one antidumping duty order and one countervailing duty order in part.
Frozen Warmwater Shrimp From Vietnam: Initiation and Preliminary Results of Changed-Circumstances Review
In response to a petition for a changed-circumstances review of Phuong Nam Co., Ltd., and Phuong Nam Foodstuff Corp., the Department of Commerce (the ``Department'') is initiating a changed-circumstances review of the antidumping duty order on frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam''). We have preliminarily concluded that Phuong Nam Foodstuff Corp. is the successor-in-interest to Phuong Nam Co., Ltd., and, as a result, should be accorded the same treatment previously accorded to Phuong Nam Co., Ltd., with regard to the antidumping duty order on frozen warmwater shrimp from Vietnam. Interested parties are invited to comment on these preliminary results.
Notice of Antidumping Duty Order: Prestressed Concrete Steel Wire Strand from the People's Republic of China
Based on affirmative final determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on prestressed concrete steel wire strand (``PC strand'') from the People's Republic of China (``PRC''). On June 22, 2010, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry. See Prestressed Concrete Steel Wire Strand from China (Investigation Nos. 701-TA-464 and 731-TA-1160 (Final), USITC Publication 4162, June 2010).
Certain Pasta from Italy: Final Results of the 13th (2008) Countervailing Duty Administrative Review
The Department of Commerce (``the Department'') has completed its administrative review of the countervailing duty (``CVD'') order on certain pasta from Italy for the period January 1, 2008, through December 31, 2008. On April 13, 2010, we published the Preliminary Results of this review. See Certain Pasta From Italy: Preliminary Results of the 13th (2008) Countervailing Duty Administrative Review, 75 FR 18806 (April 13, 2010) (``Preliminary Results''). We did not receive any comments on the Preliminary Results and have made no revisions. We find that Pastificio Lucio Garofalo S.p.A. (``Garofalo'') received countervailable subsidies and that F.lli De Cecco di Filippo Fara San Martino S.p.A. (``De Cecco Pastificio'')/Molino e Pastificio De Cecco S.p.A. (``De Cecco Pescara''), members of the De Cecco group of companies, received de minimis countervailable subsidies. The final net subsidy rates for Garofalo and De Cecco Pastificio/De Cecco Pescara are listed below in the section entitled ``Final Results of Review.''
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Rescission of New Shipper Review
The Department of Commerce (``Department'') is conducting a new shipper review of the antidumping duty order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam'') with respect to Nhat Duc Co., Ltd. (``Nhat Duc'') covering the period of review (``POR'') of February 1, 2008, through January 31, 2009. See Notice of Amended Final Determination of Sales at Less Than Fair Value and Antidumping Duty Order: Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam, 70 FR 5152 (February 1, 2005) (``Shrimp Order''). We announced our preliminary intent to rescind the new shipper review for Nhat Duc, finding that Nhat Duc's sole U.S. sale during the POR was non-bona fide, and, therefore, Nhat Duc had no reviewable sales during the POR. We have analyzed the comments received, and we have made no changes to the Preliminary Rescission.
Carbazole Violet Pigment 23 from the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On December 29, 2009, the Department of Commerce (the Department) published the preliminary results of the 2007-2008 administrative review of the antidumping duty order on carbazole violet pigment 23 (CVP 23) from the People's Republic of China (PRC). See Carbazole Violet Pigment 23 From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review, 74 FR 68780 (December 29, 2009) (Preliminary Results). This administrative review covers one exporter of the subject merchandise, Trust Chem Co., Ltd. (Trust Chem). We invited interested parties to comment on our Preliminary Results. Based on our analysis of the comments received, we have made one change to the margin calculation for Trust Chem. The final dumping margin for this review is listed below in the section entitled ``Final Results of Review.''
Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof from the People's Republic of China: Continuation of the Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (the Commission) that revocation of the antidumping duty order on floor- standing, metal-top ironing tables and certain parts thereof (ironing tables) from the People's Republic of China (PRC) would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.

Establishment of the Renewable Energy and Energy Efficiency Advisory Committee and Solicitation of Nominations for Membership
Pursuant to provisions under the Federal Advisory Committee Act, 5 U.S.C. App., the Under Secretary of Commerce for International Trade announces the establishment of the Renewable Energy and Energy Efficiency Advisory Committee (the Committee) by the Secretary of Commerce. The Committee shall advise the Secretary regarding the development and administration of programs and policies to expand the competitiveness of the U.S. renewable energy and energy efficiency sectors, including programs and policies to expand U.S. exports of goods and services related to renewable energy and energy efficiency in accordance with applicable United States regulations. This notice also requests nominations for membership.
Export Trade Certificate of Review
On May 27, 2010, the U.S. Department of Commerce issued an Export Trade Certificate of Review to EFS International Corporation/ DBA: EFS Global Trade and Export Services (``EFS''). This notice summarizes the conduct for which certification has been granted.
Export Trade Certificate of Review
The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to the California Almond Export Association, LLC (``CAEA'') on June 1, 2010. The previous amendment was issued to CAEA on May 25, 2007, and a notice of its issuance was published in the Federal Register on June 4, 2007 (72 FR 30775). The original Certificate for CAEA was issued on December 27, 1999, and a notice of its issuance was published in the Federal Register on January 6, 2000 (65 FR 760).
Fresh Garlic from the People's Republic of China: Final Results and Partial Rescission of the 14th Antidumping Duty Administrative Review
On December 8, 2009, the Department of Commerce (Department) published in the Federal Register its preliminary results of administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) covering the period of review (POR) of November 1, 2007, through October 31, 2008. See Fresh Garlic from the People's Republic of China: Preliminary Results of, and Intent to Rescind, in Part, the Antidumping Duty Administrative Review, 74 FR 64677 (December 8, 2009) (Preliminary Results). Following the Preliminary Results, we provided interested parties with an opportunity to comment on the Preliminary Results. Our analysis of the comments submitted and information received did not lead to any changes in the Preliminary Results. Therefore, the final results do not differ from the Preliminary Results.
Circular Welded Non-Alloy Steel Pipe from the Republic of Korea: Final Results of the Antidumping Duty Administrative Review
On December 8, 2009, the Department of Commerce (the ``Department'') published the preliminary results of the administrative review of the antidumping duty order on circular welded non-alloy steel pipe (``CWP'') from the Republic of Korea (``Korea''), covering the period November 1, 2007, through October 31, 2008. See Circular Welded Non-Alloy Steel Pipe from the Republic of Korea: Preliminary Results and Rescission in Part of the Antidumping Duty Administrative Review, 74 FR 64670 (December 8, 2009) (``Preliminary Results''). This review covers six producers/exporters of the subject merchandise to the United States: SeAH Steel Corporation (``SeAH''), Dongbu Steel Co., Ltd., Korea Iron & Steel Co., Ltd., Union Steel Co., Ltd., Nexteel Co. Ltd., and A-JU Besteel Co., Ltd. SeAH is the only mandatory respondent. We gave the interested parties an opportunity to comment on the Preliminary Results. Based on our analysis of the comments received and the results of verification, we have made changes to the margin calculation. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of Review.''
Import Administration IA ACCESS Pilot Program
On Tuesday, June 8, 2010, the Department of Commerce (the Department) published the Public Notice and Request for Comments for Import Administration IA ACCESS Pilot Program in the Federal Register. The reference to the ITA docket number is incorrect. This document corrects that number. The June 8 document also stated that all comments should refer to RIN 0625-AA84. That RIN number is not applicable to the notice and need not be included in the comments.

Natural Bristle Paint Brushes and Brush Heads From the People's Republic of China: Notice of Initiation and Preliminary Results of Changed Circumstance Review, and Intent To Revoke the Order
On May 7, 2010, the Department of Commerce (``Department'') received a request for a changed circumstances review to revoke the antidumping duty order on natural bristle paint brushes and brush heads from the People's Republic of China (``PRC''). See generally, Antidumping Duty Order: Natural Bristle Paint Brushes and Paint Brush Heads from the People's Republic of China, 51 FR 5580 (Feb. 14, 1986) and Amended Antidumping Duty Order: Natural Bristle Paint Brushes and Paint Brush Heads from the People's Republic of China, 51 FR 8342 (March 11, 1986) (``Order''). The domestic industry submitted a letter to the Department expressing a lack of interest in antidumping duty relief from imports of the subject merchandise. Therefore, we are notifying the public of our intent to revoke the above referenced Order and are inviting interested parties to comment on these preliminary results.
Certain New Pneumatic Off-the-Road Tires from the People's Republic of China: Initiation of Changed Circumstances Review
The Department of Commerce (``the Department'') has received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on certain new pneumatic off-the- road tires (``OTR tires'') from the People's Republic of China (``PRC''). Specifically, based upon a request filed by LingLong North America LLC, d/b/a Atlas Tire (``Atlas Tire''), an affiliated importer of record, the Department is initiating a changed circumstances review to determine whether Shandong Linglong Tyre Co., Ltd. (``Shandong Linglong'') is the successor-in-interest to Zhaoyuan Leo Rubber Co., Ltd. (``Leo Rubber''), a separate-rate respondent in the original investigation.
